The Town's live Building Division page confirms Ordinance 2025-05 updated Chapter 17.7 to the 2024 ICC code cycle, but this review could not pull that ordinance's specific amendment-section text directly — administrative structure (Building Division under Planning and Development Services, permit expiration/fee/inspection provisions, contractor licensing structure) is treated as verified-current since those provisions are corroborated by the live page; code-specific numeric amendments below (snow load, wind speed, etc.) are sourced from the 2018-cycle PDF and flagged as potentially superseded rather than silently presented as current 2024-cycle figures. All codes locally amended via Mountain Village Municipal Code Chapter 17.7 (Building Regulations, within the Community Development Code/CDC).

Residential Addition / Interior Remodel Permit

Required for additions and interior/exterior remodels to existing single-family, duplex, and townhouse structures in Mountain Village. CORRECTED 2026-08-02: this permitType's name and scope reflect residential projects specifically, but the Town's own live OpenGov Building Department portal (mountainvillageco.portal.opengov.com -> Building Department) lists the actual underlying record type as 'Commercial and Residential Remodels' -- a single combined type covering both, not a residential-only workflow (already noted from the same primary source in this file's commercial-building-permit entry, which explains that commercial tenant fit-outs/remodels file under this same combined record type rather than a separate commercial permit). This entry is kept scoped to residential requirements/fees for clarity; a commercial remodel/tenant-finish project uses the identical OpenGov record type and fee structure documented here, with the commercial-specific requirements listed in commercial-building-permit (IBC cycle, Fire Code via Telluride Fire Protection District, etc.) applying instead of the IRC-based requirements below. Reviewed under the Town's currently-adopted IRC cycle as locally amended by Chapter 17.7 (for residential scope). Remodels are billed on a distinct fee basis ($1.00 per $400 of project valuation for the Road Impact Fee component) rather than the flat per-square-foot new-construction rate.

Commercial New Building Permit

Verified

Required for new commercial construction and commercial additions in the Town of Mountain Village. Confirmed as a genuinely distinct record type from residential permits directly on the Town's own live OpenGov Building Department portal (mountainvillageco.portal.opengov.com/ -> Building Department -> 'Commercial New Building Permit', described there as 'New commercial construction including commercial additions,' listed separately from 'Residential New Building Permit'). Reviewed under the Town's currently-adopted IBC cycle (2024 edition per the live Codes & Guides listing) as locally amended by Municipal Code Chapter 17.7, administered by the same Building Division, OpenGov portal, and Table 1-A valuation-based fee schedule as the Town's residential permits -- there is no separate commercial fee table, only a handful of commercial-specific fee/requirement differences (see below). The Town's OpenGov portal has no standalone 'tenant improvement' permit type: interior commercial remodels/tenant fit-outs are filed under the same 'Commercial and Residential Remodels' record type used for residential remodels, confirmed on the same live OpenGov Building Department page.

Requirements

  • Applied for as the distinct 'Commercial New Building Permit' record type in the Town's OpenGov online portal (mountainvillageco.portal.opengov.com), separate from 'Residential New Building Permit' -- confirmed directly on the Town's live portal, not inferred from the Building Regulations text alone
  • Plans must comply with the Town's currently-adopted IBC cycle (2024 edition per the live Codes & Guides page) as amended by Municipal Code Chapter 17.7, rather than the IRC cycle used for one- and two-family residential permits
  • General contractors must hold the ICC General Contractor (A) Exam certification to obtain a Town building license for 'structures covered under the IBC'; the General Contractor (B) Exam instead covers 'light commercial and residential permits issued under the IBC and IRC' (Municipal Code 17.7.9.C.1) -- confirm which certification tier applies to your project scope with the Building Official before assuming GC-B is sufficient for a full commercial build
  • Contractor must complete OpenGov Contractor Registration before submitting the Commercial New Building Permit application
  • Site-specific soils and/or geologic investigation required before permit issuance wherever new foundations are placed (Municipal Code 17.7.5.E), stamped by a soils engineer/engineering geologist; this requirement applies to all new construction, not only residential; a geohazard analysis is additionally required where slopes exceed 30%, or landslide/avalanche/rockfall/expansive-soil/floodplain hazards are present
  • HERS (Home Energy Rating System) energy-rating thresholds (Municipal Code 17.7.12.C.7) apply only to detached single-family and condominium homes over 3,600 sq ft gross floor area -- confirmed NOT to apply to commercial building permits; no HERS documentation is required for this permit type
  • Exterior energy use (snowmelt systems, site-built pools/spas) for multi-family, mixed-use, and commercial development must be offset through the Renewable Energy Mitigation Program (REMP) or paid in lieu, calculated via the Town's Exterior Energy Use Calculation Spreadsheet, before permit issuance; the exempt square-footage threshold for this Multi-family/Mixed-Use/Commercial tier (1,000 sq ft plus 50 sq ft per dwelling unit) differs from the single-family tier (Municipal Code 17.7.11.A.5(d)(ii))
  • Fire Code (IFC) compliance -- including fire alarm systems (Section 907), fire sprinkler systems (Section 903), and Commercial Kitchen Hoods (Section 607, relevant to restaurant/food-service commercial buildouts) -- is administered separately by the Telluride Fire Protection District (TFPD), not the Town's own Building Division, per Municipal Code 17.7.19
  • Permit becomes invalid if work is not commenced within 180 days of issuance, suspended/abandoned for 180 days, or if no inspection is requested within 180 days of the last approved inspection (Municipal Code 17.7.3.B) -- the same universal rule applied to all Building Division permit types in this file

CORRECTED 2026-08-02: previously mislabeled in this file as a flat '$1,000 commercial / $500 residential' figure attributed to Table 1-A item 5 -- that $1,000/$500 split actually belongs to a wholly unrelated line item, Table 1-A item 8 (Solar Permit fee), not to the outside-consultants line at all. Re-read the primary-source Community Development Fee Schedule 2025 PDF directly (page 5, item 5): 'Use of outside consultants for plan checking and inspections -- $250 Per Hour,' with no commercial/residential split stated. Independently corroborated by the Town's Development Guide PDF (Last updated 2026-05-14), page 18, same $250/hour figure under 'Building Department Fees continued.' This correction does not touch the actual Solar Permit fee ($1,000 commercial / $500 residential, item 8), which is not separately modeled in this permitType.

Roofing Permit (Re-Roof)

Required for re-roofing work in the Town of Mountain Village, reviewed as a Building Permit under the same Table 1-A valuation-based fee schedule (no separate flat re-roof fee is published). Roofing contractors must hold current ICC Roofing Contractor certification. The Town's own 2025/2026 Community Development Fee Schedule lists 'Signs' as a dedicated Planning Department line item classified as a Class 1 (Staff Level Review) application with a flat $125 fee. There is no standalone 'Sign Permit' record type in the Town's OpenGov portal -- signs are filed as a generic 'Class 1 Application,' confirmed directly on the Town's live OpenGov Planning Department category page ('Class 1 Application: Small-scale design changes eligible for staff-level review').

Fire Sprinkler / Fire Alarm System Permit

Verified

Fire Code (IFC) administration for Mountain Village -- including fire sprinkler and fire alarm system plan review and permitting -- is delegated to the Telluride Fire Protection District (TFPD), a special district separate from Town government, per Municipal Code 17.7.19. TFPD's own Resolution 2025-10 (amended 2018 IFC, adopted 4/22/25) publishes dedicated, tiered plan-review fee tables and a permit-fee formula for both Fire Suppression (sprinkler) and Fire Alarm systems, plus a 14-day plan-review turnaround. The Town's own OpenGov Building Department record-type list (confirmed live) has no fire sprinkler/alarm line item -- applicants apply directly to TFPD.

Requirements

  • Fire protection system (sprinkler and fire alarm) plan review, permitting, and inspection is performed by the Telluride Fire Protection District, not the Town of Mountain Village Building Division, per Municipal Code 17.7.19
  • Application submitted via TFPD's online Fire Protection System Permit Application (telluridefire.com), which requires Installing Contractor information (including Colorado Suppression Registration, NICET, or PE credentials as applicable), Project Location, Building Owner, Occupant/Business Owner, and General Contractor details
  • Scope of work must specify the project type for sprinkler systems (NFPA 13, 13R, 13D, Wet, Dry, or Fire Pump) and the count of new/deleted sprinkler heads or alarm devices
  • Scaled plans (PDF, hard copies when required) and specifications (PDF only) must be uploaded with the application
  • All submitted drawings and engineering reports/letters must be sealed, signed, and dated by a Colorado-licensed Professional Engineer or Architect in responsible charge
  • Systems must be installed by a Colorado Department of Fire Prevention and Control (DFPC) registered Fire Sprinkler Fitter on-site throughout installation, or TFPD imposes a $1,000 fine and reports a violation to DFPC
  • All fees (plan review + permit) must be paid prior to permit issuance and prior to inspections; working without an issued permit doubles the plan review and permit fees
  • For fire protection systems installed as part of new Town-permitted construction, the Town's own Building Division still performs a coordinated rough fire-alarm/sprinkler inspection and requires signed Fire Marshal approval before the Town's final building inspection -- but TFPD remains the plan-review/permit-issuing/fee-collecting authority for the fire protection system itself

Required documents

  • RequiredScaled Plans and Specifications (PDF)Sealed, signed, and dated by a Colorado-licensed PE or Architect in responsible charge where required

Change of Use / Change of Occupancy

Verified

Mountain Village has no standalone 'Change of Use Permit' application or OpenGov record type -- confirmed against both the Town's live Planning Department (9 record types) and Building Department (8 record types) OpenGov category pages, neither of which lists one. Instead, Municipal Code 17.7.7.A (Certificate of Occupancy) requires that 'no permitted change in the existing occupancy classification of a building or structure or portion thereof shall be made until the Building Official has issued a Certificate of Occupancy' -- meaning a change of use/occupancy is processed through the standard Building Division permit and CO process (filed as a 'Commercial and Residential Remodels' or 'Miscellaneous Permit' OpenGov record, depending on scope), not a dedicated application. A change of use that generates new employees separately triggers Housing Impact Mitigation Requirements under CDC 17.3.9.

Requirements

  • No building/structure may be used or occupied, and no permitted change in existing occupancy classification may be made, until the Building Official issues a Certificate of Occupancy (CO), per Municipal Code 17.7.7.A
  • Because no distinct 'Change of Use Permit' OpenGov record type exists, a change of use/occupancy is filed under whichever existing Building Division record type matches the scope of any associated work (e.g., 'Commercial and Residential Remodels' if tenant improvements are involved, or 'Miscellaneous Permit' for single-trade work) -- confirmed by reviewing the Town's live 8-item Building Department OpenGov list directly
  • Design Regulations (Chapter 17.5, DRB Design Review) apply to 'all development where there is an exterior alteration proposed or where an exterior alteration is required due to a change in use,' per Sec. 17.5.2.A -- meaning a pure change of use with NO exterior alteration does not by itself trigger DRB/Design Review, only the Building Official's CO process
  • A change of use that generates new employees is subject to Housing Impact Mitigation Requirements (CDC 17.3.9.B: 'This Section also applies to a change of use that generates new employees'), requiring production of workforce housing units (in or out of Town) or, as a less-preferred alternative, a cash payment, calculated via the Town's Mitigation Worksheet
  • Redevelopment of a preexisting use, and a change in use, are EXEMPT from Housing Impact Mitigation Requirements provided the activity does not generate new employees, per CDC 17.3.9.E.3
  • In the Town's Active Open Space zone districts specifically, a change in use of an existing active open space use requires a Conditional Use Permit, per CDC 17.3.4.A.1 -- a zone-specific trigger distinct from the general CO process
  • A Certificate of Compliance is issued in lieu of a CO when the permitted work is not designed for occupancy; a Completion Certificate is issued at completion of additions, remodels, or repair from flood/fire/natural disaster, per Sec. 17.7.7.B

Required documents

  • RequiredBuilding Permit Application matching the scope of work (OpenGov)No dedicated change-of-use form exists; filed under the applicable existing Building Division record type (e.g., Commercial and Residential Remodels, Miscellaneous Permit) based on the physical scope of the change
  • OptionalHousing Impact Mitigation WorksheetRequired only if the change of use generates new employees, per CDC 17.3.9; calculates workforce housing production or cash-in-lieu obligation
