PermitBase

This is PermitBase’s published record for Park City as of 2026-07-19. It has since been superseded — see the current record. A historical record reflects what PermitBase had verified at that time; it may not capture a real-world change the jurisdiction had made but PermitBase had not yet verified, and it includes any errors we later corrected. Snapshots are never edited retroactively.

Codes adopted

2024 International Building Code (IBC), including Appendices C and J, with Utah amendments — CURRENT statewide as of 7/1/2026 per Utah Code § 15A-2-103(1)(a); supersedes the 2021 edition previously listed here. Park City's Building Department Forms, Codes & Resources page (live-checked 2026-07-16) states 'All codes to include Utah Amendments' and links to the State of Utah's code list rather than publishing a separate locally-itemized edition, consistent with the statewide adoption model used by other Utah jurisdictions in this corpus (e.g., Murray, Coalville).2021 International Residential Code (IRC) with Utah amendments — REMAINS CURRENT; Utah Code § 15A-2-103(1)(b) did not change this edition in the 7/1/2026 statewide transition.Appendix AQ of the 2021 IRC — statewide per Utah Code § 15A-2-103(1)(c); not separately itemized on Park City's own Forms, Codes & Resources page, added here per statute.2024 International Plumbing Code (IPC) with Utah amendments — CURRENT statewide as of 7/1/2026 per Utah Code § 15A-2-103(1)(d); supersedes the 2021 edition previously listed here.2024 International Mechanical Code (IMC) with Utah amendments — CURRENT statewide as of 7/1/2026 per Utah Code § 15A-2-103(1)(e); supersedes the 2021 edition previously listed here.2024 International Fuel Gas Code (IFGC) — statewide per Utah Code § 15A-2-103(1)(f); not itemized on Park City's own Forms, Codes & Resources page, added here per statute since the City's own materials omit it.2024 International Energy Conservation Code (IECC), single unsplit statewide edition, with Utah amendments — CURRENT statewide as of 7/1/2026 per Utah Code § 15A-2-103(1)(h); supersedes the 2021 edition previously listed here.2023 National Electrical Code (NEC) — REMAINS CURRENT; Utah Code § 15A-2-103(1)(g) did not change this edition in the 7/1/2026 statewide transition.2024 International Existing Building Code (IEBC) — statewide per Utah Code § 15A-2-103(1)(i); not itemized on Park City's own Forms, Codes & Resources page, added here per statute since the City's own materials omit it.Residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC) — statewide per Utah Code § 15A-2-103(1)(n); not itemized on Park City's own Forms, Codes & Resources page, added here per statute since the City's own materials omit it.International Wildland-Urban Interface Code (IWUIC), 2006 edition with State of Utah amendments, further amended and locally adopted by Park City in June 2020 — codified at Park City Municipal Code Sec. 11-21-1. Genuine local amendment: compliance is a required part of the building permit plan review process for applicable properties, per the city's official Wildland Urban Interface Code FAQ page. NOTE: the IWUIC is adopted under Utah Code § 15A-2-103(2), a distinct provision from the Subsection (1) code list above that allows local compliance agencies to adopt the 2006 IWUIC by local ordinance as a local amendment — it is unaffected by the Subsection (1) edition transition on 7/1/2026 and was not touched by this re-verification.NOTE (2026-07-16 re-verification): Utah Code § 15A-2-103, version effective 7/1/2026 (superseded 1/1/2027), took effect 15 days before this re-verification. IBC/IPC/IMC/IFGC/IECC/IEBC/residential ISPSC are now 2024 statewide; IRC (2021) and NEC (2023) did NOT change. Park City's Forms, Codes & Resources page (parkcity.org/services/building/forms/index.php) was live-checked 2026-07-16 and does not itemize specific code edition years at all — it states generically 'All codes to include Utah Amendments' and links to the state code, so no page-vs-statute lag could be detected; the statute is cited directly as governing throughout. Park City's substantial resort-town local amendments (WUI Code, Land Management Code Title 15, Fee Schedule) are unaffected and left untouched.

Permit types & fees

Residential Building Permit

Verified

Required for new single-family and multi-family residential construction and any work regulated by the adopted 2021 IRC / 2024 IBC that is not exempt under IBC/IRC Sec. 105.2 (e.g., carpeting, painting, wallpapering, cabinets, countertops are exempt; drywall work generally requires a permit). Park City's fee is valuation-based (0.61% of total construction valuation) rather than a tiered table, plus a mandatory plan-check deposit and 65% plan-check fee.

Electrical Permit

Verified

Required for electrical work in Park City not incidental to a covered building permit. Fee is valuation-based (1.32% of construction valuation) rather than a flat per-Utah-municipality rate. EV charger/EVSE installation is electrical work and falls under this general Electrical Permit; the currently effective Fee Schedule (10/20/2025) excludes only on-site renewable energy systems (solar PV, ground source heat pumps, solar hot water) from the building-permit valuation base, and does not list a separate EV-charger fee exemption. Park City's Environmental Sustainability program has separately advertised (in older, no-longer-live outreach pages) that 'building permit fees for installing EV charging equipment... are waived' — but this is not reflected in the current codified Fee Schedule, so it is noted here for transparency rather than applied as a guaranteed fee waiver.

Commercial Building Permit

Verified

Required for new commercial building construction, commercial shell buildings, and ground-up commercial additions in Park City, regulated by the adopted 2024 IBC. Park City bills the Commercial Permit at the same valuation-based rate as residential construction (0.61% of total valuation) per Fee Schedule § 1.2.2, but requires a larger, $2,000 non-refundable Plan Check Deposit (vs. $500 for residential buildings) given the added complexity of commercial plan review, plus the standard 65% Plan Check Fee. Properties within Park City's Historic District (Old Town / Main Street) additionally require Planning Department Historic Design Review before or alongside building permit issuance.

Commercial Tenant Improvement / Tenant Finish Permit

Verified

Required for interior tenant improvement / tenant finish work in existing commercial buildings in Park City — build-outs, remodels, and finish work for a new or changing tenant space. Park City's official Fee Schedule (effective October 20, 2025) does NOT list 'Tenant Improvement' as a distinct fee category separate from new commercial construction: this was confirmed by direct full-text extraction of the entire 48-page Fee Schedule PDF, which lists exactly three line items under § 1.2.2 'Building Permit' — Single-Family Permit, Multi-Family Permit, and Commercial Permit — with no fourth tenant-improvement or remodel-specific tier (unlike, e.g., Sandy or Murray's fee schedules, which do itemize a separate Tenant Improvement rate). TI work in Park City is therefore billed under the same valuation-based Commercial Permit rate (0.61% of the valuation of the TI scope of work) as ground-up commercial construction, plus the same $2,000 Plan Check Deposit and 65% Plan Check Fee.
