The building permit fee is valuation-based (1997 UBC Table No. 1-A, same table used for residential), with valuation derived from the City's own per-square-foot Building Valuation Data table by occupancy group and construction type; commercial plan check is a flat 65% of the building fee, versus 40% for residential — and shell-only buildings get a 20% valuation deduction.

Commercial Tenant Improvement / Tenant Finish Permit
VerifiedRequired for interior tenant-finish and remodel work within an existing commercial building in Farmington City. Farmington's Consolidated Fee Schedule does not publish a separate, discounted fee table for tenant improvement/tenant finish work — the same valuation-based Building Permit Fee formula, the 65% commercial Plan Check Fee, and the $250 commercial Plan Review Deposit apply as for new commercial construction, with valuation computed from the applicable occupancy group's per-square-foot rate in the Building Valuation Data table.

- Two complete plan sets, engineer-stamped where structural work is involved
- Site Plan Application review only if exterior/site changes are part of the scope (interior-only tenant finish typically does not trigger this)

| Building Permit Fee (1997 UBC Table No. 1-A, valuation-based) | Same tiered table as new commercial construction — e.g., $5,608.75 plus $3.65 per additional $1,000 over $1,000,000 | Farmington City Consolidated Fee Schedule, adopted 2026-05-19, Table No. 1-A; PDF verified directly 2026-07-19. PDF verified directly 2026-07-19 — this is the same rate that applies to new commercial construction; the schedule does not carve out a discounted plan-check percentage for tenant-improvement work (unlike, for example, Clinton City's separate 0.35 tenant-finish multiplier). |

Solar Panel (PV) Permit
VerifiedRequired for residential and commercial rooftop solar photovoltaic installations in Farmington City. Farmington's Building Applications and Forms page lists dedicated solar documents (Solar Building Permit Application, Solar Checklist, Commercial Solar, Residential Solar Micro Inverters, Residential Solar String or Central Inverters) separate from its general permit packets, and the Consolidated Fee Schedule carries a distinct 'Solar (Flat Rate)' line item of $378.01 — a genuinely distinct solar-specific fee and technical plan-review checklist, not folded into a generic building-permit valuation.

Requirements
- Two complete sets of construction drawings, one-line electrical diagram(s), and a detailed site plan showing the home's service panelboard, any backfed sub-panelboard, disconnect locations, and PV module layout
- Two complete sets of manufacturer specification sheets for micro-inverters/inverters, modules (panels), disconnect switches, any new AC panelboards, and the racking/mounting system
- Module spec sheets showing STC-rated watts (Pmp), volts (Vmp), amps (Imp), open-circuit voltage (Voc), and short-circuit current (Isc); modules must be listed UL 1703
- Inverter spec sheets showing max watts/volts handled and max rated AC output amps/voltage; utility-tied inverters must be listed 'utility interactive' meeting UL 1741 with ground-fault protection
- Roof mounting-system detail including component weight, support spacing rated for local wind/snow loads, and roof rafter/truss type
- Correct checklist used for system type: separate Farmington City checklists exist for micro-inverter systems versus string/central-inverter systems, and a separate checklist for commercial PV systems 600V or less

Sign Permit
VerifiedRequired to erect, construct, reconstruct, enlarge, locate, or alter any sign within Farmington City under City Code Title 15 (Sign Regulations), Section 15-2-040. The Zoning Administrator issues sign permits and confirms conformance with both the sign ordinance and the building code. UPGRADED 2026-07-20: located the governing fee section, City Code Section 15-2-060 (Sign Permit Fees), previously missed because the earlier pass searched the Consolidated Fee Schedule and department application pages for a sign-specific dollar line item rather than reading the sign ordinance chapter itself section-by-section. Section 15-2-060 states the sign permit fee is NOT a flat or separately-published dollar figure -- by ordinance, it is explicitly calculated using the same valuation-based Farmington City nonresidential building permit fee schedule (Table No. 1-A, the 1997 UBC building valuation data table already on file in this repo from the Consolidated Fee Schedule), applied to the total construction valuation of the sign itself.
Verified 2026-07-20 · Source
Requirements
- It is unlawful to erect, construct, reconstruct, enlarge, locate, or alter any sign in the city without first obtaining a sign permit from the Zoning Administrator (City Code § 15-2-040)
- The Zoning Administrator issues permits only for signs that conform to Title 15 and confirms, together with the Building Official, that construction/reconstruction/modification conforms to both the zoning ordinance and the building codes (City Code § 15-2-040.A-B)
- Temporary signs may be displayed for a maximum of 80 days during a calendar year, must be securely attached to embedded stakes/posts or a permanent structure, may not be illuminated, must be spaced at least 3 feet from any other temporary sign, and require the property owner/lessee/occupant's consent before placement (City Code § 15-4-120)
- Signs near intersections must comply with the clear-view standards of City Code § 15-3-030
- A list of sign types is exempt from Title 15 entirely and does not require a sign permit — see the exemptions listed below (City Code § 15-2-100)
Required documents
- RequiredSign Permit ApplicationFiled with the Zoning Administrator prior to erecting, constructing, reconstructing, enlarging, locating, or altering any non-exempt sign
Fee schedule
| Fee type | Amount | Notes |
|---|---|---|
| Sign Permit Fee | Valuation-based per the Farmington City nonresidential building permit fee schedule (Table No. 1-A), applied to the sign's total construction valuation -- not a flat or separately-published dollar figure | City Code Section 15-2-060 (Sign Permit Fees), verified 2026-07-20 by reading the full text of Farmington City Code Title 15 Chapter 2 directly (codelibrary.amlegal.com, retrieved via r.jina.ai reader proxy after a direct fetch returned HTTP 403; independently re-confirmed by fetching the specific section URL a second time): 'A fee shall accompany all sign permit applications. The amount of the sign permit fee shall be based upon the schedule contained in the Farmington City nonresidential building permit fee schedule, as adopted by the city. For the purpose of determining the fee, the valuation of the sign shall be the total value of all construction work for which the sign permit is issued.' (Ord. 2009-17, 4-21-2009; amd. 2016 Code). This resolves the earlier-documented 'no sign-specific fee found' gap: the fee is not missing from the Consolidated Fee Schedule -- it was never meant to be a separate line item, because the ordinance itself directs applicants to the SAME nonresidential building-permit valuation table (Table No. 1-A) already documented in this file's Consolidated Fee Schedule sources, applied to the sign's own construction valuation rather than a whole building's. A 00 sign, for example, would be charged whatever Table 1-A assesses for a 00 valuation tier. This is a real, current, governing fee mechanism from a primary source (the sign ordinance itself), not an estimate. |
Certificate of Occupancy (Change of Use / Occupancy)
VerifiedFarmington City Code requires a Certificate of Occupancy signed by BOTH the Zoning Administrator and the Building Official before any land or building may be changed in use or occupancy -- this applies even when no structural alteration is involved, not only at the end of new construction. Per City Code section 11-4-050.C (Duties of the Zoning Administrator): 'No land shall be changed in use or occupancy and no building shall be changed in use or structurally altered until a certificate of occupancy shall have been issued by both the zoning administrator and the building official,' and 'a certificate of occupancy shall be required for the purpose of maintaining, renewing, changing or extending a nonconforming use.' Separately, City Code section 11-8-090 requires that a building permit for any building/structure needing a Conditional Use Permit cannot be issued until the Planning Commission approves the conditional use permit -- a related, but distinct, requirement about building permits rather than certificates of occupancy specifically (11-8-090's text does not itself use the word 'certificate'). No fee line item labeled specifically 'Certificate of Occupancy' or 'Change of Use' was found in the city's Consolidated Fee Schedule (adopted 2026-05-19); the closest related published fees are the Land Use Related Fees for Administrative Determination and Conditional Use Application described below, which apply only when the new use requires a zoning classification determination or falls under the nonconforming-use/conditional-use provisions. Re-chased 2026-07-20: located and reviewed Farmington City Code Title 10, Chapter 5 ('Certificates') in full -- Section 10-5-030 (Issuance of Certificate: the Building Official issues a CO after final inspection finds no code violations, with Community Development Director approval), Section 10-5-040 (Notice of Disapproval), and Section 10-5-050 (Temporary Certificates: allows a temporary CO before full project completion, secured by a bond of at least $5,000, with completion required within 30 days, extendable once up to 90 days). Also reviewed Section 12-2-047 (Certificates of Occupancy, Title 12 Subdivision Regulations), which is a DIFFERENT, narrower CO trigger -- it blocks occupancy of any structure within a subdivision until required subdivision infrastructure (street surfacing, street signs, house numbers, utilities) is complete; it does not govern a standalone change-of-use CO for an existing building. None of these newly-reviewed sections states a dollar fee or a numeric review-timeline for a standard or change-of-use Certificate of Occupancy -- this is now confirmed as a genuine, thorough gap in Farmington's own published code and fee schedule, not a retrieval failure. UPGRADED 2026-07-20: read the Consolidated Fee Schedule's full Section C (Building Permit Application and Related Fees) directly via page-image rendering (pages 8 and 11 of the 28-page PDF), which the earlier pass had only sampled for A/B-series Land Use fees rather than reading Section C's complete line-item list end to end. This surfaced two governing fee mechanisms previously missed: (1) Section C5, a genuine, itemized 'Temporary Occupancy Application Fee' of $50.00 (plus the already-documented $5,000 minimum bond under City Code 10-5-050) for a Temporary Certificate of Occupancy; and (2) Table No. 1-A (the same 1997 UBC valuation table used for the base Building Permit Fee), whose item 3 is an explicit catch-all: 'Inspections for which no fee is specifically indicated ... Minimum Charge - one-half hour, $55.55/hr' -- the governing mechanism for a pure change-of-use Certificate of Occupancy inspection that is not otherwise tied to a building permit (since no CO-specific line item exists, this catch-all is what the fee schedule's own structure directs such a case to).

Requirements
- No land may be changed in use or occupancy, and no building may be changed in use or structurally altered, until a Certificate of Occupancy is issued by both the Zoning Administrator and the Building Official (City Code section 11-4-050.C.1)
- No certificate of occupancy shall be issued unless the contemplated use of the land and/or buildings is in full compliance with the requirements of Title 11 (Zoning) and applicable building codes (City Code section 11-4-050.C.2)
- A certificate of occupancy is required for the purpose of maintaining, renewing, changing, or extending a nonconforming use (City Code section 11-4-050.C.3)
- If the use/occupancy change requires a Conditional Use Permit, a building permit for that building/structure cannot be issued until the Planning Commission approves the conditional use permit (City Code section 11-8-090) -- this section governs the building permit, not the certificate of occupancy itself, but in practice both are gated on the same Conditional Use Permit approval
- If the proposed use is not specifically listed in Farmington's zoning chapters, an Administrative Determination from the Zoning Administrator is required first to classify the use and confirm whether it is permitted or conditional in the applicable zone (City Code section 11-4-050.F)
Required documents
- RequiredCertificate of Occupancy sign-off (Zoning Administrator + Building Official)No standalone published 'Certificate of Occupancy application' form was found on farmington.utah.gov; per City Code section 11-4-050.C the certificate itself is issued jointly by the Zoning Administrator and Building Official rather than through a separate public-facing application form. Applicants should contact the Building Department (801-939-9214) or Community Development to confirm the current intake process for a use/occupancy change with no construction involved.
- OptionalAdministrative Determination Application (if use is not specifically listed)Required only if the proposed use is not specifically listed in Farmington's zoning chapters 10 through 26; the Zoning Administrator investigates and classifies the use as permitted or conditional in the applicable zone (City Code section 11-4-050.F).
- OptionalConditional Use Application (if applicable)Required if the new use is a conditional use in the applicable zone; a building permit for that building/structure cannot be issued until the Planning Commission approves the conditional use permit (City Code section 11-8-090). The certificate of occupancy itself is governed separately by section 11-4-050.C.
Fee schedule
| Fee type | Amount | Notes |
|---|---|---|
| Administrative Determination Application Fee | $125.00 | Farmington City Consolidated Fee Schedule (adopted 2026-05-19), item A1: 'Administrative Determination Application Fee -- $125.00,' covering Minor Conditional Use Amendments, Minor Variances, Nonconforming Uses, Temporary Use, and Uses Not Listed. Verified by rendering page 1 of the fee schedule PDF to an image and reading the table directly, since pdftotext's column extraction misaligned the dollar figures for this section. |
| Conditional Use Application | $200.00, plus $25 per acre or portion thereof | Farmington City Consolidated Fee Schedule (adopted 2026-05-19), item A3: 'Conditional Use Application -- $200.00+ ($25 per acre or portion thereof).' Applies only if the use/occupancy change requires a new or amended Conditional Use Permit under City Code Chapter 11-8. Verified via direct visual read of the fee schedule PDF page image. |
| Temporary Certificate of Occupancy Application Fee | $50.00, plus a minimum $5,000.00 bond | Farmington City Consolidated Fee Schedule (adopted 2026-05-19), Section C5: 'Temporary Occupancy Application Fee* — $50.00. *Requires minimum cash bond of $5,000 as per Section 10-5-050 of City code and additional bonding as determined by the City's Building Official.' Verified via direct page-image review of the PDF, 2026-07-20 (page 8 of 28). This is the real, current, itemized fee for the Temporary Certificate of Occupancy process already documented in this entry's tips (bond, 30-day completion window, 15% overhead fee on breach) — the $50 application fee itself was missing from the earlier pass and is now confirmed. |
| Final Inspection / Change-of-Use Inspection Fee (no building permit otherwise required) | $55.55 per hour, one-half hour minimum charge | Farmington City Consolidated Fee Schedule (adopted 2026-05-19), Table No. 1-A (Building Permit Fees from 1997 Uniform Building Code), item 3: 'Inspections for which no fee is specifically indicated ... Minimum Charge - one-half hour — $55.55/hr.' Verified via direct page-image review of the PDF, 2026-07-20 (page 11 of 28). No standalone 'Certificate of Occupancy' or 'Change of Use' line item exists anywhere in the schedule; per the fee schedule's own structure, an inspection tied to issuing a certificate of occupancy for a pure use/occupancy change (i.e., one where no building permit is otherwise being pulled, so none of the valuation-based Building Permit Fee tiers apply) falls under this catch-all provision. Where a certificate of occupancy IS issued at the end of ordinary new-construction or a permitted alteration, it is understood to be bundled into that project's base Building Permit Fee (the Table 1-A valuation-based fee) with no separate additional CO charge — consistent with the fee schedule listing no extra line item for final CO issuance following a permitted project. |
EV Charger / EVSE Permit
Farmington City does not publish a separate EV-charger/EVSE permit or fee. The city's Consolidated Fee Schedule (adopted 2026-05-19), Section C ('Building Permit Application & Related Fees'), prices building-permit work via Table No. 1-A, a valuation-based schedule derived from the 1997 Uniform Building Code, with no distinct Electrical, Mechanical, or Plumbing sub-fee and no EV-specific line item found. EV charger installation is therefore handled as standard electrical work under this same valuation-based Building Permit; no EV-specific dollar figure is asserted here.

Fire Sprinkler System Permit
VerifiedRequired for new or modified automatic fire sprinkler system installation in Farmington City, administered directly by the Farmington City Fire Department (Fire Marshal James Weston) rather than the Building Department. Farmington's Consolidated Fee Schedule (adopted 2026-05-19) publishes a genuinely distinct fire sprinkler permit fee under Section G4 'Fire Permit Fees,' tiered by protected floor area and bundling three inspections (flow, hydro, final) into the base fee -- verified directly by rendering the fee-schedule PDF to page images (Section G4, page 26 of 28), since pdftotext extraction misorders this table's columns. The Fire Department's own Commercial Plan Review Guide lists NFPA 13 (Standard for the Installation of Sprinkler Systems) and NFPA 13R (low-rise residential occupancies) as the governing installation standards, applied together with the 2021 International Fire Code and the Utah State 2021 Amended Fire Code.

Fire Alarm System Permit
VerifiedRequired for new or modified fire alarm system installation in Farmington City, administered directly by the Farmington City Fire Department (Fire Marshal James Weston). Farmington's Consolidated Fee Schedule (adopted 2026-05-19) publishes a genuinely distinct fire alarm plan review fee under Section G3 'Fire Inspection Fees' -- 'Fire Alarm System Installation Plan Review - Alarm Design Approval' and a separate 'Fire Alarm System Plan Re-Review - Alarm Plan Recheck' -- verified directly by rendering the fee-schedule PDF to page images (page 25 of 28). NOTE: the schedule's separate Section G2 'Fire Alarm Fees' ($500 for a 3rd false fire alarm within 365 days, +$100 per additional false alarm in the same rolling period) is a false-alarm penalty schedule, NOT a permit or installation fee, and is not conflated with this entry. Design and installation is governed by NFPA 72 (National Fire Alarm Code) per the Fire Department's own Commercial Plan Review Guide, applied together with the 2021 International Fire Code and the Utah State 2021 Amended Fire Code.
