Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

  • 2024 International Building Code (IBC), including Appendices C and J — CURRENT statewide as of 7/1/2026 per Utah Code § 15A-2-103(1)(a); supersedes the 2021 edition CMC § 10.03.020 still codifies as of live re-check 2026-07-16 (adopted by Ord. 2017-03 4/4/2017, amended by Ord. 2019-18 8/6/2019, most recently amended by Ord. 2025-04 4/1/2025 — none of which updated the edition year to 2024). Tips & gotchas

  • Centerville computes its general Building Permit Fee off its own Total Building Valuation Chart (Fee Schedule § 4.010, adopted by Resolution 2017-18) rather than an outside ICC table — different from Highland, UT, which pegs its fee directly to the ICC's own schedule.
  • The standalone trade-permit application PDFs (Roofing $141.40, Plumbing/Mechanical/Electrical $70.70, Solar $379.76) show more precise, apparently inflation-adjusted figures than the flat $70 minor-permit line items in the codified 2017 Fee Schedule table — treat the live PDF application forms as the operative current fee source for those specific trades, and the codified valuation chart as governing for the main Building Permit.
  • Solar is the ONLY Centerville permit type with a published numeric review-timeline commitment: 3 business days, per the official Solar Array Permit Requirements document — and it requires a separate upstream South Davis Metro Fire Agency plan review ($100/hour) before the City will even begin its own review.

Only the NEC (2023, via Ord. 2026-03) and IRC (2021, unchanged by statute) sections are current.
  • Centerville's official website migrated off the old CivicPlus numeric-URL structure (e.g., /153/Community-Development, /381/Apply-For-Permits) to a new path-based CMS (e.g., /living-here/building-and-renovating/) sometime after early 2026; the old numeric URLs now 404 and have no reliable Wayback Machine replacement — always use the new URL structure going forward.
