The City of Rigby's own separate 'City of Rigby Solar Permit' PDF (cityofrigby.gov/wp-content/uploads/2024/05/Solar-Permit.pdf) is not usable as a fee source: on direct inspection, it is a template document whose body text is entirely a Fence Permit form (it repeats 'ISSUANCE OF THIS FENCE PERMIT...' and 'This is a Permit for the construction of a fence only' throughout, with only the header retitled to 'Solar Permit') — an apparent city document/template error, not a real solar-specific fee or process.
