When you need this permit
- Building permit required for new single-family dwellings, townhouses, additions, and accessory structures exceeding 120 sq ft within Rigby city limits (City Code 9-1-1; Rigby Zoning/Deck/Garage-Shed permit forms)
- All construction must comply with the current Idaho State Edition of the IRC (Jefferson County's Rigby-specific help document specifies the 2018 IRC)
- Register for and activate an account on the Jefferson County Cityworks public portal (Chrome or Firefox browser required) before applying
- City of Rigby Zoning Certificate must be obtained/attached as part of the building permit application (separate from, and a prerequisite to, the county-processed building permit)
- Submit Parcel Number, Parcel Size, City of Rigby Zoning, Location Address, flood zone status, full dimensional/square-footage data, and setback distances (N/E/W/S) as part of the online application
- Site Plan showing all property lines, setbacks, easements, North arrow, existing/proposed structures with dimensions, driveway location, and canals/rivers/roads
- Complete set of plans: floor plan(s) with room dimensions, footing/foundation details with steel requirements, truss layout, engineered truss design (stamped by an Idaho-licensed engineer), and all four building elevations
- Recorded warranty deed demonstrating ownership or authorization to build
- Idaho Contractor's License, or a completed Contractor Exemption form if owner-built Contractor
- Access Permit from Jefferson County Public Works (county roads) or Idaho Transportation Department (state highways), if applicable
- Septic Permit (approved) from Eastern Idaho Public Health, or an EIPH authorization-to-connect letter if tying into an existing/private sewer system, if applicable
- If in a mapped flood zone: Flood Plain Development Permit and Elevation Certificate
- Water and Sewer Connection Fees must be paid to the City of Rigby at time of building permit application; a water service pit is required for new construction and must pass city Public Works inspection before covering
- Mechanical (HVAC) permits and inspections for Rigby are processed by Jefferson County PZ&B as of June 1, 2026 (previously via Idaho DOPL). Plumbing and electrical permits/inspections remain with Idaho DOPL pending the county's build-out of journeyman-credentialed plumbing/electrical inspectors

- Plan on a minimum of 15 business days for plan review after your application is submitted and confirmed complete — this is the county's official published figure from 'Building Permit Process: Plan Submittal to CO Issuance,' which governs the same Cityworks portal process Rigby applications go through. The same document separately commits to notifying you within 10 business days whether your application package is complete.
- Even though Jefferson County PZ&B processes the building permit application and performs building inspections, Rigby is NOT a pass-through jurisdiction: the city has its own City Code Title 9 (Building Code and Regulations), requires its own Zoning Permit/Zoning Certificate, handles water/sewer connection fees and inspections directly through its own Public Works Department, inspects sidewalks itself, and — critically — issues the final Certificate of Occupancy or Certificate of Completion itself rather than the county.
- As of June 1, 2026, Jefferson County PZ&B began processing new Mechanical (HVAC) permit applications for Rigby specifically, following a Joint Powers Agreement approved by Rigby City Council (discussed Feb. 19, 2026) and a subsequent public hearing/ordinance adoption (March 19, 2026) enabling the city to use county inspectors instead of state DOPL inspectors for this trade.
- Plumbing and electrical inspections for Rigby had NOT yet transitioned to Jefferson County as of the March 2026 reporting — the county had not yet hired inspectors meeting the state's journeyman-credential requirement for those trades. Budget for continued Idaho DOPL involvement on plumbing/electrical until further notice; confirm current status with Jefferson County PZ&B (208-745-9220) or Rigby City Hall (208-745-8111) before applying.
- You must register for and activate a Cityworks public portal account (Chrome or Firefox required) before you can submit any building permit application.
- Decks up to 120 sq ft only need a city-issued Deck Permit; decks over 120 sq ft require a full building permit through the county Cityworks process.
- Separate, simpler city-issued permits (obtained directly from Rigby City Hall, not the county Cityworks portal) exist for Fence, Garage/Shed, Sign, Solar (structural placement), and Sidewalk/Curb/Approach work — see cityofrigby.gov/building-department/.
