Residential Building Permit

Verified

Required for new single-family residential construction and any work regulated by the adopted 2021 IRC / 2024 IBC in Nibley. Nibley issues its own building permits independently of Cache County (confirmed via the county's own Building Division page, which lists Nibley among cities that 'issue their own permits'). Fees are valuation-based per Nibley's Consolidated Fee Schedule, using the same IRC-derived formula structure as the statewide model fee schedule.

Commercial Building Permit

Verified

Required for new commercial and industrial construction in Nibley, regulated by the adopted 2024 International Building Code (per Utah Code § 15A-2-103(1)(a), effective July 1, 2026). Nibley's official Building Department page states general submittal requirements without a residential/commercial distinction, and the Nibley City Consolidated Fee Schedule uses a single generic 'Building Permit Fee' valuation table (unlike some cities, this table is not separately labeled 'Commercial/Residential,' but nothing on the fee schedule or Building Department page restricts it to residential use). Commercial projects additionally trigger Development Services fees not applicable to single-family residential permits: a Commercial Site Plan Review Fee, a Public Works Inspection Fee for Commercial Development, a commercial-rate Stormwater Inspection Fee, use-specific Transportation Impact Fees, and a Commercial & Industrial Business License.

Commercial Tenant Improvement / Tenant Finish Permit

Verified

Required for interior remodel/tenant finish work in an existing commercial building in Nibley — e.g., a new tenant finishing out shell space, or an existing tenant remodeling — regulated by the adopted 2024 IBC and, for existing buildings, the 2024 International Existing Building Code (per Utah Code § 15A-2-103(1)(i)). Nibley does not publish a standalone tenant-improvement fee schedule; the same generic valuation-based Building Permit Fee table used for new construction applies, based on the value of the tenant-improvement work. Nibley's Planning & Zoning page states directly that impact fees — which represent the largest cost component of a new commercial building permit — are 'not charged for remodels, accessory buildings or additions, unless the addition is large enough to necessitate changing the size of the water meter,' meaning most tenant-improvement projects owe only the building permit fee, plan review fee, and any required business license, not the full impact-fee stack.

FAQ, quoted directly: 'Nibley City charges impact fees upon issuance of a building permit for new residential, commercial or industrial construction. Impact fees are not charged for remodels, accessory buildings or additions, unless the addition is large enough to necessitate changing the size of the water meter.' A tenant improvement is a remodel of existing space, so impact fees generally do not apply unless the project requires a larger water meter, in which case the applicable Water Impact Fee tier (see Commercial Building Permit entry) would apply.
