Governed by Rigby City Code Title 9, Chapter 1 (adopting the IBC/IRC, current Idaho State Edition). Applications are submitted through the shared Jefferson County Planning, Zoning & Building Cityworks public portal using a Rigby-specific application help guide, and building inspections are performed by Jefferson County PZ&B inspectors under a Joint Powers Agreement with the city — but the City of Rigby retains its own Zoning Permit/Zoning Certificate requirement, handles water/sewer connection and sidewalk inspections directly, and issues the final Certificate of Occupancy or Certificate of Completion itself.

Requirements
- Building permit required for new single-family dwellings, townhouses, additions, and accessory structures exceeding 120 sq ft within Rigby city limits (City Code 9-1-1; Rigby Zoning/Deck/Garage-Shed permit forms)
- All construction must comply with the current Idaho State Edition of the IRC (Jefferson County's Rigby-specific help document specifies the 2018 IRC)
- Register for and activate an account on the Jefferson County Cityworks public portal (Chrome or Firefox browser required) before applying
- City of Rigby Zoning Certificate must be obtained/attached as part of the building permit application (separate from, and a prerequisite to, the county-processed building permit)
- Submit Parcel Number, Parcel Size, City of Rigby Zoning, Location Address, flood zone status, full dimensional/square-footage data, and setback distances (N/E/W/S) as part of the online application
- Site Plan showing all property lines, setbacks, easements, North arrow, existing/proposed structures with dimensions, driveway location, and canals/rivers/roads
- Complete set of plans: floor plan(s) with room dimensions, footing/foundation details with steel requirements, truss layout, engineered truss design (stamped by an Idaho-licensed engineer), and all four building elevations
- Recorded warranty deed demonstrating ownership or authorization to build
- Idaho Contractor's License, or a completed Contractor Exemption form if owner-built
- Access Permit from Jefferson County Public Works (county roads) or Idaho Transportation Department (state highways), if applicable
- Septic Permit (approved) from Eastern Idaho Public Health, or an EIPH authorization-to-connect letter if tying into an existing/private sewer system, if applicable
- If in a mapped flood zone: Flood Plain Development Permit and Elevation Certificate
- Water and Sewer Connection Fees must be paid to the City of Rigby at time of building permit application; a water service pit is required for new construction and must pass city Public Works inspection before covering
- Mechanical (HVAC) permits and inspections for Rigby are processed by Jefferson County PZ&B as of June 1, 2026 (previously via Idaho DOPL). Plumbing and electrical permits/inspections remain with Idaho DOPL pending the county's build-out of journeyman-credentialed plumbing/electrical inspectors
