Residential Building Permit (New Construction, Additions, Alterations, Repairs)

Required for new single-family residential construction, additions, alterations, and repairs within the City of Grangeville and its Area of Impact. Issued by Grangeville City Hall; plan review and inspections performed under contract by a Nez Perce County building official.

Verified 2026-08-02 · Source

Requirements

  • All new residential construction, additions, alterations, and repairs within City limits or the Grangeville Area of Impact require a building permit
  • Submit a completed Building Permit & Plan Review Application to the City Clerk at City Hall, 225 West North Street
  • Provide two sets of plans (18" x 24" or 24" x 36") for review, including a plot/site plan drawn to scale
  • Residential projects must include a foundation plan (footings, stem wall, depth, rebar layout), front and one side elevation, framing type, roof system and snow-load rating, and cladding/roofing materials
  • Exempt: detached single-story accessory structures/sheds under 200 sq ft; decks under 200 sq ft and under 30 inches above grade not attached to the dwelling
  • If the project includes a bathroom or other plumbing, a separate Idaho DOPL state plumbing permit is required (plumbing is not city-issued)
  • Permit becomes null and void if work is not commenced within 180 days, or is suspended/abandoned for 180 days after commencement
  • Grangeville has no separate commercial-building-permit or tenant-improvement-permit product. This same Building Permit & Plan Review Application, plan-set requirements, and valuation-based Building Permit Fee Schedule govern new commercial construction and commercial remodel/tenant-improvement work as well as residential work, per three primary sources: (1) Grangeville City Code Title 4, Chapter 1, Section 4-1-1, which adopts one uniform building-permit-fee framework ('Before issuing a building permit... shall pay the requisite fee') with no residential/commercial split; (2) the current Master Fee Schedule (Resolution #309, Exhibit A, eff. 10/21/2025), whose Building Permit Fee Schedule table has a single valuation-based column with no separate commercial tier or line item; and (3) the Building Permit & Plan Review Application (2024) form itself, which has one 'Work is: New - Addition - Alteration - Repair' field with no occupancy-type or residential/commercial checkbox.
  • Commercial occupancies are reviewed under the adopted International Building Code (IBC) rather than the International Residential Code (IRC) that applies to one- and two-family dwellings, but both are administered through the same City Hall application and the same Nez Perce County contracted building official (Kile Allen) -- there is no separate commercial plan-review track or reviewer
  • A change in the use of land or an existing structure (e.g., a tenant improvement that changes occupancy, such as retail space converting to a restaurant) may separately require an Application for Certificate of Compliance under City Ordinance No. 685, reviewed and signed by the Building Inspector -- distinct from, and potentially in addition to, any building permit needed for the physical remodel work itself; no published fee for this certificate was found in the Master Fee Schedule

Required documents

Requested via a standalone Fire Inspection Application to the Fire Chief; not itself a building-permit line item, and the City's published materials do not state this is a mandatory prerequisite for building-permit issuance or occupancy of a new/converted commercial tenant space -- listed here because it is the closest fire-safety-inspection fee found relevant to opening a commercial business in Grangeville.

Commercial Building Permit (New Construction, Additions, Remodels & Tenant Improvements)

Verified

Required for new commercial construction, commercial additions, and commercial remodel or tenant-improvement work within the City of Grangeville and its Area of Impact. Grangeville has no separate commercial building permit application, valuation method, or plan-review rate -- this permit uses the same Building Permit & Plan Review Application, plan-set submission process, and citywide valuation-based fee schedule as residential construction, per Grangeville City Code Section 4-1-1 and the current Master Fee Schedule (Resolution #309, Exhibit A). The one substantive difference is that commercial occupancies are reviewed against the adopted International Building Code (IBC) rather than the International Residential Code that applies to one- and two-family dwellings. Plan review and inspections for both are performed under contract by a Nez Perce County building official.

Verified 2026-08-25 · Source

Requirements

  • New commercial construction, and commercial additions, alterations, repairs, or tenant-improvement remodels within City limits or the Grangeville Area of Impact, require a building permit
  • Submit a completed Building Permit & Plan Review Application to the City Clerk at City Hall, 225 West North Street -- the same application form and intake process used for residential work, noting the project as commercial in the description of work
  • Provide two sets of plans (18" x 24" or 24" x 36") for review, including a plot/site plan drawn to scale; the City does not publish a commercial-specific plan checklist comparable to its Residential Construction plans-for-review checklist, so applicants should confirm expected plan content with City Hall before submitting
  • Commercial occupancies are reviewed under the adopted International Building Code rather than the International Residential Code. Grangeville City Code Section 4-1-1 adopts the International Building Code, the Idaho residential code, the International Energy Conservation Code, and related codes by reference "as adopted by the state of Idaho or the Idaho building code board," with adopted versions automatically superseded as the Idaho Building Code Board approves successive editions -- the currently adopted edition is the 2018 IBC. Idaho Code Section 39-4116 requires local governments to enforce the International Building Code edition set by the Idaho Building Code Board through its rulemaking process
  • The Master Fee Schedule's Building Permit Fee Schedule table uses one valuation-based column for all building types, with no separate or higher commercial tier -- the same schedule and the same 40% Plan Review Fee apply to a commercial project as to a residential one
  • Idaho Code Section 39-4117 requires a local government to determine whether a commercial building permit application is complete within 20 business days of submission (10 business days for a residential application), and to give written notice of any missing information within that window. This is a statewide completeness-review deadline, not a Grangeville-specific policy, and it governs only the completeness determination -- it does not set a deadline for finishing plan review itself
  • If a bathroom or other plumbing is part of the project, a separate Idaho DOPL state plumbing permit is required (plumbing is not city-issued); electrical work likewise requires a state-administered Idaho DOPL permit rather than a City permit
  • Permit becomes null and void if work is not commenced within 180 days, or is suspended/abandoned for 180 days after commencement
  • A change in the use of land or an existing structure -- for example, a tenant improvement that changes occupancy, such as retail space converting to a restaurant -- may separately require an Application for Certificate of Compliance under City Ordinance No. 685, reviewed and signed by the Building Inspector, in addition to any building permit needed for the physical remodel work
  • No published requirement was found for a mandatory fire-district or state fire marshal plan review of private commercial construction in Grangeville. The City's Fire Department page describes a volunteer department and community events, with no plan-review role listed, and the Idaho State Fire Marshal's Plan Reviews program (Idaho Department of Insurance) is limited to new construction, alterations, and renovations on state-owned and state-leased buildings, not private commercial projects. A standalone Fire Inspection Application to the Fire Chief is available for a business/commercial occupancy, but the City's published materials do not describe it as a prerequisite for building-permit issuance

There is no separate commercial application
  • RequiredBuilding Plot PlanSite plan example showing property lines, setbacks, and structure placement, drawn to scale
  • OptionalApplication for Certificate of ComplianceCity of Grangeville form (per Ordinance No. 685) requesting permission to use land or a structure for a proposed use; reviewed and signed by the Building Inspector. Solar Photovoltaic (PV) Permit

Verified

Required for installation of rooftop or ground-mount solar photovoltaic systems within Grangeville city limits and its Area of Impact. Requires a City Building Permit (structural/racking, valuation-based per the City's Master Fee Schedule) plus a State of Idaho electrical permit (wiring/interconnection) issued by the Division of Occupational and Professional Licenses (DOPL, formerly Division of Building Safety) -- Grangeville does not run its own electrical permitting program. The state's own Contractor Electrical Permit Worksheet has a dedicated checkbox and valuation-based fee formula for 'Solar, Renewable Energy, power generation, power production, or energy storage systems.'

Verified 2026-07-20 · Source

Requirements

  • City Building Permit & Plan Review Application submitted to Grangeville City Hall for the structural/racking scope; plan review and inspections performed under contract by a Nez Perce County building official
  • Electrical wiring/interconnection scope requires a State of Idaho DOPL Contractor Electrical Permit (or Homeowner Electrical Permit if self-installed) -- not a City permit, since Grangeville has no electrical-permit program of its own
  • On the DOPL Electrical Permit Worksheet, check the 'Solar, Renewable Energy, power generation, power production, or energy storage systems' box under 'Other Installations including Commercial/Industrial/Solar/Renewable Energy' and enter the total cost of the electrical system
  • Renewable energy installations require a plan check prior to final inspection, per the DOPL Electrical Permit Worksheet
  • As of January 1, 2023, all DOPL permits must be purchased online at dbs.idaho.gov rather than by mailed paper application

EV Charger / Electric Vehicle Charging Station Permit

Verified

Installing a Level 2 (240V) EV charger circuit at an existing residence in Grangeville is electrical work, and since Grangeville has no electrical-permit program of its own, it requires a State of Idaho DOPL Contractor (or Homeowner) Electrical Permit -- the same statewide authority that issues the electrical permit for solar installations. Idaho's DOPL Electrical Permit Worksheet (Fee Schedule, Rev. 8/17/2022) has no dedicated 'EV charger,' 'EVSE,' or 'electric vehicle' checkbox -- confirmed by direct text search of the current worksheet PDF, which does have a dedicated checkbox for 'Solar, Renewable Energy, power generation, power production, or energy storage systems' but none for EV charging. A standalone EV charger circuit added to an existing home is instead billed under the worksheet's general 'Existing Residence' branch-circuit line item, not the Other-Installations/Renewable-Energy valuation formula used for solar.

Verified 2026-07-20 · Source

Requirements

  • Electrical work must be permitted through the State of Idaho DOPL, not the City of Grangeville -- the City issues only structural/building permits, and an EV charger circuit with no new structure does not require a City Building Permit at all
  • On the DOPL Electrical Permit Worksheet, a new dedicated EV charger circuit added to an existing single-family residence falls under the 'Existing Residence -- Modular, Manufactured or Mobile Homes -- Detached Shop' line item: a $65 base fee plus $10 per additional branch circuit beyond the one included in the base fee
  • There is no Solar/Renewable-Energy-style checkbox or valuation-based formula for EV chargers on the state worksheet -- do not check that box for a standalone EV charger installation, since EVSE is treated as ordinary branch-circuit wiring, not power generation/storage
  • As of January 1, 2023, all DOPL permits must be purchased online at dbs.idaho.gov rather than by mailed paper application
  • A homeowner installing their own EV charger circuit (not through a contractor) may instead use the DOPL Homeowner Electrical Permit Application
