Winnemucca building permits

Requirements

• Building permit required to construct a single-family residence or addition within the City of Winnemucca
• Plans must comply with the 2012 IRC and 2012 IBC as adopted by the City of Winnemucca (WMC 15.04), plus 2009 IECC energy compliance
• Plans must show compliance with City of Winnemucca Design Criteria: Seismic Design Category D (D1), Ultimate Wind Speed 105 (V-Ult) for Risk Category I / 115 for Risk Category II / 120 for Risk Category III, Exposure C, 20 lb roof live load, 5 lb ground snow load, 24-inch frost depth, soil classification per 2003 IRC Table R401.4.1
• Two (2) complete sets of plans drawn to scale in ink are required, including: site plan, foundation plan/footing details, braced-wall details, hold-down anchors, floor framing plan, roof framing plan, construction detail cross-section, fully-dimensioned floor plan, stair details (if applicable), elevations, electrical floor plan, plumbing floor plan, mechanical floor plan, gas line schematic, and energy code compliance documentation
• An electrical load calculation must be submitted for houses with a 100-amp service, or for houses over 2,500 square feet on a 200-amp service
• Before applying, contact the Planning Department at (775) 623-6333 to confirm zoning, setbacks, and restrictions; verify the lot is not in a designated flood zone
• A homeowner or contractor cannot submit a mail-order plan or a plan prepared by others unless it is stamped by a Nevada-registered professional; owner/builders may prepare their own single-family plans under the NRS 624.031 exemption if they will own/occupy the home at least one year and the plans comply with the IRC for conventional light framing
• If water/sewer service from the City is not available, the applicant must separately obtain a domestic well permit (Nevada State Water Resources) and/or septic permit (Bureau of Health Protection Services) and submit written approval to the Building Department

• Building permit required for room additions, remodels, and alterations affecting structural or life-safety elements
• In addition to plans/specifications for the new structure, provide a floor plan of the existing structure showing: relocation of any existing water heaters, furnaces, baseboard heaters, electrical panels, lights, switches, outlets, and plumbing; any alterations to the existing floor plan; size/use of any existing room whose window or door will be covered by the addition; size of any windows/doors added, relocated, or remaining in the room covered by the addition; and the size of any opening between the existing house and the new addition (per IRC 303.2, an opening must be at least half the common wall area and provide at least one-tenth of the interior room's floor area, but not less than 25 sq ft, for the addition to count as part of an adjoining room)
• All rooms except kitchens, bathrooms, hallways, storage, garages, or utility spaces must have window areas equal to 8% of the room's floor area (4% openable, with exceptions); bedroom egress windows require a minimum 5.7 sq ft net clear opening (5 sq ft for grade-floor openings), minimum 20-inch clear width, minimum 24-inch clear height, and maximum 44-inch sill height
• Smoke alarms are required in all new and existing sleeping rooms, hallways giving access to sleeping rooms, and on each floor, interconnected so one alarm activates all others (exception for existing areas without attic/crawlspace/basement access for hard-wiring without removing interior finishes)
• Carbon monoxide alarms are required outside each separate sleeping area in dwelling units with fuel-fired appliances or attached garages, per IRC 315.1 and WMC 15.04
• Planning Department approval is required for fences over 6' in height; a building permit is required for fences over 7' in height, retaining walls over 4' in height (footing bottom to wall top), all attached storage sheds, detached storage sheds over 130 sq ft, all porches, and any patios/decks over 30 inches above grade

• Governed by the 2011 NEC as adopted by the City of Winnemucca (WMC 15.04)
• Fee categories on the Application for an Electrical Permit form include: receptacle/light/switch outlets, lighting fixtures, new construction per square foot (2 cents/sq ft rate category shown on the form), ranges/clothes dryers/water heaters, garbage disposals/cooktops, dishwashers/clotheswasher, space heaters, motors by horsepower, signs, temporary power (pole or underground), and new/changed electrical services by amperage bracket (0-200A, 201-400A, 401-600A, over 600A)
• Apply through the City of Winnemucca Building Department using the 'Application for an Electrical Permit' form (BID FORM 300.1)
• This permit becomes void if work is not commenced or is suspended/abandoned per the City's general permit-expiration rule (attached-subcontractor license numbers must be listed on the parent Building Permit application; the permit expires by limitation if work is not commenced within 180 days or is abandoned for 180 days or more)

• Plumbing permit required per UPC 103.1.1: 'It shall be unlawful for any person, firm or corporation to make any installation, alteration, repair, replacement or remodel any plumbing system regulated by this Code...without first obtaining a separate plumbing permit for each separate building or structure.' Examples include (but are not limited to) water heaters, water supply/distribution lines, sanitary drains, indirect wastes, vents, traps, interceptors, storm drainage, fuel piping, and medical gas systems
• Governed by the 2012 UPC as adopted by the City of Winnemucca — not the International Plumbing Code

Examples include (but are not limited to) boilers, water heaters, furnaces, any gas appliance, ventilation air supply, exhaust systems, duct systems, combustion air, chimneys and vents, refrigeration systems, hydronics, fuel gas piping, and solar systems

• A building permit is required for reroofing, per IBC 105.1 as adopted by the City of Winnemucca: 'Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure...shall first make application to the building official and obtain the required permit.' The City's handout explicitly lists 'reroofing' among its worked examples of a permit-triggering alteration, alongside replacing/installing new siding or stucco, enlarging/reducing windows, adding/eliminating doors, sheetrock, converting a garage to living space, converting a room to a bedroom, and changing a building's occupancy

Requirements

• A demolition permit is required to demolish any building over 200 square feet; or one story in height; or any building with plumbing fixtures, per the City of Winnemucca 'Demolition Permit' handout
• A completion (surety) bond must be posted before beginning demolition, in the amount of $0.50 per square foot of the building to be demolished or $500.00, whichever is greater
• Before demolishing any non-residential structure containing plumbing fixtures, an inspection must be scheduled so the number of plumbing fixtures can be counted and recorded; a sewer/water connection fee credit will be applied to a new structure built on the same property if the new permit is obtained within five years of the sewer/water fixture demolition and the number of removed plumbing connections is on record
• The sewer line must be exposed at the property line, cut and plugged, and inspected/approved by the Building Department before it may be covered
• A final inspection must be requested upon completion of the demolition; before scheduling the final inspection, all concrete and debris must be removed from the lot, all holes and depressions filled in, and the lot rough-graded
• A Demolition Permit Supplement form must be completed, specifying the address, owner, contractor, number of each type of plumbing fixture, type of structure, type of construction, number of stories, and total floor area (used to calculate the bond value at $0.50/sq ft)
