Codes adopted
Idaho adopts a statewide baseline building code set under the Idaho Building Code Act (Idaho Code Title 39, Chapter 41) and IDAPA rules administered by the Idaho Division of Occupational and Professional Licenses (DOPL). The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Enforcement is local — each city or county issues permits and performs inspections. The City of American Falls uses a single Consolidated Building-Development Permit Application for all classes of construction work within city limits, including new construction, additions, alterations, repairs, moving a structure, demolition, sign installation, and grading. The applicant checks the applicable 'Class of Work' box on one unified form; the City does not publish separate permit-type applications or separate fee schedules for these work classes. Plumbing, HVAC, and electrical permitting/inspection are handled directly by the State of Idaho Division of Occupational and Professional Licenses (DOPL), not the City.
EV Charger / EVSE Permit
The City of American Falls does not issue electrical permits — per the City's own Building Department guidance, plumbing, HVAC, and electrical permitting/inspection are handled directly by the State of Idaho Division of Occupational and Professional Licenses (DOPL), not the City. A residential EV charger / EVSE installation is electrical work and follows this same state track (permits purchased online at dbs.idaho.gov). DOPL's Contractor Electrical Permit Worksheet has no EV-charger-specific line item, but it does have the applicable general category: adding a branch circuit to an Existing Residence, Modular/Manufactured/Mobile Home, or Detached Shop is billed at a flat $65 (one circuit included) plus $10 per additional branch circuit — this is the category an EV charger circuit addition would fall under.
Solar PV Permit
American Falls issues no separate solar-PV permit type; rooftop or ground-mounted photovoltaic installation is permitted through the City's general valuation-based Building Permit (structural/racking) for the City-issued portion, per the City's published Permit Fees schedule. Electrical work (including PV interconnection wiring) is not issued by the City — the Building Department page states Electrical and Plumbing/HVAC permits are obtained through the State of Idaho, consistent with the Idaho Division of Building Safety's (DOPL) role covering jurisdictions without their own certified local electrical program.

Tips & gotchas
- American Falls does NOT issue separate permit types for demolition, moving structures, signs, or grading — all classes of work are handled through one Consolidated Building-Development Permit Application, with 'Class of Work' selected via checkbox.
- The City does NOT issue plumbing, HVAC, or electrical permits — those are handled entirely by the State of Idaho DOPL (Plumbing/HVAC: 208-238-3359; Electrical: 208-237-2460), consistent with many smaller Idaho cities.
- Plan review takes 5-10 business days per the City's own published guidance — faster than some larger Idaho cities, but the clock restarts if the City requests additional information.
- Properties in the City's 'impact area' outside actual city limits are NOT processed by the City — plans and fees route to the Power County Building Administrator's office instead.
- 'Fair market value' used for the permit fee valuation table includes materials AND labor for the entire project, even portions the owner will perform themselves — it does not equal the price paid for the lot.
- No locally-amended structural design criteria (snow load, wind speed, seismic design category, frost depth) are published by the City itself; the City's official materials rely on the adopted 2018 I-Codes' own defaults. This differs from some other Idaho cities (e.g., Hailey) that publish detailed local design-criteria tables. Confirm site-specific values directly with the Building Department at (208) 226-2569 if precise design load values are needed for engineering.
- A building permit is void if work is not commenced within 180 days of approval, or if commenced work is abandoned for 180 days at any point; a development permit's vested land-use right lasts two years.
