PermitBase

This is PermitBase’s published record for La Salle as of 2026-08-14. It has since been superseded — see the current record. A historical record reflects what PermitBase had verified at that time; it may not capture a real-world change the jurisdiction had made but PermitBase had not yet verified, and it includes any errors we later corrected. Snapshots are never edited retroactively.

Codes adopted

2018 International Building Code (IBC) — per the Town of La Salle Building Permits page: 'The Town of LaSalle has adopted and is currently enforcing the 2018 International Codes, 2012 Energy Conservation Code, and 2020 National Electrical Code.'2018 International Residential Code (IRC)2018 International Mechanical Code (IMC)2018 International Plumbing Code (IPC)2018 International Fuel Gas Code (IFGC) (bundled under the page's 'International Codes' reference; not itemized by individual code title on the live page)2012 International Energy Conservation Code (IECC) — the live page names this specifically as '2012 Energy Conservation Code,' an older cycle than the 2018 base I-Codes it is paired with2020 National Electrical Code (NEC)2025 Colorado Wildfire Resiliency Code (Colorado Division of Fire Prevention and Control model code, dfpc.colorado.gov/WRCB) — listed as adopted on the Town's Building Permits pageModel Colorado Electric and Solar Ready Code (Colorado Energy Office, energyoffice.colorado.gov/building-energy-codes-toolkit) — listed as adopted on the Town's Building Permits pageNote on document currency and code-cycle discrepancy: the Town's Municode-codified Chapter 18 (Building Regulations), as of this review, still recites the 2003 IBC/IRC/IPC/IMC/IFGC, 1999 NEC, and 1997 Uniform Code for Abatement of Dangerous Buildings, with a 1977/1978-vintage Colorado energy standard — none of which match the 2018 I-Codes / 2012 IECC / 2020 NEC the Town's actively-maintained Building Permits webpage states it is 'currently enforcing.' Consistent with this corpus's established pattern (e.g. Vail), the live, actively-maintained Building Permits page is treated as the current governing statement of adopted codes, since Municode codification frequently lags the underlying adopting ordinances and La Salle's own current-enforcement statement is unambiguous and specific (exact code years named). The codified Chapter 18 text is retained here only as a source of durable local AMENDMENT language (definitions, frost depth, sleeping-room rules, refund provisions, fee-authorization mechanism) that is very likely still in force, since local amendments of this kind are typically carried forward from cycle to cycle rather than dropped, but the umbrella code EDITIONS themselves follow the live page.Note on HB22-1362 (statewide energy floor, window July 2023-July 2026): the Town's stated 2012 IECC base energy code edition does NOT itself meet HB22-1362's requirement that jurisdictions updating their code during this window adopt at least the 2021 IECC. However, the Town's Building Permits page separately lists the 'Model Colorado Electric and Solar Ready Code' as adopted alongside the 2025 Colorado Wildfire Resiliency Code — meaning La Salle appears to have layered on the HB22-1362 electric/solar-ready provisions as a standalone addition without upgrading its underlying energy-code base edition to 2021 IECC. This is reported honestly as observed; this file does not assume full HB22-1362 compliance, only that the electric/solar-ready model code specifically has been adopted per the Town's own published list.MAJOR RE-CHASE UPDATE, 2026-07-23 — Municode reversal: this file's prior methodology (see the two notes above) treated the Town's Municode-hosted codification as a stale 2003-era snapshot and deferred to the live Building Permits webpage for current code editions. A direct re-chase of library.municode.com/co/lasalle on 2026-07-23 found this assumption is NO LONGER CORRECT: La Salle's Municode codification is now current through Ordinance No. 5-2026 (enacted 3-24-2026), online content updated 7-1-2026, and Chapter 18 was comprehensively overhauled by Ordinance No. 19-2025 (adopted 12-9-2025) — confirmed by reading each article's adoption section directly: Sec. 18-18 now adopts the 2024 IBC (not 2018), Sec. 18-43 the 2023 NEC (not 2020), Sec. 18-68 the 2024 IPC (not 2018), Sec. 18-93 the 2024 IMC (not 2018), Sec. 18-143 the 2024 IRC (not 2018), and Sec. 18-166 the 2024 IECC (not 2012 — which would also resolve the HB22-1362 gap flagged in the note above, since 2024 IECC exceeds the 2021 IECC statewide floor). Chapter 18 was also restructured into 16 articles, adding new Article IX (2024 International Fire Code), Article XI (International Property Maintenance Code), Article XII (International Existing Building Code), Article XIII (International Swimming Pool and Spa Code), and Article XVI (Graywater Systems) — none of which are reflected in the Town's own Building Permits webpage, which as of this same re-chase (2026-07-23) still states only '2018 International Codes, 2012 Energy Conservation Code, and 2020 National Electrical Code.' The two Town-controlled channels now directly conflict, and the codified ordinance (more recently dated, and the Town's actual governing law) appears to be the accurate one, while the informational webpage appears to be the stale one — the reverse of this file's original assumption. Local-amendment LANGUAGE spot-checked against the new codification (120 sq ft accessory-structure exemption, 180-day permit expiration/half-fee renewal, 80% refund provisions, sleeping-room definition) was found carried forward unchanged into the 2024-edition articles, so those specific amendment provisions remain reliable. However, a full re-verification of every permitType's code-edition citations, and of the five newly-added articles, was OUT OF SCOPE for this partial-chase pass (which targeted only fee/timeline gaps) and should be treated as a distinct, dedicated follow-up chase rather than assumed complete. Codified Chapter 18 (current codification renumbers this Sec. 18-24, 'Fees') references 'the current fee schedule contained in the 2003 International Building Code' as amendable by Town Board resolution, but no such current resolution is published online. Re-chased 2026-07-23: confirmed live via Municode's CURRENT codification (library.municode.com/co/lasalle, codified through Ordinance No. 19-2025, adopted 12/9/2025 — verified this is not a stale snapshot) that Sec. 18-24 is unchanged and still delegates to the 2003 IBC schedule/board-resolution mechanism; also checked ProCode's LaSalle community resource page (safebuilt.com/about/our-companies/procode/la-salle, dateModified 2026-03-09) directly for a fee handout among its ~18 published documents — none exists. Gap is durable, not a stale-codification artifact.

Rooftop Solar / Photovoltaic Permit

Verified

Required for rooftop solar/photovoltaic installations in La Salle. The Town has adopted the Model Colorado Electric and Solar Ready Code, though this governs electric/solar-readiness in new construction rather than retrofit PV installation specifically; a standard electrical permit process applies to PV installation itself.

Verified 2026-07-20 · Source

Requirements

  • Electrical scope governed by the 2020 NEC as adopted by the Town
  • Installer must hold a current Colorado DORA State Electrical Board license, subject to the Town's contemporaneous review procedure
  • New construction is subject to the Model Colorado Electric and Solar Ready Code's electric/solar-readiness provisions (per HB22-1362), though this does not itself constitute a separate PV installation permit

La Salle has no published PV-specific fee table of its own (confirmed 2026-07-20 by re-checking the live Building Permits page and full-text search for solar/photovoltaic, as previously documented), but Colorado electrical inspections are a matter of statewide concern under C.R.S. § 12-23-117 — no local government may charge more than 1.15x the DORA State Electrical Board's own fee schedule, or impose any other electrical fee or charge. That statewide base schedule (townoflarkspur.org/media/2901, hosted live by the Town of Larkspur, CO, printed with DORA's own Denver address/phone) sets Section B "Commercial and other fees" (which Larimer County's current Table 1-E, larimer.org/sites/default/files/2020_electrical_fee_table.pdf, explicitly confirms includes solar) at $100 base for valuation up to $2,000, plus $10/thousand above. This governs the ceiling and formula for whatever La Salle/ProCode ultimately charges, even though La Salle's own specific multiplier was not independently published.

EV Charger / EVSE Permit

Electric vehicle charging equipment (EVSE) installation in La Salle is processed as ordinary electrical work, issued locally by the Town (via its contracted plan-review/inspection agency, ProCode Inc., a SAFEbuilt company) under the 2020 NEC as adopted — the same mechanism documented on this file's general Electrical Permit entry. The Town's Building Permits page does not itemize EV chargers, EVSE, or charging stations as their own named project type, and no current numeric building-permit fee schedule (valuation-tier table) of any kind is published anywhere on the Town's website; the page states only the calculation method (valuation-based, including labor/materials/profit) plus a flat 2% construction use tax on material cost.

  • Town/ProCode staff verify DORA license status contemporaneously using DORA's licensing service
  • As a town of roughly 3,500 residents, La Salle falls below the population threshold (10,000) that makes a Colorado municipality a 'covered municipality' under HB24-1173 (Electric Vehicle Charging System Permits Act), so it was not required to take a Dec. 31, 2025 compliance action under that law

Valuation-based (installation labor + materials + profit); no current published fee table exists for any permit type on the Town's site — contact ProCode or Town Hall for a project-specific quote. Re-chased 2026-07-20: the Town's live Building Permits page does not name 'EV charger,' 'EVSE,' or 'charging station' as its own itemized project type, so this is modeled as ordinary electrical work rather than a distinct fee category. Also checked whether a Colorado State Electrical Board fee schedule could be cited as a fallback (Colorado law caps local electrical fees at 1.15x the state's own annually-set schedule) -- the Board's current Rules and Regulations (3 CCR 710-1, Colorado Secretary of State) govern licensing and NEC adoption but do not themselves publish the dollar fee table, and DORA's own fee-schedule web pages return HTTP 403 to automated fetches, so no current, citable state figure could be located either. Re-chased 2026-07-23: Municode's current codification (Sec. 18-48, current through Ordinance No. 19-2025, 12/9/2025) reconfirms electrical permit fees are set 'from time to time by resolution of the board of trustees and set forth in the town fee schedule' rather than being codified — matching every other trade in this file. Commercial Building Permit (New Construction / Addition)

Required for new commercial building construction and commercial additions in the Town of La Salle. The Town's own Building Permits page presents a single unified permit system (it does not itemize commercial as a separate track — its illustrative project list is residential-flavored), but the Town's contracted plan-review/inspection agency ProCode Inc. (SAFEbuilt) explicitly categorizes 'NEW COMMERCIAL BUILDING' and 'COMMERCIAL ADDITION' as distinct permit types requiring formal plan review in its published 'Requires a Plan Review' handout. Reviewed under the IBC as adopted (the Town's live webpage states 2018 I-Codes; the Town's current Municode codification, Sec. 18-18 as amended by Ord. No. 19-2025, adopts the 2024 IBC — see this file's codesAdopted notes for the documented conflict between the two Town channels), with the same Community Core application portal, valuation-based fee method, and 2% construction use tax as all other La Salle permits.

Reviewed 2026-08-02 · Source

Requirements

  • Formal plan review is required — ProCode/SAFEbuilt's 'Requires a Plan Review' handout explicitly lists NEW COMMERCIAL BUILDING and COMMERCIAL ADDITION among plan-review-required permit types (fetched and read directly 2026-08-02); commercial work is never processed over-the-counter
  • Governed by the IBC as adopted by the Town (2018 IBC per the Town's live Building Permits page; 2024 IBC per the Town's current Municode codification, Sec. 18-18, Ord. No. 19-2025 — confirm the operative edition with ProCode before finalizing a code analysis)
  • Commercial energy compliance: ProCode's La Salle resource page links a 'Commercial Energy Code Handout' pointing to the Colorado Energy Office's building energy codes program (energyoffice.colorado.gov/buildings/building-energy-codes); the Town's live page states the 2012 IECC while its current codification (Sec. 18-166, Ord. No. 19-2025) adopts the 2024 IECC
  • Health Department pre-approval: per ProCode's 'Health Department Review Information' handout, plan review and approval by the county health department is required BEFORE construction starts — and building permits are held until health-department plan approval — for new construction or remodeling of restaurants, delis, coffee shops, concession stands, catering operations, bars, hotels, grocery/convenience stores, food/beverage manufacturing, food warehouses, health care facilities, daycare centers, schools, and pools. For La Salle (Weld County), the reviewing agency is the Weld County Department of Public Health & Environment, 1555 North 17th Avenue, Greeley, CO 80631, 970-304-6410, weldhealth.org
  • Commercial electrical service changes require plan review (unlike residential service changes, which ProCode's Counter Permits handout lists as over-the-counter) — 'COMMERCIAL ELECTRICAL SERVICE CHANGE' is itemized on the plan-review-required list
  • Electricians and plumbers must hold current Colorado DORA licenses, registered with the Town/ProCode and subject to contemporaneous verification; the Colorado Chapter ICC procedure the Town follows explicitly emphasizes field license reviews on large multifamily/commercial sites
  • Application submitted through the Town's Community Core online permitting system; a hard copy of reviewed/stamped plans must be kept on the job site
  • Temporary structures and oil & gas / communication tower projects are separately itemized plan-review categories on ProCode's handout (temporary structures flagged 'SEE FIRE DEPT')

Required documents

  • RequiredBuilding Permit ApplicationSubmitted via the Town of La Salle's Community Core online permitting portal
  • RequiredConstruction Plans for Plan ReviewFull plan set for formal plan review by ProCode Inc.; commercial projects are categorically plan-review-required per ProCode's published handout. Colorado-registered design-professional stamping applies per the adopted IBC's construction-documents provisions
  • OptionalHealth Department Plan Approval (Weld County DPHE)Required before permit issuance for food-service, lodging, grocery/convenience, health-care, daycare, school, and pool facilities, per ProCode's Health Department Review Information handout

GAP CLOSED 2026-08-02 via independent adversarial re-chase, using a genuinely new research avenue (a direct web search for a fee-schedule resolution/document rather than re-browsing the Building Permits/Development Fees pages the prior chases had already exhausted): the Town's own '2026 Fee Schedule, Effective 1/1/2026' (lasalletown.com/DocumentCenter/View/1815/2026-Uniform-Fee-Schedule), a 12-page Document Center PDF not linked from the Building Permits page, the Development Fees page, or ProCode's La Salle resource page — which is why every prior chase in this file (2026-07-06, 2026-07-23, and earlier same-day 2026-08-02) missed it despite checking those three channels directly. Fetched and read in full directly. Its 'BUILDING PERMIT FEES' section states it is 'APPENDIX L 2018 IRC' and gives the complete valuation-tier base-fee table (e.g. $1-$5,900 = $24; $2,001-$40,000 = $69 for the first $2,000 plus $11 per additional $1,000 or fraction thereof; up to $5,000,001+ = $18,327 for the first $5,000,000 plus $1 per additional $1,000). Two category multipliers are then applied to that base fee: 'Residential Construction — 65% of Permit fee' and 'Non-Residential Construction — 65% of Permit fee.' Commercial new construction and additions fall under 'Non-Residential Construction' — the schedule does not further subdivide commercial by new-construction vs. addition, consistent with this file's own documented finding that La Salle runs one unified fee method across project types. A separate 'Administration Fee' line applies on top of the 65%-of-base figure: '$25.00' for 'Residential and Counter Permits' vs '$50.00' for 'Commercial.' No plan-review turnaround/day-count figures appear anywhere in this 12-page document — it resolves only the fee gap, not the timeline gap (see reviewTimelineNote). Contact ProCode (970-305-3161) or Town Hall (970-284-6931) to confirm project-specific valuation classification.

Per the Town's Building Permits page (re-confirmed live 2026-08-02); applies to commercial projects the same as residential — the page states one unified system. The Town's 2026 Uniform Fee Schedule (Document Center View/1815, effective 1/1/2026, found 2026-08-02) additionally specifies the VALUATION BASIS used to compute this 2% tax, distinct from the rate itself: 'Valuations will be based on provided labor and material cost or the most current ICC BVD Data table to get an accurate value. Use Tax will be calculated based on 50% of the calculated cost or the provided material cost whichever is greater.'

Credit Card Processing Fee$3.00 per phone transactionCredit card transactions are not accepted above $350.00 total — practically, commercial-scale permit fees will require a non-card payment method

Commercial Remodel / Tenant Finish Permit

Required for commercial remodels and tenant finish (tenant improvement) work in La Salle. 'COMMERCIAL REMODEL/TENANT FINISH' is a distinctly named permit category on ProCode/SAFEbuilt's published 'Requires a Plan Review' handout — separate from NEW COMMERCIAL BUILDING and COMMERCIAL ADDITION — confirming TI work is recognized as its own permit type at plan-review intake, though it runs through the same unified process as every other La Salle permit (Community Core application, ProCode plan review, valuation-based fee, 2% use tax). No TI-specific fee schedule, submittal checklist, or timeline is published; the naming on ProCode's handout is the extent of the published differentiation.

Reviewed 2026-08-02 · Source

Requirements

  • Formal plan review is required — ProCode/SAFEbuilt's 'Requires a Plan Review' handout explicitly itemizes 'COMMERCIAL REMODEL/TENANT FINISH' (fetched and read directly 2026-08-02); TI work is never processed over-the-counter
  • Governed by the IBC as adopted (2018 per the Town's live page; 2024 per the current Municode codification, Ord. No. 19-2025), plus the International Existing Building Code — Chapter 18's December 2025 overhaul (Ord. No. 19-2025) added a new Article XII adopting the IEBC, directly relevant to work in existing commercial buildings; full verification of that new article's text was flagged in this file's codesAdopted notes as a dedicated follow-up
  • Health Department pre-approval before permit issuance applies to TI/remodel scope, not just new construction: ProCode's handout requires county health-department plan approval for 'remodeling of existing operations' of restaurants, delis, coffee shops, bars, catering, hotels, grocery/convenience stores, food manufacturing/warehouses, health-care facilities, daycares, schools, and pools — for La Salle this is the Weld County Department of Public Health & Environment (970-304-6410, weldhealth.org)
  • Electrical and plumbing contractors must hold current Colorado DORA licenses, registered with the Town/ProCode and subject to contemporaneous verification, with commercial sites an explicit field-review emphasis; a commercial electrical service change tied to a TI is itself a plan-review-required permit type
  • Application submitted through the Town's Community Core online permitting system; hard copy of reviewed/stamped plans required on the job site

Required documents

  • RequiredBuilding Permit ApplicationSubmitted via Community Core, scoped to the tenant space/remodel
  • RequiredTenant Finish / Remodel Plans for Plan ReviewPlan set covering the altered scope (architectural, MEP as applicable) for ProCode's formal plan review; no La Salle-specific TI submittal checklist is published — confirm required sheets with ProCode at intake
  • OptionalHealth Department Plan Approval (Weld County DPHE)Required before permit issuance when the tenant use is food service, lodging, grocery/convenience, health care, daycare, school, or pool — explicitly including remodeling of existing operations

The schedule does not itemize tenant finish/remodel separately from new commercial construction — both fall under the single 'Non-Residential Construction' category, consistent with this file's own documented finding that La Salle runs one unified fee method across project types (no TI-specific multiplier or discount is published; applying the same formula as new commercial construction is the most defensible reading of the schedule as published, not an assumption of a distinct unpublished TI rate).
