Codes adopted

2024 International Building Code (IBC) — Utah Code § 15A-2-103(1)(a); CURRENT as of 7/1/2026 (confirmed by direct fetch of the live statute 2026-07-16). Supersedes the 2021 IBC, which governed through 6/30/2026. Matches Syracuse's own Building Department page (live-checked via browser 2026-07-16), which lists '2024 IBC' among its currently-adopted codes.2021 International Residential Code (IRC) — Utah Code § 15A-2-103(1)(b); UNCHANGED by the 7/1/2026 code cycle (confirmed by direct statute fetch 2026-07-16). NOTE (2026-07-16 city-page discrepancy): Syracuse's own Building Department page (syracuseut.gov/160/Building), live-checked via browser 2026-07-16, states verbatim: 'Syracuse City has adopted minimum design and construction requirements found in the 2024 IBC, IPC, IMC and IRC, as well as the 2023 NEC (Please note, starting July 1, 2026, the state of Utah will be adopting the 2024 International Building Codes, IBC, IPC, IMC, IFC, IFGC, IEBC, and IECC, while the International Residential Code (IRC) will remain 2024, and the National Electrical Code (NEC) will remain 2023).' The city's own page appears to have an error here, listing IRC as 2024 both currently and going forward. Utah is a statewide-mandatory-code state — Utah Code § 15A-1-204 requires the state and every political subdivision to follow the State Construction Code, and a municipality cannot unilaterally adopt a different IRC edition than the state. This JSON follows the statute (2021 IRC, confirmed directly against the live Utah Code) rather than propagating the city page's apparent error; the discrepancy is recorded here rather than silently corrected on the city's behalf.2024 International Plumbing Code (IPC) — Utah Code § 15A-2-103(1)(d); CURRENT as of 7/1/2026 (confirmed by direct statute fetch 2026-07-16). Supersedes the 2021 IPC, which governed through 6/30/2026. Matches Syracuse's own Building Department page.2024 International Mechanical Code (IMC) — Utah Code § 15A-2-103(1)(e); CURRENT as of 7/1/2026 (confirmed by direct statute fetch 2026-07-16). Supersedes the 2021 IMC, which governed through 6/30/2026. Matches Syracuse's own Building Department page.2024 International Fuel Gas Code (IFGC) — Utah Code § 15A-2-103(1)(f); CURRENT as of 7/1/2026 (confirmed by direct statute fetch 2026-07-16). Supersedes the 2021 IFGC, which governed through 6/30/2026.2023 National Electrical Code (NEC) — Utah Code § 15A-2-103(1)(g); UNCHANGED by the 7/1/2026 code cycle. Confirmed live on Syracuse's Building Department page (re-fetched 2026-07-16: '...as well as the 2023 NEC').2024 International Energy Conservation Code (IECC) — Utah Code § 15A-2-103(1)(h); CURRENT as of 7/1/2026 (confirmed by direct statute fetch 2026-07-16). ONE statewide edition — no residential/commercial split. Supersedes the 2021 IECC, which governed through 6/30/2026.2024 International Existing Building Code (IEBC) — Utah Code § 15A-2-103(1)(i); CURRENT as of 7/1/2026 (confirmed by direct statute fetch 2026-07-16). Supersedes the 2021 IEBC, which governed through 6/30/2026.NOTE (2026-07-16 corpus-staleness fix, including correction of a known IFC error): A prior version of this file correctly anticipated that '2024 International Building Codes' would take effect 7/1/2026, but the codesAdopted entries above had not been flipped to reflect that the date has now passed — IBC/IPC/IMC were still incorrectly stated as '2021 ... currently in effect.' That has been corrected above (IFGC and IEBC entries have also been added, since the statute adopts both). Separately, the prior version's forecast NOTE listed IFC among the codes 'taking effect' 7/1/2026 — that was WRONG and has been removed here: Utah Code § 15A-2-103 contains NO International Fire Code subsection at all and does not adopt any IFC edition, in any year. (Syracuse's own Building Department page does independently mention IFC in its own forecast language, quoted above — that is the city's own text, not something §15A-2-103 adopts, so no IFC entry appears in this codesAdopted array.)Syracuse Municipal Code Chapter 9.15 (Construction Codes, §§ 9.15.010-9.15.070) codifies adoption by reference of the building code, Uniform Plumbing Code, National Electrical Code, and Uniform Mechanical Code 'as published by' the respective national code bodies 'and currently adopted by the state of Utah,' with successive state amendments/editions incorporated automatically upon their Utah State statutory effective date — consistent with the statewide framework under Utah Code Title 15A. Confirmed by direct browser fetch of the live codepublishing.com page (2026-07-16); the site returns HTTP 403 to curl/plain fetch (Cloudflare WAF challenge) but renders normally in a browser. The live chapter also includes § 9.15.070, Adoption of the 2006 Edition of the Utah Wildland Urban Interface Code (Ord. 25-42 § 1), not previously captured in this file.Syracuse Municipal Code § 9.15.050 adopts by reference the ICC's Building Valuation Data for determining new-construction valuation, consistent with the city's Consolidated Fee Schedule building-value permit-fee tiers.

EV Charger / EVSE Permit

Verified

Syracuse does not publish a distinct EV-charger/EVSE fee category, and its Consolidated Fee Schedule's Building section publishes no separate standalone Electrical Permit fee at all. All Building Department trade work — including EV charger/EVSE installation (a dedicated circuit and/or panel work) — is billed under the single General Building Valuation table in the Plan Check Fees section. This was confirmed by a direct read of the Building section (pages 1-2 of the Consolidated Fee Schedule, approved 06-09-2026, effective July 1, 2026), which lists Bond Fees, Plan Check Fees (including the General Building Valuation table), Pools/Tubs/Spas, Residential Solar Panels, Accessory Structures, Impact Fees, Connection Fees, Inspection Fees, and Sign Permit Fees — with no separate electrical or EV-specific line item anywhere in that section.

Fire Sprinkler / Fire Alarm System Permit

Verified

Syracuse has its own in-house Fire Department (confirmed 2026-07-22 — Syracuse is not served by a joint fire district; North Davis Fire District serves only West Point, Clearfield, and Sunset, per North Davis Fire District's own site). Fire sprinkler (suppression) and fire alarm system plan review and inspection are handled together as a single Fire Department process — the Consolidated Fee Schedule's Public Safety & Public Works / Fire Department section groups 'Building, Fire Alarm System, Suppression System, Specialized System, Misc.' under one Plan Reviews line item and one Inspections line item, rather than pricing fire alarm and fire sprinkler separately, so this entry treats them as a single combined permit category matching the city's own organization of the fee schedule.

Verified 2026-07-22 · Source

Requirements

  • Installation of an automatic fire sprinkler (suppression) system and/or a fire alarm system in a commercial or multi-family building, subject to Fire Department plan review in addition to the standard Building Permit / Commercial Building Permit or Tenant Improvement Permit process
  • Plans submitted for Fire Department review (Building, Fire Alarm System, Suppression System, Specialized System, or Miscellaneous plan types are all billed under the same Plan Reviews line item, per the Consolidated Fee Schedule)
  • Water-flow, fire alarm, suppression, specialized, or miscellaneous fire-system inspection performed by the Fire Department, separate from the Building Department's general construction inspections
  • Digital application via the City's CivicReview online portal, consistent with Syracuse's other building-permit-adjacent processes; no separate stand-alone online fire-system application or portal was found on syracuseut.gov as of 2026-07-22

This is a separate line item, in the Building Department's own Plan Check Fees table (page 1 of 13), distinct from the Fire Department's own Plan Reviews/Inspections lines above (page 10 of 13) — both appear in the same Consolidated Fee Schedule document without an explanation of how the two relate; recorded here exactly as published rather than reconciled or guessed at.

Change of Use / Change of Occupancy (Certificate of Occupancy)

Syracuse does not publish a standalone 'Change of Use' or 'Change of Occupancy' application or fee — a change of occupancy is regulated through the standard building permit process and the Certificate of Occupancy requirement in Municipal Code § 9.05.040. Per Syracuse Municipal Code Chapter 10.10 (Definitions), a 'Certificate of occupancy' is 'authority granted by the Building Official to occupy or use a building upon satisfying City ordinances and all site plan and building code requirements'; § 9.05.040 states no person will occupy any structure until a certificate of occupancy has been issued, and occupying without one is a cited violation. Statewide-adopted code (2024 IBC/2021 IRC, Utah Code § 15A-2-103) requires a permit for any owner who intends to 'construct, enlarge, repair, alter, move, demolish or change the occupancy of a building or structure,' so a change of use that changes occupancy classification is processed as part of the Commercial Building Permit or Commercial Tenant Improvement Permit (see those entries in this file) rather than through a separate change-of-use product.

Requirements

  • No standalone change-of-use or change-of-occupancy application exists in Syracuse — the applicable process depends on whether construction/occupancy-classification change accompanies the use change
  • A Certificate of Occupancy (Municipal Code § 9.05.040) must be issued by the Building Official before a structure or portion of a structure may be occupied; occupying without one is a cited violation
  • If the change of use involves construction or a change in occupancy classification: processed through the Commercial Building Permit or Commercial Tenant Improvement / Tenant Finish Permit, per the statewide-mandatory 2024 IBC (Utah Code § 15A-2-103(1)(a)) requirement that a permit be obtained to 'change the occupancy of a building or structure'
  • If the change of use involves no construction: a new occupant/business obtains a standard Commercial Business License for the space, per the Consolidated Fee Schedule's 'Commercial Business' fee tiers
  • A legally nonconforming use changing to a different nonconforming use additionally requires Planning Commission approval, per Syracuse Municipal Code § 10.25.070(C)

Required documents

  • OptionalBuilding Permit Application — Commercial Building or Tenant Improvement (if construction or occupancy-classification change accompanies the change of use)Same application used for the Commercial Building Permit / Commercial Tenant Improvement Permit; occupancy classification is determined during this permit's plan review.
