Codes adopted

2021 International Building Code (IBC) — adopted by Ordinance #1, 2023 (January 24, 2023), effective for permits submitted March 31, 2023 and later; the IRC has NOT been adopted by the City of Aspen and is not applied — single-family, duplex, and townhouse projects are reviewed under the 2021 IBC as locally amended, per the City's own 'Building Permit Application Checklist for Singlefamily, Duplex, and Townhouse Projects (2021 IBC)'2021 International Existing Building Code (IEBC)2021 International Mechanical Code (IMC)2021 International Fuel Gas Code (IFGC)2021 International Plumbing Code (IPC)2021 International Fire Code (IFC)2021 International Swimming Pool and Spa Code (ISPSC)2021 Aspen Energy Code (local amendment/supplement to the IECC)2023 National Electrical Code (NEC), effective August 1, 20232024 Colorado Wildfire Resiliency Code with local amendments — adopted by Ordinance 6, 2026 (March 25, 2026), effective April 23, 2026; referenced directly in the current Fence Permit Application Checklist (fences within 8 feet of a structure must be noncombustible/ignition-resistant; hedges within 5 feet must use ignition-resistant vegetation)Prior code cycle: 2015-edition IBC/IEBC/IMC/IFGC/IPC/IFC applied to permits submitted between February 2017 and March 2023, with local amendments in Ordinance 40, 2016 (superseded, listed for reference only)Local amendments to all adopted codes are codified in Title 8 (Building and Building Regulations) of the Aspen Municipal Code; Municode's Aspen library is a JavaScript-rendered application that could not be scraped directly in this or the prior session (confirmed again 2026-07-23: raw curl returns only the Angular SPA shell, and the shared browser environment used for the re-chase attempt this session was too unstable to reliably render deep-linked Title pages). However, the City's own 'Currently Adopted Building & Energy Codes' page (aspen.gov/197) directly publishes a 'Climate & Geographical Design Criteria' table (2026-07-23, live-confirmed): Ground snow load 100 psf; Wind Speed/Exposure Category 89 mph / B; Seismic Design Category C; Weathering Severe; Frost line depth 36 inches; Termite None to slight; Decay None to slight; Winter design temp -15°F; Summer design temp 82°F; Ice shield underlayment required Yes; Air Freezing Index 2000; Mean annual temperature 40°F. This resolves the design-criteria gap without needing Title 8/Municode.

Residential Addition / Alteration-Remodel Permit

Verified

Required for additions and interior/exterior alterations to existing single-family, duplex, and townhouse structures in Aspen. Classified as either a 'New Minor Permit' (alterations not falling into Mini or Major categories) or 'New Major Permit' (if the addition changes floor area, height, net livable, or net leasable area) per the City's queue-designator system.

Verified 2026-07-23 · Source

Requirements

  • Reviewed under the 2021 IBC as locally amended
  • Classified as a New Minor Permit or New Major Permit depending on whether the addition/remodel changes floor area, height, net livable, or net leasable area (Major) versus other alterations (Minor)

Electrical Permit

Verified

Required for installation, alteration, or repair of electrical systems in Aspen. Governed by the 2023 National Electrical Code (NEC) as adopted, effective August 1, 2023. Typically submitted as an MEP sub-permit under a master building permit number, or as its own standalone permit for standalone electrical work (e.g. solar PV, panel upgrades).

Verified 2026-07-23 · Source

Requirements

  • Governed by the 2023 NEC as adopted by the City of Aspen
  • MEP sub-permits are submitted in Salesforce using the master permit number when part of a larger project, and require load forms/fixture calculators/HOA compliance forms per the City's Document & Resource Library
  • Classified under the 'MEP (Mechanical/Electrical/Plumbing)' queue category for standalone trade permits
  • Contractors must hold a current City of Aspen contractor license
  • For homeowner-performed electrical work: the homeowner may personally perform wiring only if the property is not for sale/rent/lease and not generally open to the public, all work is inspected before and after concealment, and work complies with the NEC

Required documents

Electrical Permit FeeComputed via the City's Building Permit Fee Estimator (Excel) referencing the current Municipal Code Fee Ordinance (Title 2)No static percentage-based fee table published as plain text; Colorado statute CRS 12-23-117(3) sets a state-mandated base electrical fee schedule that home-rule municipalities may surcharge, but this session could not confirm whether Aspen's ordinance follows that statutory base (unlike Vail, which explicitly does) — not assumed without direct confirmation

EV Charger / EVSE Permit

Required for installation of a residential electric vehicle charging circuit/charger in Aspen. Filed as a standalone MEP electrical permit under the 2023 NEC. No EV-charger-specific fee line item is published — the fee is computed via the City's Building Permit Fee Estimator (Excel) referencing the current Municipal Code Fee Ordinance (Title 2), the same valuation-based mechanism used for all other electrical work.

Fee typeAmountNotes
Electrical Permit Fee (no EV-specific line item found)Computed via the City's Building Permit Fee Estimator (Excel) referencing the current Municipal Code Fee Ordinance (Title 2)No static EV-charger/EVSE fee line item or percentage table is published as plain text; an EV charger circuit is billed under the same valuation-based electrical permit fee mechanism as any other electrical work. Re-chased 2026-07-20: checked the 'Estimate Your Permit Cost' page, the Building Department Document and Resource Library page (lists only a Roofing Fee Calculator, no general/electrical fee percentage published), and the 'Calculating Permit Valuations' PDF (describes how project valuation is computed, but not the fee percentage applied to it); library.municode.com/co/aspen (Title 2, Administration) returned HTTP 403 to automated fetch with no Wayback Machine snapshot available. Re-chased again 2026-07-23 via a live browser session (not just curl): library.municode.com/co/aspen DOES render for a live browser (confirmed 'CODE OF ORDINANCES City of ASPEN, COLORADO. Codified through Ordinance No. 06-2026... Supp. No. 7, Update 1, online content updated June 23, 2026' on the landing page), but the shared browser environment used this session was too unstable/cross-contaminated by concurrent sessions to reliably navigate into Title 2's fee schedule before this chase was abandoned; also independently confirmed via aspen.gov/236 (Building Permit Process & Payment, live 2026-07-23) that the City itself directs applicants to 'Title 2 of the Municipal Code' with no plain-text percentage reproduced anywhere on its own pages. No plain-text percentage or flat figure could be recovered this session -- the Excel Fee Estimator tool itself is the only governing mechanism found, and it is not machine-readable from this session's access. A human researcher with a stable browser session against library.municode.com could likely recover the Title 2 figures directly.

Roofing Permit (Re-Roof)

Verified

Required for all re-roofing projects in Aspen (patching less than one square, 10'x10', does not require a permit). Governed by the Roof Assembly sections of the currently adopted codes; roof work involving changes to height, slope, footprint, structural framing, or insulation requires a full building permit instead of a roofing permit. Ground snow load design criterion is 100 psf.

Verified 2026-07-23 · Source

  • UL or ICC-ES report required for the listed Class A roof assembly specific to the roofing product and installation (per Ordinance 1, 2023)
  • Ground snow load of 100 psf: if adding insulation above the roof deck and the building was not constructed to this snow load, a Letter of Structural Integrity from a Structural Engineer is required
  • If insulation is present above the roof deck, required minimum values are R-40 above deck (Commercial) or R-49 above deck (Residential), or an alternate design approved by the Building Department for justified infeasibility
  • Snowguards/stops required on roofs that shed onto neighboring properties or occupied areas (walkways, stairways, alleys, decks, pedestrian/vehicular exits, or areas above gas/electric utility meters)
  • If heat tape is installed (new or existing) exceeding 1,000 watts, REMP fees apply, and a sub-electrical permit is required for any roof with heat tape

  • Two photographs of existing conditions required (one showing the overall structure, one close-up of the existing roof)
  • An asbestos test is NOT required if all materials to be removed are asphaltic/tar-impregnated/non-friable, removed by hand (no circular saws), and disposed of rather than recycled — all three conditions must be met

Required documents

  • RequiredRoof/Re-Roof Application ChecklistUpdated 9/25/23; must be completed entirely including site plan, roof assembly drawing, and asbestos screening questions

Demolition Permit

Verified

Required for demolition of any structure not being replaced with another structure, and separately gates any project meeting the City's residential demolition threshold (40% or more of existing exterior wall/roof surface area removed) before a building permit for redevelopment can be issued. Aspen caps qualifying residential demolition allotments at 6 per calendar year, first-come first-served, plus 2 additional allotments per year reserved for 35-year Aspen homeowners.

Verified 2026-07-23 · Source

Requirements

  • 'Demolition' is defined as razing, disassembling, tearing down, or destroying 40% or more of a structure, measured by existing (pre-demolition) exterior wall (above finished grade) and roof surface area, excluding fenestration, compared against the same area proposed for removal
  • A project meeting or exceeding this 40% threshold can only proceed to a building permit if a demolition allotment is available; allotments are capped at 6 per calendar year and awarded via LOTTERY (Council switched from first-come-first-served to a lottery system at the end of 2023, per Aspen Daily News reporting — confirmed 2026-07-23, since the City's own PDFs don't restate the award mechanism), with 2 additional allotments per year for applicants who have owned their Aspen home for at least 35 years
  • Approved demolition allotments are valid for 3 years, within which the project must submit for both the demolition and the building permit
  • Redevelopment following a qualifying demolition must meet residential redevelopment standards: minimum 35% by weight non-hazardous waste diversion from landfill, carbon-usage reporting for the building process/materials and projected future energy use, and design/construction readiness for future 100% electric conversion plus on-site PV/battery storage accommodation
  • Projects over 2,000 sq ft affecting square footage and/or triggering demolition additionally require a Construction Waste Diversion Plan
  • Contact the Building Department directly for restrictions associated with this permit type before selecting it, per the City's Permit Types & Triggers document
  • Only applications deemed 'complete' under the Land Use Code enter the queue for a demolition allotment

Required documents

  • RequiredDemolition Permit Application (Salesforce Permit Portal)
  • RequiredDemolition Percentage CalculationAssemblies to be removed divided by total exterior surface area (excluding fenestration); example calculations available in the Building Document and Resource Library under Zoning Requirement Examples
