  • Inspection requests must be submitted by 4:00 PM the day before; requests after the deadline are scheduled two business days out (Municipal Code Section 2-1-8(E)). (Commercial Building Permit)

Inspection sequence

Applies to: Residential Building Permit (New Construction)

    Foundation/Footing

    Before concrete pour — verify forms, rebar, footing size, and 30-inch minimum frost depth per City of Elko Design Standards

    Framing

    Framing details, insulation R-values, sheathing, structural calculations verified per approved plans

  3. 3

    Four-Way (Rough) Inspection

    Combined rough electrical, mechanical, plumbing, and framing inspection; Finished Floor Elevation Certification is due at this inspection

  4. 4

    Final

    Drainage Compliance Certificate and Insulation Certificate due at final inspection; all systems verified complete per approved plans

Applies to: Commercial Building Permit

    Phased Inspections per Approved Permit

    Work is subject to inspection at predetermined phases; upon completion of a phase, the permittee may not proceed without the building official's approval, and work must remain accessible and exposed until approved (Municipal Code Section 2-1-8(A)). The Subcontractor of Record form is due before the first inspection. Soils reports, grading reports and pad certifications are required before pouring of concrete per the commercial checklist

    Special Inspections / Structural Observation (2024 IBC)

    Where the 2024 IBC requires them, special inspections proceed under the City's Special Inspection Agreement and structural observation under the Structural Observation Program form (both published on the Building Forms page)

    Final Inspection / Certificate of Occupancy

    Building inspected for compliance before a Certificate of Occupancy is issued (Municipal Code Section 2-1-9); the City will not provide water service to a building without a Certificate of Occupancy (Section 2-1-9(D))

    Pre-Removal Plumbing Fixture Survey

    Call the Building Department for a survey of existing plumbing fixtures BEFORE they are removed to ensure credit — the TI checklist requires plans to include the count and type of all fixtures being removed

    Work is subject to inspection at predetermined phases; the permittee may not proceed past a phase without the building official's approval, and work must remain accessible and exposed until approved (Municipal Code Section 2-1-8(A))

    Final Inspection / Certificate of Occupancy

    Space inspected for compliance before a Certificate of Occupancy is issued where the TI involves a change in occupancy (Municipal Code Section 2-1-9); the City will not provide water service to a building without a Certificate of Occupancy
