This is PermitBase’s published record for Sandpoint as of 2026-08-21. It has since been superseded — see the current record. A historical record reflects what PermitBase had verified at that time; it may not capture a real-world change the jurisdiction had made but PermitBase had not yet verified, and it includes any errors we later corrected. Electrical and Plumbing Permits (State DOPL Jurisdiction)
VerifiedUnlike Coeur d'Alene (which issues its own Electrical and Plumbing permits directly), the City of Sandpoint's own published Building Applications page lists only a Building Permit Application, a Mechanical Permit Application, and a Fire Alarm/Sprinkler Application as City-issued forms — no City-issued Electrical or Plumbing permit application is published. Electrical wiring and plumbing work in Sandpoint is permitted through the Idaho Division of Occupational and Professional Licenses (DOPL), Division of Building Safety, which retains direct construction-permit jurisdiction for electrical, plumbing, and HVAC systems in jurisdictions that have not assumed local authority.
Verified 2026-07-13 · Source
Requirements
- Construction permits for electrical wiring and plumbing work are obtained through the State of Idaho (Division of Building Safety, DBS, part of the Division of Occupational and Professional Licenses / DOPL), not the City of Sandpoint
- Electricians and plumbers must hold current State of Idaho electrical/plumbing licenses issued through DOPL
- DOPL permits generally expire 365 days from purchase date and may be renewed for one additional year for a $65 renewal fee (per DOPL's general permit-duration policy)
- The City of Sandpoint's own 'Permit Types' handout (Infrastructure and Development Services, linked from the Building department's Frequently Asked Questions page) states explicitly and without qualification: 'ELECTRICAL — Electrical Permits are issued through the State of Idaho Division of Building Safety (DBS). For more information, please go to https://dbs.idaho.gov/programs/electrical/' and 'PLUMBING — Plumbing Permits are required for sewer and water service installation or repairs on private property and for plumbing new construction. These permits are issued through the State of Idaho Division of Building Safety (DBS).' dbs.idaho.gov redirects to dopl.idaho.gov (Division of Building Safety is a program within DOPL). Note: the URL printed in the City's handout, https://dbs.idaho.gov/programs/electrical/, is a dead deep link — it silently redirects to the dopl.idaho.gov homepage rather than any electrical-specific page (DOPL absorbed the former Division of Building Safety, and old dbs.idaho.gov deep links do not carry forward), and the City's PDF still prints the dead URL verbatim. The current successor page is https://dopl.idaho.gov/ele/ele-permits-and-inspections/ (titled 'Permits and Inspections' under 'Idaho Electrical Board,' listing Contractor Electrical Permit Application, Homeowner Electrical Permit Application, Permit Extension Request, and Permit Transfer Application — consistent with DOPL directly issuing electrical permits, the same fact the City's handout asserts).

Solar Photovoltaic (PV) Permit
VerifiedRequired for installing a rooftop or ground-mount photovoltaic system within Sandpoint city limits. TWO separate permits apply: a City of Sandpoint Building Permit for the structural/roof-mount work (valuation-based, no dedicated solar line item on the City's own Fee Schedule) and a State of Idaho DOPL Electrical Permit for the PV electrical installation (DOPL, not the City, issues electrical permits in Sandpoint, per the City's own 'Permit Types' handout), which DOES publish a dedicated Solar/Renewable Energy fee formula.
Verified 2026-07-20 · Source
Requirements
- City of Sandpoint Building Permit required for the structural/roof-mount component; reviewed under the same valuation-based Building Fee/Valuation table used for all other building work — no solar-specific fee line found on the City's Fee Schedule (effective 8/21/2024, Res 24-061)
- State of Idaho DOPL Electrical Permit required separately for the PV system's electrical installation — purchased online at dbs.idaho.gov (redirects to dopl.idaho.gov); NOT issued by the City of Sandpoint (see the Electrical/Plumbing (DOPL) permit entry)
- Solar/Renewable Energy box must be checked on the DOPL Electrical Permit Worksheet, with total system cost entered as the Job Value Amount
- Grid-Connected Renewable Energy systems require a plan-check permit number from DOPL FIRST (1-800-955-3044) before the installation permit can be purchased
- Building Plan Check Fee (65% of the building permit fee) and Zoning Review (10% of the building permit fee, in addition to Plan Check) apply to the City-side building permit

EV Charger / EVSE Permit
VerifiedRequired for installing an electric vehicle charging station (Level 2 or DC fast charger) within Sandpoint city limits. As with electrical work generally (see the Electrical/Plumbing (DOPL) permit entry), the electrical installation is a State of Idaho DOPL permit, not a City of Sandpoint permit — the City's own 'Permit Types' handout confirms Electrical Permits are issued through the State of Idaho Division of Building Safety (DBS), part of DOPL. DOPL's Electrical Permit Worksheet has no dedicated EV-charger/EVSE fee line; the installation is billed under the same 'Other Installations including Solar/Renewable Energy' cost-based tier as the Solar PV Permit, since that is DOPL's general bucket for installation types not separately itemized elsewhere on the worksheet. A separate City of Sandpoint Building Permit would only be required if the installation involves new structural work (e.g., a new carport or canopy) — a standalone circuit/charger-mount to an existing structure would not trigger the City's building permit process.
Verified 2026-07-20 · Source
Requirements
- State of Idaho DOPL electrical permit required for the EV charger's electrical installation (dedicated circuit, any panel work) — purchased online at dbs.idaho.gov (redirects to dopl.idaho.gov); NOT issued by the City of Sandpoint
- Homeowner permit available only for work the property owner personally performs on their own primary/secondary residence, not for rental or commercial use; otherwise a licensed electrical contractor must pull the permit
- No dedicated 'EV Charger'/'EVSE' checkbox exists on the DOPL Electrical Permit Worksheet; the installation is entered under the 'Other Installations' cost-based fee tier, with the total cost of the electrical work entered as the Job Value Amount
- A separate City of Sandpoint Building Permit (valuation-based, per the general Building Fee/Valuation table) would only apply if the EV charger installation includes new structural work (e.g., a new carport/canopy) — confirm with the City's Building department (208-263-3423) whether a given installation triggers this
- Idaho state law (2023) prohibits local governments from mandating EV charging infrastructure in new construction and preempts local EV-infrastructure ordinances — the City of Sandpoint has no local EV-specific permitting mandate beyond the standard DOPL electrical permit
Required documents
- RequiredDOPL Homeowner or Contractor Electrical Permit ApplicationSame application as for the Solar PV Permit; must be accompanied by the DOPL Electrical Permit Worksheet (Fee Schedule) to calculate and transfer the total fee for the EV charger circuit under the 'Other Installations' tier
Fee schedule
| Fee type | Amount | Notes |

| State of Idaho DOPL Electrical Permit — Other Installations ($10,001-$100,000 system cost) | ((Total cost of electrical work - $10,000) x 0.01) + $260 | — |
| City of Sandpoint Building Permit (only if new structural work is involved, e.g. a new carport/canopy) | Follows the general City Building Fee/Valuation table (e.g., $64.76 for the first $1,300 of valuation, plus $3.68 per additional $100; $180.54 minimum) | Not applicable to a standalone EV charger circuit added to an existing structure; only triggered if new structural work accompanies the installation. No EV-specific fee line exists on the City's Fee Schedule. |
Commercial Building Permit (New Commercial, Multi-Family, and Industrial Construction)
VerifiedRequired for the construction, alteration, relocation, enlargement, repair, or replacement of commercial, multi-family, and industrial buildings within Sandpoint city limits, governed by the City's locally-adopted 2018 IBC (per the City's own Commercial Construction Checklist) plus City Design Criteria and Title 8/Title 9 City Code requirements. The City's own 'Permit Types' handout defines this as the 'Commercial Construction' permit type, distinct from the lighter-weight 'Commercial Minor' and 'Commercial Tenant Improvement' permit types (see the Commercial Tenant Improvement Permit entry). Applications are submitted online through the BS&A permit portal (bsaonline.com), using the same Building Permit Application PDF as residential projects, with the 'Commercial' project-type box checked.
Verified 2026-08-02 · Source
Requirements
- Any construction falling under the 2018 IBC requires this permit path (per the City's own Commercial Construction Checklist, which is titled for 'new commercial buildings'; the City's separate 'Permit Types' handout defines 'Commercial Construction Permits' more broadly as required for 'the construction, alteration, relocation, enlargement, repair or replacement of all buildings or structures, or any appurtenances connected or attached to such buildings or structures,' excluding Commercial Minor, Commercial Tenant Improvement, and Residential Construction, which are separate permit types)
- Complete project submittals only are accepted for review; incomplete packages are rejected outright (per the Commercial Construction Checklist: 'Complete project submittals will be taken in for review. Incomplete submittal packages will not be accepted.')
- Contractors must be registered with the State of Idaho and hold an active City of Sandpoint business license; Registered Design Professionals stamping submitted plans must be registered with the State of Idaho
- Required submittal documents for new commercial buildings (per the City's own Commercial Construction Checklist): Permit Application, stamped Architectural drawings (cover/title sheet with project data, site plan, elevations, floor/egress plans, foundation plan and details if applicable, floor/roof framing plans if applicable, sections/details/schedules, demolition plan if applicable), stamped Civil drawings, stamped Structural calculations if applicable, Mechanical Plans (may be a deferred submittal), Landscape drawings, Dark Sky Compliance, Soils/geo-tech reports for new buildings (also required for some additions), ComCheck or other Energy Code compliance documentation, Floodplain determination (Y/N), and a SWPPP or Erosion and Sediment Control Plan (or as specified by the Stormwater Division)
- After completeness review is approved, the applicant receives a Plan Review Invoice (plan check fees only); once paid, the compliance review is assigned and takes 20 business days to complete (5 business days longer than the 15-business-day residential compliance review)
- If a Plan Check Letter is issued (comments/corrections), the applicant must resubmit addressing all comments before re-review
- Once all reviews are approved, a final Permit Invoice is issued indicating the permit packet is ready for pickup; this takes a few additional days beyond the 20-business-day review — the permit is not ready the day the reviews are completed
- Additional permits may be required and may be combined under one primary permit invoice for new commercial/multi-family construction, including Mechanical, Electrical (State DOPL), Plumbing (State DOPL), City Water and Sewer Connection, Public Infrastructure, and/or Access permits
- Permit application deemed abandoned 180 days after filing if not pursued in good faith or issued (one 90-day extension available with justifiable cause, in writing); an issued permit is deemed abandoned 180 days after issuance if work is not pursued in good faith (same abandonment terms as the residential permit, per the shared Building Permit Application form)

Commercial Tenant Improvement Permit
The City of Sandpoint's own 'Permit Types' handout defines 'Commercial Tenant Improvement' as a distinct permit type, required for changes of use or for alterations to existing tenant spaces (examples given: conversion from retail to restaurant; warehouse to church, retail store, or office; business office to retail or medical office). It is explicitly listed as one of two named EXCEPTIONS to the broader 'Commercial Construction' permit type covered by the Commercial Building Permit entry (the other exception being 'Commercial Minor,' for work on existing commercial structures that does NOT involve a change of use or square-footage increase). Applications use the same Building Permit Application form as new commercial construction (with 'Commercial' and 'Alteration' and/or 'Change of Use' checked); the City publishes no separate Tenant-Improvement-specific checklist distinct from the general Commercial Construction Checklist (which is itself titled/scoped for 'new commercial buildings').

Requirements
- A Commercial Tenant Improvement Permit is required for changes of use OR for alterations to an existing tenant space within Sandpoint city limits, per the City's own 'Permit Types' handout (examples given: retail-to-restaurant conversion; warehouse-to-church/retail/office conversion; office-to-retail/medical-office conversion)
- Distinguished from 'Commercial Minor' (work on an existing commercial structure that does NOT include a change of use or an increase in square footage, e.g. storefront system replacement, sidewalk canopy/awning, stair replacement, restroom remodel, covered patio/deck) — a project without a change of use and without added square footage may fall under Commercial Minor rather than Commercial Tenant Improvement; confirm the correct permit type with the Building department (208-263-3423) for a specific scope of work
- Contractors must be registered with the State of Idaho and hold an active City of Sandpoint business license; Registered Design Professionals stamping submitted plans must be registered with the State of Idaho (per the general Commercial Construction Checklist's contractor/design-professional requirements, which this jurisdiction file applies to Sandpoint's commercial permitting generally, absent a TI-specific published carve-out)
- Submitted through the same online BS&A permit portal as other City permits, using the same Building Permit Application PDF (with 'Commercial' and the applicable work-type box — 'Alteration' and/or 'Change of Use' — checked) used for new commercial construction; no separate City-published TI-specific application form or checklist PDF was found as of the last verification (only a 'New Single Family Residential Building Permit Checklist' and a 'Commercial Checklist' titled for 'new commercial buildings' are published on the City's Building Applications and Permit Submittal pages)
- Additional permits may be required depending on scope (Mechanical for any HVAC work, Electrical/Plumbing through State DOPL, Fire Alarm/Sprinkler)
- Sandpoint's Commercial Construction Checklist's detailed drawing specifications explicitly contemplate alteration-scope projects even though the checklist's submittal-document box is titled for new buildings — e.g., its floor-plan specification instructs applicants to 'provide "existing" and "proposed" areas, uses, etc.' for additions and alterations, and to clearly identify 'features that will be upgraded for compliance' for additions/alterations — indicating the same general drawing-content standards likely apply to TI submittals, though the City has not published a TI-specific version of this checklist confirming which items (e.g., landscape drawings, soils/geo-tech, SWPPP) are waived for interior-only work
Required documents
- RequiredBuilding Permit ApplicationCity of Sandpoint Building Permit Application (PDF, rev. 202601); same form used for new commercial construction, with 'Commercial' checked under Project Details and 'Alteration' and/or 'Change of Use' checked at the top of the form
- RequiredArchitectural Drawings (scope-appropriate)No TI-specific document list is separately published; based on the general Commercial Construction Checklist's detailed drawing specifications (which explicitly address alterations), expect to provide at minimum a cover/title sheet with scope of work and applicable codes, an existing-and-proposed floor plan showing occupancy type/load and any egress changes, and accessible-route/accessible-element documentation for upgraded features. Confirm the exact document list for a specific TI scope with the Building department (208-263-3423)
- OptionalComCheck or Other Energy Code Compliance DocumentationRequired if the scope of work triggers energy-code compliance (e.g., envelope, lighting, or mechanical system changes); not confirmed as universally required for every TI scope
- OptionalMechanical PlansRequired if the TI scope includes HVAC or other permanently-installed mechanical work; may be a deferred submittal
