The National Electrical Code is adopted separately by the Idaho Electrical Board (IDAPA 24.39.10), not bundled with the building code: Idaho enforces the 2023 NEC, effective July 1, 2024 (the state used the 2017 NEC with amendments before that and skipped the 2020 edition). Local jurisdictions must enforce the state baseline and may adopt amendments only where those amendments are at least as stringent as the state-adopted editions; local amendments may not be less restrictive. Solar Array Building Permit

Tips & gotchas
- Rigby is a genuine co-administration jurisdiction, not a pure pass-through to Jefferson County and not a fully independent building department. The City of Rigby has its own City Code Title 9, Chapter 1 (Building Code and Regulations) that adopts the building code and authorizes permit issuance, its own Building/Zoning/Public Works intake and processes for zoning permits, water/sewer connections, and sidewalk inspections — but building permit applications for houses, townhouses, and additions are submitted through the shared Jefferson County PZ&B Cityworks portal, with county staff performing plan review and most inspections. The final Certificate of Occupancy or Certificate of Completion is issued by the city itself, per the county's own written process ('if the property is within incorporated city limits, the documentation will be forwarded to the city, and they will issue the CO or CC').
