Residential Building Permit
VerifiedRequired for new single-family residential construction and any work regulated by the adopted 2021 IRC / 2024 IBC in Nibley. Nibley issues its own building permits independently of Cache County (confirmed via the county's own Building Division page, which lists Nibley among cities that 'issue their own permits'). Fees are valuation-based per Nibley's Consolidated Fee Schedule, using the same IRC-derived formula structure as the statewide model fee schedule.

Commercial Building Permit
VerifiedRequired for new commercial and industrial construction in Nibley, regulated by the adopted 2024 International Building Code (per Utah Code § 15A-2-103(1)(a), effective July 1, 2026). Nibley's official Building Department page states general submittal requirements without a residential/commercial distinction, and the Nibley City Consolidated Fee Schedule uses a single generic 'Building Permit Fee' valuation table (unlike some cities, this table is not separately labeled 'Commercial/Residential,' but nothing on the fee schedule or Building Department page restricts it to residential use). Commercial projects additionally trigger Development Services fees not applicable to single-family residential permits: a Commercial Site Plan Review Fee, a Public Works Inspection Fee for Commercial Development, a commercial-rate Stormwater Inspection Fee, use-specific Transportation Impact Fees, and a Commercial & Industrial Business License.

Commercial Tenant Improvement / Tenant Finish Permit
VerifiedRequired for interior remodel/tenant finish work in an existing commercial building in Nibley — e.g., a new tenant finishing out shell space, or an existing tenant remodeling — regulated by the adopted 2024 IBC and, for existing buildings, the 2024 International Existing Building Code (per Utah Code § 15A-2-103(1)(i)). Nibley does not publish a standalone tenant-improvement fee schedule; the same generic valuation-based Building Permit Fee table used for new construction applies, based on the value of the tenant-improvement work. Nibley's Planning & Zoning page states directly that impact fees — which represent the largest cost component of a new commercial building permit — are 'not charged for remodels, accessory buildings or additions, unless the addition is large enough to necessitate changing the size of the water meter,' meaning most tenant-improvement projects owe only the building permit fee, plan review fee, and any required business license, not the full impact-fee stack.

| Plan Review Fee | 0.1% of valuation of the improvement | Nibley City Consolidated Fee Schedule, 'Building Permits & Impact Fees' section: 'Plan Review Fee — 0.1% of valuation of the improvement.' |
| Impact Fees (water, sewer, park, transportation) | Not charged, in the typical case | Nibley City Planning & Zoning page, 'When does Nibley City charge impact fees?' FAQ, quoted directly: 'Nibley City charges impact fees upon issuance of a building permit for new residential, commercial or industrial construction. Impact fees are not charged for remodels, accessory buildings or additions, unless the addition is large enough to necessitate changing the size of the water meter.' A tenant improvement is a remodel of existing space, so impact fees generally do not apply unless the project requires a larger water meter, in which case the applicable Water Impact Fee tier (see Commercial Building Permit entry) would apply. |

Sign Permit
VerifiedNibley regulates permitted signs under City Code (NCC) 19.24.150, which requires a building permit for most sign types (per the code's Table of Permitted Signs) and a separate, Planning Commission-reviewed EMD Sign Permit for any Electronic Message Display sign.
Verified 2026-07-20 · Source
Requirements
- Most sign types require a building permit before erection, per NCC 19.24.150(F) — the Table of Permitted Signs specifies which sign types require it (nameplate signs are the noted exception)
- Sign applications must include a plot plan and site plan meeting the same document requirements as a commercial or manufacturing building, including how the sign is anchored or attached
- All sign bases, foundations, or supporting apparatus must be set back at least ten (10) feet from the property line
- Electronic Message Display (EMD) signs require a separate EMD Sign Permit, issued only after Planning Commission review
- Signs must comply with the electrical code, building code, and NCC 19.24.150 construction standards
Required documents
- RequiredSign Building Permit ApplicationRequired where a building permit applies to the sign type; must include a plot plan and site plan with details of how the sign is firmly anchored or attached to the building or ground
- OptionalEMD Sign Permit ApplicationRequired specifically for Electronic Message Display signs; reviewed by the Planning Commission. Applicant must submit written certification that light intensity will not exceed code maximums and that photocell dimming is installed, prior to permit issuance

EV Charger / EVSE Permit
Nibley's Consolidated Fee Schedule does not publish a distinct EV-charger fee line item, and the city has no general electrical-permit category — only the valuation-based Building Permit fee, a 0.1% Plan Review Fee, and a $50 Reinspection Fee. A full-text search of the fee schedule found zero mentions of 'EV,' 'electric vehicle,' 'charging station,' or 'EVSE,' and no separate standalone electrical-trade fee line item (unlike neighboring Cache County cities such as Logan or Millcreek). The city has not published explicit confirmation of how EV charger installs are billed, so this entry is marked partial confidence.
Reviewed 2026-07-20 · Source
Requirements
- Installation of a Level 2 or DC fast EV charger (EVSE) at a residential or commercial property
- Nibley uses the ICC codes as amended by the State of Utah (2023 NEC electrical code, adopted statewide per Utah Code § 15A-2-103(1)(g))
- Confirm applicable fee category directly with the Building Department before applying, since no EV-specific or general electrical-permit line item is published
Required documents
- RequiredBuilding Permit ApplicationSubmitted to the Nibley City Building Department; two copies of to-scale plans and a plot plan showing utility service locations are required per the city's official Building Department page.

Not confirmed as EV-specific; Nibley has no standalone electrical-permit or EV-charger line item, so this is the closest published fee that would likely apply if the city treats an EV charger install as valuation-based work. |

Solar / Solar PV Installation Permit
VerifiedNibley does not publish a distinct solar or solar-PV permit type or fee. A full-text search of both the 2024 Consolidated Fee Schedule and the current 2025-2026 Consolidated Fee Schedule (approved 1-30-2026) found zero mentions of 'solar' or 'photovoltaic' in either document, and Nibley's official Building Department and Planning & Zoning pages likewise contain no solar-specific application, ordinance, or requirement. Rooftop or ground-mounted solar-PV installations are therefore permitted and charged through the same generic valuation-based Building Permit used for all other construction, consistent with the fact that Nibley has no standalone electrical-trade permit fee line either.
Verified 2026-07-21 · Source
Requirements
- Installation of a rooftop or ground-mounted solar PV system at a residential or commercial property, regulated by the adopted 2024 IBC / 2021 IRC and 2023 National Electrical Code (per Utah Code § 15A-2-103(1)(a),(b),(g))
- Two copies of engineered, stamped (if applicable), to-scale plans; electronic plans may be submitted with the application, per Nibley's official Building Department page general submittal requirements (no separate solar-specific submittal checklist is published)
- To-scale plot plan showing location of the solar array and any associated equipment (inverters, disconnects, battery storage)
- Compliance with the adopted 2023 NEC for PV system wiring, disconnects, and interconnection
- Confirm applicable fee category directly with the Building Department before applying, since no solar-specific line item is published

- RequiredBuilding Permit ApplicationSubmitted online via Nibley's CivicReview application portal, linked from the official Building Department page; the same application/portal used for all other building permits, since no separate solar-PV application is published.
- RequiredEngineered/Stamped Plans (to-scale, showing PV array and equipment layout)Per Nibley's official Building Department page general submittal requirements; no reduced or solar-specific plan submittal checklist is separately published.

Fire Sprinkler System Permit
Nibley's Consolidated Fee Schedule (both the 2024 edition and the current 2025-2026 edition approved 1-30-2026, full text searched directly) contains no 'sprinkler' fee line item of any kind, and Nibley's Building Department and Planning & Zoning pages do not publish a separate fire-sprinkler application or checklist. Fire-code plan review for buildings, roads, and developments in Nibley is instead provided under an intergovernmental agreement with the Cache County Fire District, per Nibley's own 2020 Community Wildfire Preparedness Plan (CWPP): 'Nibley City also has an agreement with Cache County Fire to help provide plan reviews for buildings, roads, and developments to ensure future developments, streets and roads meet fire code' (fire suppression response itself is separately contracted to Hyrum City). Cache County Fire District's own published Fee Schedule webpage (cachecounty.gov/fire/cachecounty.org/firefeeschedule.html) returned no fee content when fetched and rendered directly (checked 2026-07-22), so whether Cache County Fire charges its own separate fire-sprinkler plan-review or permit fee on top of Nibley's building permit could not be independently verified. Absent a published distinct fee, sprinkler system installations are permitted through Nibley's standard valuation-based Building Permit, which is a genuinely governing fee for this work, plus the Business Licenses & Fees section's flat $45.00 Fire Marshall Inspection Fee.

- Installation, alteration, or extension of an automatic fire sprinkler system in a building within Nibley, regulated by the International Fire Code (IFC) as adopted and administered by the Utah State Fire Marshal's Office / Utah Fire Prevention Board (a separate adoption track from the Title 15A State Construction Code cycle that governs Nibley's IBC/IRC/IPC/IMC editions)
- Two copies of engineered, stamped (if applicable), to-scale plans; electronic plans may be submitted with the application, per Nibley's official Building Department page general submittal requirements (no sprinkler-specific submittal checklist is separately published)
- Fire-code plan review is coordinated through the Cache County Fire District under Nibley's intergovernmental fire-services agreement (contact: Rod Hammer, Cache County Fire Chief, rod.hammer@cachecounty.org, (435) 994-1549), per Nibley's own 2020 CWPP

| Fire Marshall Inspection Fee | $45.00 | Nibley City Consolidated Fee Schedule (2025-2026 edition, approved 1-30-2026), 'Business Licenses & Fees' section, row: 'Fire Marshall Inspection Fee -- $45.00.' The only fire-official-specific line item published in Nibley's own fee schedule. |
| Cache County Fire District plan-review/permit fee (unconfirmed) | Not verified | Cache County Fire District's own official Fee Schedule webpage (cachecounty.gov/fire/cachecounty.org/firefeeschedule.html) rendered with no fee content when fetched and loaded directly in a browser on 2026-07-22 -- the page displays only the 'Fee Schedule' heading with no table. A local newspaper (hjnews.com, referencing a proposed county fee increase) mentions county fire-service construction-permit fees differentiated by the presence of a sprinkler system, but that article describes a 'potential' increase discussed at a public hearing and does not confirm current adopted amounts or confirm applicability specifically to Nibley, so no dollar figure from it is used here. |
Fire Alarm System Permit
Nibley's Consolidated Fee Schedule (both the 2024 edition and the current 2025-2026 edition approved 1-30-2026, full text searched directly) contains no 'alarm' fee line item related to fire alarm systems, and Nibley's Building Department and Planning & Zoning pages do not publish a separate fire-alarm application or checklist. As with fire sprinkler systems, fire-code plan review for buildings in Nibley is provided under an intergovernmental agreement with the Cache County Fire District, per Nibley's own 2020 Community Wildfire Preparedness Plan: 'Nibley City also has an agreement with Cache County Fire to help provide plan reviews for buildings, roads, and developments to ensure future developments, streets and roads meet fire code' (fire suppression response is separately contracted to Hyrum City). Cache County Fire District's own published Fee Schedule webpage returned no fee content when fetched and rendered directly (checked 2026-07-22), so whether Cache County Fire charges its own separate fire-alarm plan-review or permit fee could not be independently verified. Absent a published distinct fee, fire alarm system installations are permitted through Nibley's standard valuation-based Building Permit plus the city's flat $45.00 Fire Marshall Inspection Fee.

Requirements
- Installation or alteration of a fire alarm system in a building within Nibley, regulated by the International Fire Code (IFC) and NFPA 72 as adopted and administered by the Utah State Fire Marshal's Office / Utah Fire Prevention Board (a separate adoption track from the Title 15A State Construction Code cycle that governs Nibley's IBC/IRC editions)
- Two copies of engineered, stamped (if applicable), to-scale plans; electronic plans may be submitted with the application, per Nibley's official Building Department page general submittal requirements (no fire-alarm-specific submittal checklist is separately published)
- Fire-code plan review is coordinated through the Cache County Fire District under Nibley's intergovernmental fire-services agreement (contact: Rod Hammer, Cache County Fire Chief, rod.hammer@cachecounty.org, (435) 994-1549), per Nibley's own 2020 CWPP
- Compliance with the adopted 2023 National Electrical Code for alarm system wiring and power connections
- Confirm applicable fee category and plan-review routing directly with the Nibley Building Department before applying, since no fire-alarm-specific line item is published on either the city's or Cache County Fire District's fee schedules
Required documents
- RequiredBuilding Permit ApplicationSubmitted to the Nibley City Building Department; two copies of to-scale, engineered plans showing the fire alarm system layout and device locations are required per the city's official Building Department page general submittal requirements.
Fee schedule
| Fee type | Amount | Notes |

| Building Permit Fee (valuation-based, closest published analog) | $24.00 minimum (valuation $1-$500), scaling per Nibley's published valuation table for higher-value work | Nibley City Consolidated Fee Schedule, 'Building Permit Fees' section (unchanged between the 2024 and current 2025-2026 editions). Not confirmed as fire-alarm-specific; Nibley has no standalone fire-alarm permit line item, so this is the closest published, genuinely governing fee for fire alarm installation work. |
| Plan Review Fee | 0.1% of valuation of the improvement | Nibley City Consolidated Fee Schedule, 'Building Permit Fees' section, present unchanged in both the 2024 and 2025-2026 editions. |
| Fire Marshall Inspection Fee | $45.00 | Nibley City Consolidated Fee Schedule (2025-2026 edition, approved 1-30-2026), 'Business Licenses & Fees' section, row: 'Fire Marshall Inspection Fee -- $45.00.' The only fire-official-specific line item published in Nibley's own fee schedule. |

Change of Use / Change of Occupancy Permit
VerifiedNibley does not publish a standalone Change of Use, Change of Occupancy, or existing-building Certificate of Occupancy re-issuance permit type or fee. Neither the 2024 nor the current 2025-2026 Consolidated Fee Schedule (full text searched directly) contains a 'change of use' or 'change of occupancy' line item, and Nibley's Building Department and Planning & Zoning pages do not list a distinct Change of Use application. A change in use or occupancy classification for an existing building or tenant space in Nibley is instead processed through the city's existing mechanisms: (1) a Conditional Use Permit under Nibley City Code (NCC) Title 19 zoning standards when the new use is listed as a conditional use in the applicable zone; (2) a new or updated Commercial & Industrial Business License for the occupant/use itself, per the Consolidated Fee Schedule's Business Licenses & Fees section; and (3) the underlying Building Permit / Commercial Tenant Improvement Permit process (see this file's commercial-tenant-improvement-permit entry) for any physical alterations and for the Building Official's occupancy-classification review under the adopted 2024 IBC / 2024 IEBC.

Requirements
- Change of use or occupancy classification for an existing building or tenant space in Nibley, reviewed under the adopted 2024 IBC Chapter 3 occupancy classifications and, for existing buildings, the 2024 International Existing Building Code (per Utah Code § 15A-2-103(1)(a),(i))
- No standalone 'Change of Use' or 'Change of Occupancy' permit type or application is published by Nibley -- the applicable pathway depends on whether the new use is a conditional use under NCC Title 19 zoning standards, whether a new occupant/business license is involved, and whether physical alterations are proposed
- A Conditional Use Permit is required under NCC Title 19 whenever the proposed new use is listed as a conditional use in the applicable zoning district, per the Consolidated Fee Schedule's 'Charges for Development Services' section and Nibley City Code Title 19 zoning standards
- A Commercial & Industrial Business License is required for the new occupant or new commercial use occupying the building, per the Consolidated Fee Schedule's Business Licenses & Fees section
- Where the change of use involves interior alterations, submittal follows the same Building Permit / Commercial Tenant Improvement Permit process as other commercial work, per Nibley's official Building Department page general submittal requirements
Required documents
- OptionalConditional Use Permit ApplicationRequired when the proposed new use is listed as a conditional use under Nibley City Code Title 19 zoning standards; reviewed by the Planning Commission, which meets the first and third Thursdays of each month, per Nibley's Planning & Zoning page.
- OptionalCommercial & Industrial Business License ApplicationRequired for a new tenant or new commercial/industrial use occupying the building, per the Consolidated Fee Schedule's Business Licenses & Fees section; not required if the existing licensed tenant/use is unchanged.
- OptionalBuilding Permit ApplicationRequired if the change of use involves any physical alteration to the space; submitted online via Nibley's CivicReview application portal, linked from the official Building Department page, the same application used for other building permits since no change-of-use-specific application is published.
Fee schedule
| Fee type | Amount | Notes |
|---|---|---|
| Conditional Use Permit (No Business License) | $100.00 | Nibley City Consolidated Fee Schedule (2025-2026 edition, approved 1-30-2026), 'Charges for Development Services' section, 'Planning Review Fees' table, row: 'Conditional Use Permit (No Business License) -- $100.00.' Applicable when the proposed new use is listed as a conditional use under Nibley City Code Title 19 zoning standards. (Note: an earlier edition of this fee schedule listed this same line item at $50.00; the current 2025-2026 edition lists $100.00.) |
| Commercial & Industrial Business License Fee | Initial (Jan-Dec): $250.00. Initial (July-Dec): $125.00. Renewal (Jan-Dec): $150.00. | Nibley City Consolidated Fee Schedule, 'Business Licenses & Fees' section. Applies when the change of use involves a new tenant or new use requiring its own business license, not a like-for-like continuation by an already-licensed tenant. |
| Building Permit Fee / Plan Review Fee (if physical alterations are involved) | Same valuation-based Building Permit Fee table and 0.1% Plan Review Fee documented in this file's commercial-tenant-improvement-permit entry | No separate change-of-use fee table is published; where the change of use requires interior alteration, the standard Building Permit / Commercial Tenant Improvement Permit fee mechanism applies to the value of that work. |
| Impact Fees | Not charged, in the typical case | Nibley City Planning & Zoning page, 'When does Nibley City charge impact fees?' FAQ: 'Nibley City charges impact fees upon issuance of a building permit for new residential, commercial or industrial construction. Impact fees are not charged for remodels, accessory buildings or additions, unless the addition is large enough to necessitate changing the size of the water meter.' A change of use without new construction is generally treated as a remodel/continuation of existing space and does not itself trigger impact fees. |
