    Footing Inspection

    Must occur before concrete is poured

    Foundation Inspection

    Must occur before concrete is poured

    Water Service Pit / Water & Sewer Line Inspection (City of Rigby Public Works)

    City-specific inspection before water/sewer lines are covered; curb stop and service pit must be exposed for this inspection before final grade

    Sheathing Inspection

    Building cannot be wrapped/house-wrapped before this inspection

    Mechanical (HVAC) Rough-In Inspection

    Performed by Jefferson County PZ&B inspectors as of June 1, 2026 (previously Idaho DOPL)

    State Rough-In Inspections (Electrical, Plumbing)

    Performed by Idaho DOPL — required before framing/insulation cover; plumbing and electrical had not yet transitioned to county inspectors as of the March 2026 reporting on the joint powers agreement

    Property must be brought to final grade before CO/CC issuance. Per Jefferson County's own process document: 'If the property is within incorporated city limits, the documentation will be forwarded to the city, and they will issue the CO or CC' — Rigby, not the county, issues the final CO/CC.

    Verifies racking/mounting installation matches the approved engineered plans; minimum 24 hours' notice required to request

    Electrical Rough-In / Final (Idaho DOPL)

    Electrical connection work is inspected by the State of Idaho DOPL, since electrical permitting is not locally administered by Rigby or Jefferson County
