Building Permit (New / Addition / Alteration / Repair / Roof / Move / Remove)
VerifiedRequired for new construction, additions, alterations, repairs, re-roofing, structure moves, and removals within Burley city limits. The City of Burley issues a single general Building Permit Application covering all these work types (checkbox selection for New, Addition, Alteration, Repair, Roof, Move, Remove); applications may be submitted on paper to the Building Department or through the City's iWorQ online citizen portal. No separate roofing-specific or demolition-specific permit application exists. IMPORTANT: this same application is also Burley's only vehicle for COMMERCIAL new construction and COMMERCIAL tenant-improvement/remodel work -- the City has no separate Commercial Building Permit or Tenant Improvement (TI) Permit product. The online iWorQ version of this form adds a 'Type of Use' dropdown (Commercial / Industrial / Other / Residential) rather than routing to a different application.

Requirements
- Building permit required for new construction, additions, alterations, repairs, re-roofing, moving a structure, or removing/demolishing a structure, per the City's single Building Permit Application work-type checkboxes
- Application must include property address of construction, owner information, contractor name and Idaho contractor license number, description of work, and declared valuation of work
- Building Permit Fee field is calculated and filled in by City Building Department staff based on declared valuation; no printed valuation-tier fee table was located on the application form or elsewhere on the City's published materials
- Permit fees are non-refundable and non-transferable
- Applications may be submitted on paper to the Building Department (2020 Park Avenue) or online via the City's iWorQ citizen portal
- Do not commence construction without first consulting the Chief Building Official, per the City's Building Department page
- No separate Commercial Building Permit or Tenant Improvement Permit exists -- commercial new construction and commercial tenant-improvement/remodel work use this same Building Permit Application; the online iWorQ form distinguishes project type only via a 'Type of Use' selector (Commercial / Industrial / Other / Residential)
- All commercial projects must have exiting clearly indicated in submitted plans; required submittals vary by project, per the iWorQ portal's Building Permit Application description
- A certificate-of-occupancy application must be submitted coincident with the building permit application for any building to be erected, altered, extended, or changed in use, per Municipal Code 5-14-3 -- most relevant in practice to commercial tenant-improvement / change-of-occupancy work; the certificate is issued within 7 days after the work is approved, and no excavation/erection/alteration/repair permit is issued until the certificate-of-occupancy application has been made

Commercial Building Permit (New Construction, Additions, Remodels & Tenant Improvement)
VerifiedCovers new commercial and industrial construction, commercial additions, and commercial interior/exterior remodels and tenant improvement build-outs within Burley city limits. There is no separate Commercial Building Permit or Tenant Improvement (TI) Permit product -- this work is processed through the same general Building Permit Application used for residential work, with the online iWorQ version distinguishing project type through a 'Type of Use' dropdown (Commercial / Industrial / Other / Residential). What differs from residential work: commercial/industrial project valuation for the Building Permit Fee is the actual declared project valuation (rather than the assumed per-square-foot method used for residential), run through the City's valuation-tiered Building Permit Fee table published in the Master Fee Schedule (Resolution 11-26); a separate Fire Department Plan Review Fee applies, billed by the City's own Fire Department based on projected project value and whether a fire sprinkler or alarm system is required; and a separate Engineering Department Commercial Construction Drawings Review fee (billed per acre) plus a Commercial Inspection Fee per acre also apply. Idaho Code 39-4117 additionally gives the City 20 business days to notify an applicant of an incomplete commercial application, versus 10 business days for residential.

Requirements
- Building permit required for new commercial/industrial construction and for commercial additions, alterations, and remodels (including tenant-improvement build-outs), using the same general Building Permit Application used for residential work -- no separate Commercial Building Permit or TI Permit application exists
- The online iWorQ version of the Building Permit Application requires selecting 'Commercial', 'Industrial', 'Other', or 'Residential' from a 'Type of Use' dropdown, rather than routing to a different application
- All commercial projects must have exiting clearly indicated in submitted plans; required submittals vary by project, per the iWorQ portal's Building Permit Application description
- A certificate-of-occupancy application must be submitted coincident with the building permit application for any building to be erected, altered, extended, or changed in use, per Municipal Code 5-14-3; the certificate is issued within 7 days after the work is approved, and no excavation/erection/alteration/repair permit is issued until the certificate-of-occupancy application has been made
- Per Idaho Code 39-4117(2), if a commercial building permit application is deemed incomplete, the City must provide written notice specifying the missing information within 20 business days of receipt (versus 10 business days for a residential application) -- this is a statewide completeness-review deadline, not a published full plan-review turnaround
- Commercial/industrial project valuation for the Building Permit Fee is the actual declared project valuation, per the City's Master Fee Schedule (Resolution 11-26); that valuation is then run through the City's valuation-tiered Building Permit Fee table to determine the fee
- A separate Fire Department Plan Review Fee applies to commercial projects, based on projected project value and whether the project requires a fire sprinkler or fire alarm system, per the City's Master Fee Schedule; the City of Burley operates its own Fire Department (Municipal Code Title 7, Chapter 1), which enforces the International Fire Code as adopted at Municipal Code 7-3-1 (2003 edition, and later editions as published and adopted by the Idaho State Fire Marshal) and the 1985 NFPA Life Safety Code as adopted at Municipal Code 7-3-2
- A separate Engineering Department Commercial Construction Drawings Review fee (billed per acre, in stacking tiers) and a Commercial Inspection Fee per acre also apply to commercial construction, per the City's Master Fee Schedule -- in addition to, and independent from, the Building Department's Building Permit Fee and the Fire Department's Plan Review Fee
- Burley's own codified Municipal Code (Title 4, Chapter 1) has not been updated to name a currently adopted IBC edition or code section for building construction generally -- it still shows only a 1997 Uniform Building Code adoption; no Burley-specific ordinance section naming a current IBC edition for commercial occupancy review was found
- Electrical, plumbing, and HVAC/mechanical trade permits for commercial/industrial work are billed separately under their own permit types' commercial/industrial valuation-tiered fee schedules (see the electrical-permit, plumbing-permit, and hvac-mechanical-permit permit types for the City of Burley) -- these are not part of the Building Permit Fee itself

Solar PV Permit
VerifiedBurley issues no separate solar-PV permit type; rooftop or ground-mounted PV is permitted as a combined Building Permit (structural/racking, fee calculated by City staff from declared project valuation) and Electrical Permit (wiring/interconnection, billed under the City's own Electrical Permit Worksheet fee schedule — Burley has its own local electrical program administered by the City Building Department's Electrical Inspector, unlike many small Idaho cities that route electrical through the State DOPL).

Requirements
- Building Permit required for the structural/racking portion; the City's Building Permit Application leaves the fee field blank for staff to calculate from declared project valuation, with no separate published valuation-tier table
- Electrical Permit required for PV wiring/interconnection, issued and inspected directly by the City of Burley Building Department's Electrical Inspector (not Idaho DOPL) via the City's Electrical Permit Worksheet
- No distinct solar/photovoltaic line item exists in the City's Electrical Permit Worksheet — a residential PV interconnection on an existing home would most likely fall under the 'Existing Residence' category, and a larger/commercial installation under the valuation-based 'Other Installations' category
- Apply through the City of Burley Building Department, (208) 647-7086, or the Burley iWorQ Citizen Portal

EV Charger / EVSE Permit
VerifiedInstallation of a 240V electric vehicle charger (EVSE) at an existing Burley residence is processed as a standard Electrical Permit through the City of Burley Building Department's Electrical Inspector — there is no separate EV-charger-specific permit type. It most closely fits the 'Existing Residence' electrical fee category on the City's Electrical Permit Worksheet, which is billed as a base fee plus a per-additional-branch-circuit charge.
