When you need this permit
- Building permit required for new single-family dwelling construction within city limits
- Plans must comply with the 2024 IRC as adopted by the City of Elko (Chapters 11-43 deleted except Chapter 42, which is retained) and the 2024 IECC
- Plans must show compliance with City of Elko Design Standards 2024: Seismic Design Category D0, Wind Exposure Category C (site-specific wind speed per ASCE Hazard Tool, ascehazardtool.org), 30 PSF ground and roof snow load, 30-inch minimum frost depth
- Application and Contractor Contact Sheet must be completed and submitted electronically (the Building Department accepts electronic submittals only)
- Site plan, foundation plan, framing plan, floor plan, exterior elevations, electrical/mechanical/plumbing plans, and a Code Analysis Sheet are all required per the Residential Plan Submittal Checklist
- Energy Code compliance must be documented via either the Prescriptive Method or the RESCheck Method
- Owner-builders (full-time resident owners intending to occupy the home at least 1 year) may self-perform work otherwise requiring a licensed contractor, using the Owner/Builder Affidavit of Exemption Owner-builderContractor

- Residential new-construction permits generally take 6-8 weeks for first review once a complete application package (all required documents) is submitted, cycling through Community Development, Engineering, Utility, Planning, and Building Department review.
