Codes adopted

Colorado has no statewide-mandated building code edition. Under the Colorado Constitution's home-rule provisions (art. XX, home rule for municipalities since 1902; home rule for counties since 1970), building codes and zoning are an enumerated home-rule charter power, so cities and counties adopt and amend their own construction codes independently — predominantly the I-Codes, with editions and local amendments varying by jurisdiction. The one statewide floor is for energy: HB22-1362 (2022) created the Energy Code Board (jointly appointed by the Colorado Energy Office and the Department of Local Affairs) and requires that, on or after July 1, 2023 and before July 1, 2026, any municipality or county that adopts or updates a building code must adopt and enforce an energy code achieving performance equivalent to or better than the 2021 IECC together with the board's Model Electric Ready and Solar Ready Code (which includes electric-ready, EV-ready, and solar-ready provisions); from July 1, 2026 onward the floor shifts to the board's Model Low Energy and Carbon Code or an equivalent. Electrical and plumbing permitting defaults to the Colorado State Electrical Board and State Plumbing Board (within DORA's Division of Professions and Occupations) — the state issues permits and inspects statewide except in counties/jurisdictions that operate their own certified Electrical or Plumbing Inspection Program, in which case the local program has authority instead. Always confirm the currently adopted code edition, local amendments, and inspection authority (state board vs. local program) with the specific jurisdiction before submitting plans.

The Town's codified Chapter 18 (Building Regulations) still recites the 2003 IBC/IRC/IPC/IMC/IFGC, 1999 NEC and 1997 Uniform Code for Abatement of Dangerous Buildings, with a 1977/1978-vintage Colorado energy standard — none of which match the 2018 I-Codes, 2012 IECC and 2020 NEC that the Town's actively-maintained Building Permits webpage states it is 'currently enforcing.' The live Building Permits page is treated as the governing statement of adopted codes here, because codification frequently lags the underlying adopting ordinances and the Town's current-enforcement statement names exact code years. Design to the live page's editions, and confirm with the Building Department if the difference matters to your project. The codified Chapter 18 text is retained as a source of durable local amendment language — definitions, frost depth, sleeping-room rules, refund provisions, the fee-authorization mechanism — which is likely still in force, since amendments of that kind are typically carried forward from cycle to cycle.

However, the Town's Building Permits page separately lists the 'Model Colorado Electric and Solar Ready Code' as adopted alongside the 2025 Colorado Wildfire Resiliency Code — meaning La Salle appears to have layered on the HB22-1362 electric/solar-ready provisions as a standalone addition without upgrading its underlying energy-code base edition to 2021 IECC. This is reported honestly as observed; this record does not assume full HB22-1362 compliance, only that the electric/solar-ready model code specifically has been adopted per the Town's own published list.

    La Salle's Municode codification (library.municode.com/co/lasalle) is current through Ordinance No. 5-2026 (enacted 3-24-2026), with online content updated 7-1-2026, and Chapter 18 was comprehensively overhauled by Ordinance No. 19-2025 (adopted 12-9-2025). Per each article's adoption section: Sec. 18-18 now adopts the 2024 IBC (not 2018), Sec. 18-43 the 2023 NEC (not 2020), Sec. 18-68 the 2024 IPC (not 2018), Sec. 18-93 the 2024 IMC (not 2018), Sec. 18-143 the 2024 IRC (not 2018), and Sec. 18-166 the 2024 IECC (not 2012 — which also resolves the HB22-1362 gap flagged in the note above, since the 2024 IECC exceeds the 2021 IECC statewide floor). Chapter 18 was also restructured into 16 articles, adding new Article IX (2024 International Fire Code), Article XI (International Property Maintenance Code), Article XII (International Existing Building Code), Article XIII (International Swimming Pool and Spa Code), and Article XVI (Graywater Systems). None of this is reflected on the Town's own Building Permits webpage, which still states only '2018 International Codes, 2012 Energy Conservation Code, and 2020 National Electrical Code.' The two Town-controlled channels therefore directly conflict; the codified ordinance — more recently dated, and the Town's actual governing law — appears to be the accurate one, and the informational webpage the stale one. Tips & gotchas

  • La Salle contracts its entire building-permit plan-review and inspection function to ProCode Inc., a SAFEbuilt company — the Town itself does not staff an in-house building department. Direct technical/fee questions to ProCode (970-305-3161) rather than only the Town's general line (970-284-6931).
  • Code-currency discrepancy worth checking before you design: the Town's codified Chapter 18 still recites 2003-era IBC/IRC/IPC/IMC/IFGC, the 1999 NEC and 1997 dangerous-buildings code text, while the Town's actively-maintained Building Permits webpage states current enforcement of the 2018 International Codes, 2012 IECC and 2020 NEC. The live webpage is followed here for code editions, while the codified local amendment language — frost depth, engineered foundations, stud and joist spacing, sleeping-room definitions — is retained as very likely still operative. Confirm the current code edition directly with ProCode or Town Hall before finalizing a code analysis.
  • La Salle's 2012 IECC energy-code base is OLDER than the HB22-1362 statewide floor (2021 IECC) that applies to jurisdictions updating codes between July 2023 and July 2026 — yet the Town separately lists the Model Colorado Electric and Solar Ready Code as adopted. This is an unusual, honestly-reported combination: electric/solar-ready provisions appear layered onto an older energy-code base rather than accompanying a full 2021 IECC upgrade.
  • Electrical and plumbing permits are issued LOCALLY by the Town (via ProCode) — Colorado's default DORA-board fallback for jurisdictions without their own program does NOT apply here. It contains a full Appendix L (2018 IRC) valuation-tier building-permit fee table plus Residential/Non-Residential 65%-of-base-fee multipliers and a Residential ($25)/Commercial ($50) Administration Fee, and separately specifies electrical-permit fees (by square footage for new living space, or by valuation for other electrical work) and a set of flat over-the-counter fees ($125 each for AC, demolition, furnace replacement, gas meter/gas test, hot water heater, reroof). The commercial-building-permit and commercial-tenant-improvement-permit entries reflect this schedule. The other permit types here (residential-building-permit, residential-addition-remodel, electrical-permit, plumbing-permit, mechanical-hvac-permit, reroof-permit, demolition-permit, deck-covered-patio-permit, rooftop-solar-pv-permit, ev-charger-permit) have not yet been updated against it — where their fee notes state that no schedule is published, those statements are superseded on the fee side by this document, though their review-timeline statements remain accurate. Treat the 2026 Fee Schedule as the governing fee source.
