Codes adopted
Nevada does not mandate a single statewide building code edition. Under NRS 278.580, the governing body of each city or county may adopt its own building code, specifying design, soundness, and materials of structures, together with rules and ordinances for enforcement — a home-rule framework in which each jurisdiction selects and amends its code independently. There is no state-mandated IBC or IRC edition. The one statewide floor is for energy: under NRS 701.220, the Governor's Office of Energy (GOE) is required to adopt the most recently published edition of the International Energy Conservation Code (IECC) on a triennial basis. Upon adoption by GOE, local governments must incorporate that edition as the minimum energy standard and may adopt higher or more stringent requirements. GOE adopted the 2024 IECC, effective August 18, 2024, pursuant to NAC 701.185. Because building code editions, local amendments, and energy code effective dates vary by jurisdiction across Nevada, always confirm the current adopted edition and any local amendments with your specific city or county before submitting plans.
Permit types
Residential Building Permit (New Construction)
Required for all new single-family dwellings, duplexes, townhouses, and other one- and two-family residential construction in Sparks. Governed by the 2024 IRC with 2024 NNICC Amendments.
Residential Addition / Remodel Permit
Required for additions, structural alterations, remodels, room additions, patio covers, decks, and other residential alterations in Sparks. Governed by the 2024 IRC with 2024 NNICC Amendments.
Electrical Permit
Required for electrical work in Sparks, including new residential construction wiring, panel upgrades, new circuits, and service changes. All work must comply with the 2023 NEC with 2024 NNICC Amendments.
Plumbing Permit
Required for plumbing installations, alterations, and repairs in Sparks, including water heater replacements, fixture additions, sewer/water service line work, and gas piping. Governed by the 2024 Uniform Plumbing Code (UPC) with 2024 NNICC Amendments. NOTE: Sparks uses the UPC, not the International Plumbing Code.
Mechanical / HVAC Permit
Required for heating, ventilation, air conditioning, and related mechanical installations in Sparks. Mechanical permit fees are 100% of the principal amount using the same valuation table as building permits. Governed by the 2024 UMC or 2024 IMC (jurisdiction specifies) with 2024 NNICC Amendments.
Roofing Permit

Solar Photovoltaic (PV) Permit
Required for installation of rooftop or ground-mounted solar photovoltaic systems on residential properties in Sparks. Solar systems are listed on the Building Permits page as a common permit type. Governed by 2024 IRC with 2024 NNICC Amendments including NEC Article 690.
Accessory Dwelling Unit (ADU) Permit
Required for construction, conversion, or adaptation of an accessory dwelling unit (ADU) on a residential property in Sparks. Local rules are in SMC Section 20.03.003. Sparks is subject to NRS 278.257 (eff. July 1, 2026), which mandates ADU authorization as a rental housing option for cities with population ≥60,000 — Sparks (~110,000 pop.) qualifies.
Demolition Permit
Required for full or partial demolition of structures in Sparks. Demolition is listed on the Building Permits page as a common permit type.
Commercial Tenant Improvement Permit
Required for interior alterations, tenant build-outs, and improvements to commercial spaces in Sparks. Governed by the 2024 IBC with 2024 NNICC Amendments.
Swimming Pool / Spa Permit
Required for construction of in-ground or above-ground swimming pools, spas, and hot tubs in Sparks. Sparks has adopted the 2024 International Swimming Pool and Spa Code (ISPSC). Block / Screen Wall Permit

Tips & gotchas
- Sparks uses the 2024 Uniform Plumbing Code (UPC), not the International Plumbing Code — fixture counts, rules, and fee calculations differ from IPC jurisdictions.
- Paper permit applications are NOT accepted — all permits must be submitted through the ONE Regional Permitting portal (aca-prod.accela.com/ONE/), a shared Accela system used by Reno, Sparks, Washoe County, and Douglas County.
- Mechanical permit fees are 100% of the principal amount from the building permit valuation table — a $50,000 mechanical project costs the same in permit principal as a $50,000 building project.
- Sparks is in a Special Wind Region — minimum basic design wind speed is 120 mph (Vult). Structural drawings must address this.
- Seismic Design Category D2: structural design must include seismic force analysis per 2024 IBC/IRC.
- Ground snow load is 43 psf (Risk Category II) at the ~4,400 ft valley floor. Higher-elevation sites must use NNICC Table 1608.2.1 (East of U.S. 395 column for Sparks).
- Ice barrier underlayment is NOT required below 5,300 ft elevation (Sparks valley floor is ~4,400 ft); required above 5,300 ft per NNICC Table R301.2.
- Snow shedding onto adjacent properties is prohibited; snow shed impact areas must be designed to contain shedding snow (NNICC IBC Section 1503.6).
- The 2024 codes took effect January 1, 2026 per Ordinance 2649 (adopted Apr 14, 2025). The 2024 IFC took effect May 1, 2026 per Ordinance 2670.
- NRS 278.257 (eff. July 1, 2026): Sparks is subject to the state ADU mandate — ADUs may not be restricted from use as rental housing.
- Journeyman cards required: each individual working in electrical or plumbing trades must carry a Nevada apprentice, pre-apprentice, or journeyman card.
- A Special Inspection Agreement is required for special inspections under IBC Chapter 17; form available from the Sparks Applications page.
- The Sparks building permit fee brochure notes it is 'for estimating purposes only' — final fee is set by the building official.
