PermitBase

This is PermitBase’s published record for Mapleton as of 2026-08-17. It has since been superseded — see the current record. A historical record reflects what PermitBase had verified at that time; it may not capture a real-world change the jurisdiction had made but PermitBase had not yet verified, and it includes any errors we later corrected. Snapshots are never edited retroactively.

This file previously stated at localAmendments[0], on confidence:verified, that the 'Full statutory text of Chapter 15.04 could not be rendered from codelibrary.amlegal.com/codes/mapletonut (React-rendered site; static fetch returns only navigation chrome, no ordinance body text)' and that the chapter was titled 'Building Code'. The chapter reads in full in an ordinary browser, is titled 'BUILDING AND FIRE CODES', and its subsection (B) adopts the State Fire Code. As a direct result of the blocker this file carried NO fire code of any kind in codesAdopted while simultaneously publishing a fire-sprinkler-permit and a fire-alarm-permit type. Four fire codes have been added above. The building-code side of the chapter turned out to confirm what the file already said via Utah Code Sec. 15A-2-103, so no building edition changed.

Commercial Building Permit

Verified

Required for new commercial construction in Mapleton, regulated by the adopted 2024 IBC. A fully independent, exhaustive re-chase on 2026-08-02 (fresh fetch of every page/PDF below, plus two Mapleton City Code chapters rendered in a real browser — codelibrary.amlegal.com is a React SPA that returns only navigation chrome to static fetch tools, so a JS-capable browser was required to actually read the ordinance text) confirms the 'Building Permit Major' fee (IBC valuation table x 0.005 multiplier) is still current, and surfaces two genuinely commercial-specific requirements that were missed in the prior partial-confidence pass: (1) a separate 'Commercial Impact Fees' schedule paid at time of building permit per ERU, and (2) a Project Plan / Site Plan application (Mapleton City Code § 18.90.070(D)) required for all new commercial structures, additions, and alterations. With those two commercial-specific gaps now closed, the only remaining unresolved item is a plan-review turnaround time — and that gap is expected: Utah Code § 10-20-909's 14/21-business-day statutory floor applies only to residential structures (subsections (4)(a)-(4)(b)), so no statewide floor exists for commercial permits, and no Mapleton-published commercial SLA was found in any of the sources checked (Building page, Building Inspection Summary, Fee Schedule PDF, FAQ PDF, Commercial Design Standards / Ch. 18.90 PDF full-text-searched for any day-count language with zero hits, Mapleton City Code §§ 15.04.010 and 18.12.050 read in full).

Requirements

  • New commercial construction or major structural work regulated by the adopted 2024 IBC (Mapleton City Code Ch. 15.04)
  • Application submitted through the MyGovernmentOnline (mgoconnect.org) online portal, the same portal used for residential permits
  • Construction valuation for fee assessment under the IBC valuation table x 0.005 multiplier
  • Project Plan / Site Plan application required for all new commercial structures, additions, and alterations, per Mapleton City Code § 18.90.070(D) (Commercial Design Standards, Chapter 7 'Review Process'). Projects that increase an existing structure's floor area by 35% or more and/or height by 15% or more require Planning Commission review and approval; all other project plans are approved by the Community Development Department only. The application must include a site plan (buildings, parking, driveways, ingress/egress), building elevations, a conceptual landscaping plan, and a conceptual signage plan.
  • Contractor must be city-approved prior to permit issuance: current Utah state contractor's license, proof of comprehensive general liability insurance, and proof of workers' compensation insurance, per Mapleton City Code § 18.12.050(D)

Mapleton publishes a separate 'Commercial Impact Fees' schedule, paid at time of building permit per Equivalent Residential Unit (ERU): mapleton.org/Commercial%20Impact%20Fees%201-9-24.pdf (filename date suggests effective 1-9-24 / Jan. 9, 2024). Independently downloaded and rendered as a page image (not just raw PDF text extraction) to rule out multi-column misalignment. Public Safety impact fee, per 1,000 sq ft, by use type: Commercial $302.50, Office $112.93, Industrial $79.82, Assisted Living $788.52. Pressurized Irrigation: $6,100 per connection. Culinary Water (by meter size): $1,417 (1" or less), $4,718 (1.5"), $7,552 (2"), $14,170 (3"), $23,621 (4"). Sanitary Sewer: the source PDF itself displays the figure as '$3,156391 per ERU' (see table 4-6 of the Culinary Water IFA) — quoted verbatim; the decimal placement in the source document is ambiguous/possibly a source-side typo and is NOT corrected or guessed here. Confirm the applicable use-type classification and current figures with Community Development, (801) 489-6138, for a specific project.

Commercial Tenant Improvement / Tenant Finish Permit

A fully independent, exhaustive re-chase on 2026-08-02 confirms the fee mechanism for tenant improvement work — the same general 'Building Permit Major' fee (IBC valuation table x 0.005 multiplier) that applies to any major Mapleton building permit, since no TI-specific fee line exists anywhere in the Community Development Fee Schedule. That part of this entry is solid. What genuinely remains unresolved, and is DIFFERENT from the prior partial-confidence reason (which was simply 'no commercial-specific figures published' — no longer true, see below): this re-chase surfaced two commercial-specific mechanisms in Mapleton City Code — a Project Plan/Site Plan application (§ 18.90.070(D), $100, required for commercial 'additions and alterations') and a separate Commercial Impact Fees schedule (per ERU, paid at time of building permit) — and it is NOT clear from the ordinance text, nor from any Mapleton-published clarification, whether either one extends to a purely interior tenant improvement with no exterior or floor-area change. The Project Plan ordinance's required exhibits (site plan, building elevations, a conceptual landscaping plan, a conceptual signage plan) are all exterior/site-level items a pure interior TI project could not meaningfully produce, which suggests interior-only work may fall outside its intended scope — but this is an inference from the ordinance's content requirements, not a stated interior-TI exemption, so it is not asserted here as a settled fact. Confidence stays partial specifically because of this open applicability question, not because of the timeline (which has the same known, statute-confirmed gap as the commercial-building-permit entry).

  • Interior tenant-improvement or finish work within an existing commercial building, regulated by the adopted 2024 IBC (Mapleton City Code Ch. 15.04)
  • Application submitted through the MyGovernmentOnline (mgoconnect.org) online portal, the same portal used for residential and new commercial permits
  • UNRESOLVED: whether Mapleton City Code § 18.90.070(D)'s Project Plan/Site Plan application — required for commercial 'additions and alterations' — extends to a purely interior tenant improvement with no exterior or floor-area change. The ordinance text does not carve out interior-only work; its required exhibits (site plan, elevations, landscaping plan, signage plan) are exterior/site-focused, which suggests it may not apply, but this is not an explicit, published exemption. Confirm directly with Community Development, (801) 489-6138, before assuming a specific TI project is exempt from the $100 Project Plan fee.

Mapleton does not publish a distinct EV-charger or general electrical-permit fee line item. Per the city's official FAQ, a building permit is explicitly required to 'erect, install, enlarge, repair, move, remove, convert or replace any electrical... system' — which covers EV charger/EVSE installation. Mapleton's Community Development Fee Schedule prices all such work not otherwise itemized (e.g., Solar/Wind, Basement Finish) under the general 'Building Permit Major' line: IBC valuation multiplied by a 0.005 factor.

Fire Sprinkler System Permit

Mapleton does not publish a distinct fire-sprinkler permit, fee, or plan-review process. The city's official FAQ states a building permit is required to 'erect, install, enlarge, repair, move, remove, convert or replace any electrical, gas, mechanical or plumbing system' — a fire sprinkler system falls within this general permit requirement rather than under any sprinkler-specific category. Mapleton's Community Development Fee Schedule (mapleton.org/Fee%20Schedule.pdf, checked in full, both pages) has no 'fire,' 'sprinkler,' or 'fire suppression' line item anywhere in it; the only fee mechanism that applies to any construction scope not separately itemized (Solar/Wind, Basement Finish, and Sign Permit are the only flat-fee exceptions) is the general 'Building Permit Major' fee (IBC valuation table x 0.005 multiplier). Mapleton maintains its own in-house Fire Department (not a contracted district) with a named Fire Marshal, Randy Crowther — (801) 400-9826 — listed in the Fire & EMS staff directory, but the department's official pages (Fire & EMS index, and the 'Business Fire Inspections' page) do not describe a fire-marshal plan-review step for new sprinkler systems; the 'Business Fire Inspections' page is specifically for scheduling annual/business-license-renewal fire safety inspections of existing occupancies via a JotForm link, a distinct function from a new-construction sprinkler permit, and is not cited here as if it were a sprinkler-permit fee source. Confirm directly with Community Development (801-489-6138) or the Fire Marshal (801-400-9826) whether/how fire-marshal review is incorporated into the standard building permit process for a specific project.
