La Junta building permits

Requirements

• Plans must comply with the 2018 IRC, 2018 IEBC, 2018 IECC, 2018 IMC, 2018 IFC, and 2018 International Swimming Pool and Spa Code as adopted
• Must meet La Junta's Table R301.2(1) design criteria: Wind Load 115 mph, Frost Line 26 inches, Snow Load 25 psf, Seismic Design Category B
• Two complete sets of plans required: one paper set submitted to the office, one electronic PDF set emailed to ljpermits@lajuntacolorado.org
• At least 3 property corners must exist and be verified, or a new survey (monumented by a Colorado-licensed professional land surveyor, at applicant's cost) is required before permit issuance
• Site plan showing proposed/existing buildings, dimensions, yard setbacks, and utilities
• Full drawing set: floor plans, elevations (4 views), attic/crawl space access, floor and roof framing (certified truss drawings), electrical plan, plumbing plan, mechanical/HVAC plan with equipment schedules
• 2018 IECC Energy Calculations (REScheck) and a permanent energy certificate posted at the furnace/utility room per Section R401.3
• Electrical and plumbing work require SEPARATE permits from the State of Colorado (not the City) — printed directly on the City's own application form

• Same Commercial/Residential Building Permit Application used for new construction, with 'Addition' or 'Alteration' checked under Type of Improvement
• Site plan and drawings reflecting the scope of the addition/remodel, per the Residential Plan Submission checklist
• Must meet Table R301.2(1) design criteria (Wind 115 mph, Frost 26 in, Snow 25 psf, Seismic B) for any new structural elements
• Separate State of Colorado permits required for any electrical or plumbing work involved in the remodel

• Governed by the 2018 IMC as adopted by Municipal Code Section 15.20.020
• Mechanical plan required as part of residential plan submission: HVAC layout with equipment locations, air distribution ductwork and sizes, air intake/exhaust locations, fan/pump type and location, controls diagram, and equipment schedules (capacity, type, size, efficiency, fan horsepower, airflow, duct/pipe insulation values)
• Exempt without a permit (per the City's 'Who Needs a Building Permit' bulletin): portable heating/ventilation/cooling appliances, steam/hot/chilled-water piping within already-regulated heating/cooling equipment, minor part replacements not altering equipment approval, portable evaporative coolers, self-contained refrigeration systems of 10 lbs or less refrigerant or 1 hp or less, and portable fuel-cell appliances not connected to a fixed piping system
• Same Commercial/Residential Building Permit Application used for other trades, marked under 'MECHANICAL' Type of Improvement (New System, Alteration, Replacement, Exhaust, Other)

Requirements

• Underlayment per 2018 IRC R905.1.1; ice barriers per 2018 IRC R905.1.2
• Shingle attachment per 2018 IRC R905.2, using high-wind manufacturer nailing requirements citywide (per the City's own Roofing Requirements sheet)
• Roof valley flashing per 2018 IRC R905.7.6; sidewall flashing per 2018 IRC R905.2.8.3; drip edge per 2018 IRC R905.2.8.5; roof ventilation per 2018 IRC R806
• A mid-roof inspection is required: a minimum of 25% and maximum of 75% of roof covering material, and 100% of underlayment and flashings, must be installed at time of the mid-roof inspection
• A separate permit is required for each structure
• Permit card must be posted at the job site and be accessible for inspection sign-off
• Access to the roof (secured, properly-set ladder) is the responsibility of the permit holder for both mid-roof and final inspections

• Equipment must be UL1741 Listed
• Contract for Net Metering with the La Junta Electric Department required (Customer Owned Generation contract; systems capped between 500 watts and 25 kW nameplate capacity)
• Mounting Bracket Inspection required before panels are installed
• Final inspection from the City Building Department AND a separate Final from the State of Colorado Electrical Inspector are both required
• A Certificate of Occupancy must be issued before the production meter is connected
