Inspection sequence

Applies to: Residential Building Permit (New Construction / Addition / Alteration / Repair)

    Foundation Inspection

    To be made after the footings are poured and any required forms for foundations are in place. Per City of Troy Inspection Record card.

    Concrete Slab or Underfloor Inspection

    To be made after all in-slab service equipment is in place but before any concrete is poured, or after all service equipment is installed in a crawlspace.

    Frame Inspection

    To be made after the roof, all framing, fire blocking, and bracing are in place; all vents, chimneys, ductwork, and piping are in place; rough-in plumbing and rough-in electrical must be approved.

    Energy Conservation Inspection

    To be made after all air barriers, ceiling and wall insulation, floor insulation or crawlspace insulation, HVAC, and basement insulation are installed.

    Gypsum Board Inspection

    To be made after all gypsum board is in place but before any plastering is applied to joints and fasteners.

    Final Inspection

    To be made after the building is substantially completed and ready for occupancy; a Certificate of Occupancy is required before the building can be used. Per the City's Inspection Record card, the permit holder must notify the building official when work is ready for inspection.

Applies to: Deck / Accessory Structure Permit

    Footing/Foundation

    Required before concrete pour for deck posts or garage foundations, consistent with the City's general Foundation Inspection practice.

    Frame

    Structural framing and connections to the existing structure verified, consistent with the City's general Frame Inspection practice.

    Final

    Completed structure verified against approved plans; a Certificate of Occupancy is required before use where applicable.

Applies to: Change of Use / Change of Occupancy Permit (Commercial — State-Issued) and Certificate of Occupancy

    Occupancy Classification Compliance Review (plan review stage)

    Bureau (commercial) or City Building Inspector (residential) reviews the proposed new use against 2021 IEBC Chapter 10 change-of-occupancy compliance rules — full-building vs. separated-portion compliance depending on fire separation.

    Final Inspection / Certificate of Occupancy

    Final sign-off before the space may be used under its new occupancy classification — by the Bureau for the state-administered commercial track ('may not be used or occupied by any person until approved by the Bureau'), or by the City for the residential track ('a certificate of occupancy needs to be issued before the building can be used').

    Department-accredited asbestos inspection must be completed and any required precautions addressed before demolition/renovation activities begin, per ARM 17.74.354 and the City's own packet.

Applies to: Fire Sprinkler & Fire Alarm Permit (State-Issued, via Building Permit 'Fire Suppression' Type of Work)

    Rough-In (Sprinkler Piping / Alarm Wiring)

    Piping layout, hanger spacing, and head placement (sprinkler) or device wiring and panel placement (alarm) verified before concealment, consistent with standard state Building Permit rough-in review practice.

    Final / Acceptance Test

    Witnessed hydrostatic/flow test (sprinkler, per NFPA 13) or witnessed alarm/notification test (per NFPA 72) prior to the building's occupancy approval by the Bureau.

    Conduit runs, wire sizing, and disconnect placement verified by a DLI-assigned inspector under the state electrical permit
