Residential Building Permit (New Construction) in Unincorporated Churchill County, Nevada
Required for construction of a new single-family dwelling in unincorporated Churchill County, reviewed against the currently adopted 2024 IBC/IRC/IECC (with the County's mid-transition acceptance of 2018-cycle-code applications submitted before December 31, 2025) and Churchill County's own design-criteria table (Table R301.2). Applications and plans are submitted through the County's online portal or in person at 270 S. Maine Street, Suite A.

When you need this permit
- Confirm the parcel is in unincorporated Churchill County, not the City of Fallon, which has a separate, self-administered Building Department
- Submit application and plans through the online portal (https://www.citizenserve.com/Portal/PortalController?Action=showHomePage&installationID=437) or in person at the Building Department, 270 S. Maine Street, Suite A, Fallon, NV 89406
- Only one (1) set of structural drawings (plans) plus a site plan is required if hard copies are submitted; electronic plans/site plans may be emailed instead if available
- Follow the County's published 'Instructions for completing a site plan for Single Family Homes, Additions, or Accessory Structures' (PDF)
- Plans must comply with the County's currently adopted 2024 IBC, 2024 IRC, and 2024 IECC (or, for applications submitted before December 31, 2025, the prior 2018-cycle codes per the County's transition allowance)
- Design must meet Churchill County's published design criteria: 115 mph wind speed, Seismic Design Category D1, 18-inch frost line depth, ground snow load per IBC Table 1608.2.1, severe weathering, moderate-to-heavy termite exposure, and flood-hazard review per Churchill County Code Title 19
- A Dust Control Handout applies to the construction site
- Septic system approval (new construction requires a soil profile pit inspection and a post-completion inspection before backfill) if not connected to public sewer
- More complex or commercial projects require stamped engineering drawings and/or an architectural stamp per the Building Department's Guidelines and Requirements

Made before concrete is poured, forms or block are in place, and rebar is set and positioned as required

Made after all in-slab or under-floor building service equipment, conduit, piping accessories, and other ancillary equipment items are in place but before any concrete is poured

Made after the roof, all framing, fire blocking, and bracing are in place and all pipes, chimneys, and vents are complete, and rough electrical, plumbing, heating wires, pipes, and ducts are approved — must occur before insulation and drywall are installed
