Codes adopted

2024 International Building Code (IBC), including Appendices C and J, with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(a), currently in force in West Bountiful as in all Utah jurisdictions since July 1, 2026 (superseded the 2021 IBC).2021 International Residential Code (IRC) with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(b), unchanged by the July 1, 2026 code cycle flip. Note: West Bountiful's own Building Permits page (wbcityut.gov/building-permits) still instructs applicants to submit 'Building Plans/Drawings per 2015 IRC' (re-confirmed live 2026-07-16), which appears to be stale/unrevised web copy rather than a deliberate local amendment — Utah's Building Code Commission sets a single statewide IRC edition and West Bountiful does not publish any ordinance opting out of the current statewide cycle, so the current statewide 2021 IRC is used here rather than the page's stale reference.2024 International Plumbing Code (IPC) with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(d), in force since July 1, 2026 (superseded the 2021 IPC).2024 International Mechanical Code (IMC) with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(e), in force since July 1, 2026 (superseded the 2021 IMC).2024 International Fuel Gas Code (IFGC) — statewide-adopted edition per Utah Code § 15A-2-103(1)(f), in force since July 1, 2026; not separately itemized on West Bountiful's own Building Permits page, added here as it applies statewide.2024 International Existing Building Code (IEBC) with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(i), in force since July 1, 2026 (superseded the 2021 IEBC).2024 International Energy Conservation Code (IECC) with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(h), in force since July 1, 2026 (superseded the 2021 IECC; one edition applies statewide, no separate residential/commercial split).2023 National Electrical Code (NEC) — statewide-adopted edition per Utah Code § 15A-2-103(1)(g), unchanged by the July 1, 2026 code cycle flip.

Verified

Required for new single-family residential construction, additions, remodels, and other structural work regulated by the Utah-adopted IRC/IBC. Plan review and inspections are performed by Sunrise Engineering under contract to the City; the City itself issues the permit and collects all fees.

Fire Sprinkler System Permit

Verified

Required for installation or modification of an automatic fire sprinkler (suppression) system in West Bountiful. Fire protection system plan review and permitting for West Bountiful is handled by South Davis Metro Fire (SDMF), the fire agency serving West Bountiful, Bountiful, Centerville, North Salt Lake, and Woods Cross — this is a separate submittal and fee from the City's own building permit process.

Verified 2026-07-20 · Source

Requirements

  • Installation, modification, or removal from service of an automatic fire protection (suppression) system, fire pumps and related fuel tanks, jockey pumps, controllers, or a standpipe system
  • Per International Fire Code Section 104.7.2, SDMF requires a 'technical opinion and report' (peer review) of plans for these systems
  • Projects with more than 10 sprinkler devices are treated as a deferred submittal and reviewed by a qualified third-party peer reviewer rather than by SDMF directly
  • Submit plan review application and plans to fireplans@sdmetrofire.gov

Required documents

  • RequiredPlan Review ApplicationSDMF plan review application form, submitted with fire sprinkler plans to fireplans@sdmetrofire.gov
  • RequiredFire Sprinkler System PlansPlans, specifications, and calculations for the automatic sprinkler system
  • OptionalThird-Party Peer Review ReportRequired for systems with more than 10 devices — a 'technical opinion and report' from an SDMF-approved third-party reviewer, per IFC 104.7.2

Fee schedule

This is the plan-review component referenced imprecisely on SDMF's website as 'will require a plan review fee of $100 if there are less than 10 devices' (see Deferred Submittal fee below for the 10+-device case, where this fee is waived in favor of third-party review).
Fire Sprinkler System Permit$300SDMF Fee Ordinance (04/2024), same section: 'Fire sprinkler system permit (3 Inspections) ... $300.' This flat $300 permit fee includes 3 inspections and is separate from (in addition to) the hourly Sprinkler Plan Review fee above. SDMF's website (sdmetrofire.gov/copy-of-plan-reviews-1) independently confirms the $300 figure under 'SUPPRESSION REVIEWS - $300 (review /2 inspections)' — the formal fee ordinance's '3 Inspections' is treated as authoritative over the website's '2 inspections' wording since the ordinance is the dated, official fee-setting document.
Deferred Submittal (10+ devices)No additional SDMF plan review feeSouth Davis Metro Fire, Plan Reviews page (sdmetrofire.gov/copy-of-plan-reviews-1, re-fetched live 2026-07-20): 'DEFERRED SUBMITTALS - If there are more than 10 devices, the plans will need to be reviewed by a qualified 3rd party reviewer... and will not require a plan review fee.' The third-party reviewer is paid separately by the applicant; SDMF's own Sprinkler Plan Review fee (above) is waived in this case. The $300 permit fee itself is not stated as waived.

Fire Alarm System Permit

Verified

Required for installation or modification of a fire alarm and detection system in West Bountiful. As with fire sprinkler permits, fire alarm plan review and permitting is handled by South Davis Metro Fire (SDMF), separately from the City's building permit process.

Change of Use / Certificate of Occupancy

West Bountiful does not publish a standalone change-of-use or certificate-of-occupancy permit or fee. A live review of the City's Building Permits page, Forms & Permits index, and the Consolidated Fee Schedule (all re-checked 2026-07-22) found no distinct change-of-use or certificate-of-occupancy line item anywhere. In practice, a change of occupancy or use in an existing commercial building is verified through West Bountiful's Commercial Business License process (WBMC Title 5, fee schedule ref. WBMC 5.04.04): the license application itself carries 'For Official Use Only' sign-off fields for Health Department inspection/approval, Fire Inspection date(s), Fire Marshal approval, and Conditional Use requirement/approval, so a new business cannot legally begin operating in a space — including one with a different use than its prior occupant — without passing through this sign-off chain. This is documented here as the closest functional equivalent to a change-of-use/CO process, not as a dedicated permit type in its own right.

Reviewed 2026-07-22 · Source

Requirements

  • No standalone change-of-use or certificate-of-occupancy permit or fee is published by West Bountiful; verify occupancy compliance through the Commercial Business License application instead (WBMC Title 5)
  • A Commercial Business License is required before commencing operations at any location, including a new occupant moving into an existing building for the same or a different use
  • Mandatory Fire Inspection and Fire Marshal approval prior to license issuance, per the application's own 'For Official Use Only' sign-off fields
  • Health Department inspection/approval where applicable to the proposed use (e.g., food service), per the same sign-off fields
  • Conditional Use requirement/approval sign-off where the proposed use is not permitted outright in the zone

Required documents

  • RequiredCommercial Business License ApplicationWest Bountiful's official form (Business Licensing Department, WBMC Title 5); includes 'For Official Use Only' fields for Health Dept Inspect/Approval, Fire Inspection Date(s), Fire Marshall Approval Date, and Conditional Use Req/Approval that a new occupant must clear before the license — and therefore occupancy — is approved.
  • OptionalConditional Use Permit ApplicationRequired only if the proposed use is not permitted outright in the applicable zone and needs conditional-use approval; a separate application from the business license itself.
