Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). Effective January 1, 2021, the statewide baseline includes the 2018 International Building Code (IBC), 2020 Idaho Residential Code (based on the 2018 IRC Parts I–III and IX with Idaho amendments), 2020 Idaho Energy Conservation Code (based on the 2018 IECC with Idaho amendments), 2018 International Existing Building Code (IEBC), 2018 International Mechanical Code (IMC), 2018 International Fuel Gas Code (IFGC), and 2018 International Fire Code (IFC). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Permit types & fees
Residential Building Permit (New Single-Family Construction)
Required for new single-family residential construction within Sandpoint city limits, governed by the City's locally-adopted 2018 IRC (per the City's own published Residential Construction Checklist) plus City Design Criteria and Title 8/Title 9 City Code requirements. Building-Permit-Exempt Work (Residential and Commercial)
The City of Sandpoint publishes a specific list of residential and commercial work exempt from a building permit requirement, though exemption does not authorize work in violation of currently adopted City codes and ordinances.
Mechanical / HVAC Permit
Required for HVAC and gas-fired appliance installation/alteration/replacement within Sandpoint city limits. Tips & gotchas
- BONNER COUNTY HAS NO BUILDING CODE OUTSIDE SANDPOINT: Bonner County has not adopted a building code for unincorporated county land. The county's 'Building Location Permit' (BLP), administered by the Bonner County Planning Department, is a zoning/setback/land-use permit, not a building-code permit — there is no county building official, no IBC/IRC enforcement, and no county building inspection program for unincorporated Bonner County. Do not confuse the county's BLP with a city building permit.
- SANDPOINT IS THE EXCEPTION: the City of Sandpoint is the one incorporated city inside Bonner County that maintains its own dedicated Planning & Community Development Building team (Building Official, building inspector, permit technician) enforcing the IBC/IRC family under City Code Title 8. This building-code requirement and department apply ONLY inside Sandpoint city limits — crossing the city line into unincorporated Bonner County removes the local building-code requirement entirely (only Idaho statewide minimums for the regulated trades, administered by DOPL, would apply).
