Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

  • 2024 International Building Code (IBC), including Appendices C and J, with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(a), currently in force in West Bountiful as in all Utah jurisdictions since July 1, 2026 (superseded the 2021 IBC).
  • 2021 International Residential Code (IRC) with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(b), unchanged by the July 1, 2026 code cycle flip. Note: West Bountiful's own Building Permits page (wbcityut.gov/building-permits) still instructs applicants to submit 'Building Plans/Drawings per 2015 IRC' (re-confirmed live 2026-07-16), which appears to be stale/unrevised web copy rather than a deliberate local amendment — Utah's Building Code Commission sets a single statewide IRC edition and West Bountiful does not publish any ordinance opting out of the current statewide cycle, so the current statewide 2021 IRC is used here rather than the page's stale reference.
  • 2024 International Plumbing Code (IPC) with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(d), in force since July 1, 2026 (superseded the 2021 IPC).
  • 2024 International Mechanical Code (IMC) with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(e), in force since July 1, 2026 (superseded the 2021 IMC).
  • 2024 International Fuel Gas Code (IFGC) — statewide-adopted edition per Utah Code § 15A-2-103(1)(f), in force since July 1, 2026; not separately itemized on West Bountiful's own Building Permits page, added here as it applies statewide.
  • 2024 International Existing Building Code (IEBC) with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(i), in force since July 1, 2026 (superseded the 2021 IEBC).
  • 2024 International Energy Conservation Code (IECC) with Utah amendments — statewide-adopted edition per Utah Code § 15A-2-103(1)(h), in force since July 1, 2026 (superseded the 2021 IECC; one edition applies statewide, no separate residential/commercial split).
  • 2023 National Electrical Code (NEC) — statewide-adopted edition per Utah Code § 15A-2-103(1)(g), unchanged by the July 1, 2026 code cycle flip.

Tips & gotchas

  • West Bountiful is a confirmed-independent jurisdiction: the City issues its own permits and sets its own fee schedule, but contracts building code plan review and inspections to Sunrise Engineering (schedule inspections at 800-560-6151, not through City Hall). Do not confuse this with the much larger, separate city of Bountiful, UT, which has its own independent permitting.
  • West Bountiful's Building Permits page instructs applicants to submit plans 'per 2015 IRC' (re-confirmed live 2026-07-16), which is inconsistent with Utah's current statewide-adopted 2021 IRC (Utah Code § 15A-2-103(1)(b)) and appears to be stale, unrevised web copy rather than a deliberate local code amendment.
  • Deposits vary sharply by project type: $1,000 for new home/commercial construction, $300 for commercial tenant improvements, $100 for accessory structures/solar/pools, $75 for signs, $25 for fencing/landscape — paid before plan review begins.
  • Flat fees (no deposit required) exist for common trade work: Electrical/Mechanical/Plumbing $75, basic Roof re-shingle $202, standard Pool $440, Solar $302, Sign (per face) $75, Cell Tower Co-location $500.
  • Plan Review Fee is 50% of the Building Permit Fee for residential work, 65% for commercial, and 25% for an 'identical (card file)' plan already on record — per the Consolidated Fee Schedule.
  • A refundable $2,400 public improvement/construction bond applies to new structures requiring heavy equipment to cross curb, gutter, or sidewalk.
  • No jurisdiction-published plan-review turnaround time was found for any West Bountiful permit type in official sources as of 2026-07-08, except that the dwelling-construction permit type is governed by the Utah Code § 10-20-909 statutory floor (17 business days total: 3-day completeness screening + 14-day plan review) — all other permit types are honestly null with a note rather than estimated.
  • The West Bountiful Consolidated Fee Schedule is only fully accessible via the JavaScript-rendered municipal code portal (westbountiful.municipalcodeonline.com); static fetch returns only navigation chrome. The fee data used here was retrieved via the portal's print-view endpoint (/book/print?type=fees), which renders the full fee text server-side.
