Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.
- 2024 International Building Code (IBC), including Appendices C and J — current statewide edition per Utah Code § 15A-2-103(1)(a), effective July 1, 2026.
- 2021 International Residential Code (IRC) — current statewide edition per Utah Code § 15A-2-103(1)(b); unchanged by the July 1, 2026 statewide update.
- 2024 International Plumbing Code (IPC) — current statewide edition per Utah Code § 15A-2-103(1)(d), effective July 1, 2026.
- 2024 International Mechanical Code (IMC) — current statewide edition per Utah Code § 15A-2-103(1)(e), effective July 1, 2026.
- 2024 International Fuel Gas Code (IFGC) — current statewide edition per Utah Code § 15A-2-103(1)(f), effective July 1, 2026; not separately itemized on Mapleton's own Building/Fee Schedule pages, but applies statewide as part of the State Construction Code.
- 2023 National Electrical Code (NEC) — current statewide edition per Utah Code § 15A-2-103(1)(g); unchanged by the July 1, 2026 statewide update.
- 2024 International Energy Conservation Code (IECC) with Utah amendments — current statewide edition per Utah Code § 15A-2-103(1)(h), effective July 1, 2026. Mapleton's official Building Inspection Summary page confirms the Insulation inspection is checked against 'current IECC.'
- 2024 International Existing Building Code (IEBC) — current statewide edition per Utah Code § 15A-2-103(1)(i), effective July 1, 2026; not separately itemized on Mapleton's own pages, but applies statewide.
- Residential provisions of the 2024 International Swimming Pool and Spa Code (ISPSC) — current statewide edition per Utah Code § 15A-2-103(1)(n), effective July 1, 2026; not separately itemized on Mapleton's own pages, but applies statewide.
- Modular Building Institute Standards 1200 and 1205 — adopted statewide per Utah Code § 15A-2-103(1)(o); not separately itemized on Mapleton's own pages.
- Utah House Bill 64 (2024) drywall-inspection change — per Mapleton's official Building Inspection Summary page: 'Effective March 1, 2024 only fire restrictive drywall inspections will be required per HB64.'

2024 International Fire Code (IFC), excluding appendices, as amended by the Utah Statewide Amendments and Additions (Utah Code Sec. 15A-5-103(1)) — adopted locally at Mapleton City Code Sec. 15.04.010(B), which adopts 'all fire codes and amendments as identified in Utah Code Sec. 15A-5-103'. Sec. 15A-5-103 was amended by Chapter 34, 2026 General Session. The local adoption is in Mapleton City Code Title 15, Chapters 15.04 and 15.06 (codelibrary.amlegal.com); the state provision is Utah Code Sec. 15A-5-103 (le.utah.gov).
- NFPA 1, Chapter 38 (Marijuana Growing, Processing, and Extraction Facilities), 2024 edition — incorporated into the State Fire Code at Utah Code Sec. 15A-5-103(2), and therefore adopted in Mapleton via Sec. 15.04.010(B). See Mapleton City Code Title 15, Chapters 15.04 and 15.06 (codelibrary.amlegal.com) and Utah Code Sec. 15A-5-103 (le.utah.gov).
- NFPA 54, National Fuel Gas Code, 2024 edition — incorporated into the State Fire Code at Utah Code Sec. 15A-5-103(3), and therefore adopted in Mapleton via Sec. 15.04.010(B). Sources: Mapleton City Code Title 15, Chapters 15.04 and 15.06 (codelibrary.amlegal.com); Utah Code Sec. 15A-5-103 (le.utah.gov).
- NFPA 58, Liquefied Petroleum Gas Code, 2024 edition — incorporated into the State Fire Code at Utah Code Sec. 15A-5-103(4), and therefore adopted in Mapleton via Sec. 15.04.010(B). See Mapleton City Code Title 15, Chapters 15.04 and 15.06, and Utah Code Sec. 15A-5-103.
- Mapleton City Code Chapter 15.04 (codelibrary.amlegal.com/codes/mapletonut) is titled 'BUILDING AND FIRE CODES' — not simply 'Building Code', as an earlier reference had it — and its subsection (B) adopts the State Fire Code, the basis for the four fire codes listed above. On the building-code side, the chapter confirms the editions established via Utah Code Sec. 15A-2-103, so no building edition changed.
Permit types & fees
Residential Building Permit
Required for new single-family residential construction and any work regulated by the adopted 2021 IRC / 2024 IBC in Mapleton. Applications are submitted through the City's online MyGovernmentOnline (mgoconnect.org) portal. Mapleton's fee is calculated from the adopted IBC valuation table using a 0.005 multiplier, per the Community Development Fee Schedule.
See fee scheduleBasement Finish Permit
Required for basement finish work in Mapleton unless the work is limited to items exempt from building-permit requirements (e.g., painting, carpeting, cabinets). Mapleton's fee schedule lists a distinct flat fee for basement finishes, separate from the valuation-based Building Permit Major fee.
From$300Solar / Wind Permit
Required for residential solar photovoltaic and wind-energy installations in Mapleton. Mapleton's fee schedule lists a flat fee distinct from the valuation-based Building Permit Major fee.
$165Sign Permit
Required for installation of signage in Mapleton. Flat fee per the Community Development Fee Schedule; a separate Sign Permit Application form is published on the Planning & Forms page.
$75Commercial Building Permit
Required for new commercial construction in Mapleton, regulated by the adopted 2024 IBC. The 'Building Permit Major' fee is calculated from the IBC valuation table x 0.005 multiplier. Two commercial-specific requirements apply beyond the permit itself: (1) a separate 'Commercial Impact Fees' schedule paid at time of building permit per ERU, and (2) a Project Plan / Site Plan application (Mapleton City Code § 18.90.070(D)) required for all new commercial structures, additions, and alterations. No plan-review turnaround time is published for commercial work — an expected gap, since Utah Code § 10-20-909's 14/21-business-day statutory floor applies only to residential structures (subsections (4)(a)-(4)(b)), leaving no statewide floor for commercial permits — and no Mapleton-published commercial SLA appears on the Building page, in the Building Inspection Summary, the Fee Schedule PDF, the FAQ PDF, the Commercial Design Standards / Ch. 18.90 PDF (which contains no day-count language), or Mapleton City Code §§ 15.04.010 and 18.12.050 (published at codelibrary.amlegal.com).
See fee scheduleCommercial Tenant Improvement / Tenant Finish Permit
Tenant improvement work is billed under the same general 'Building Permit Major' fee (IBC valuation table x 0.005 multiplier) that applies to any major Mapleton building permit — no TI-specific fee line exists anywhere in the Community Development Fee Schedule. What genuinely remains unresolved is the reach of two commercial-specific mechanisms in Mapleton City Code — a Project Plan/Site Plan application (§ 18.90.070(D), $100, required for commercial 'additions and alterations') and a separate Commercial Impact Fees schedule (per ERU, paid at time of building permit): neither the ordinance text nor any Mapleton-published clarification states whether either one extends to a purely interior tenant improvement with no exterior or floor-area change. The Project Plan ordinance's required exhibits (site plan, building elevations, a conceptual landscaping plan, a conceptual signage plan) are all exterior/site-level items a pure interior TI project could not meaningfully produce, which suggests interior-only work may fall outside its intended scope — but that is an inference from the ordinance's content requirements, not a stated interior-TI exemption, and is not asserted here as a settled fact. Confidence stays partial specifically because of this open applicability question, not because of the timeline (which has the same known, statute-confirmed gap as the commercial-building-permit entry).
See fee scheduleZoning Verification Application
A distinct, fee-bearing Community Development application for an existing property, used to have the city confirm zoning district and use status in writing — commonly requested for business licensing, tenant/property due diligence, or lender/title requirements on a building with no active construction permit. Mapleton City's published Community Development Fee Schedule lists a standalone $75 fee for 'Zoning Verification,' separate from its Conditional Use Permit ($100), Variance ($175), and other planning application fees.
$75EV Charger / EVSE Permit
Mapleton does not publish a distinct EV-charger or general electrical-permit fee line item. Per the city's official FAQ, a building permit is explicitly required to 'erect, install, enlarge, repair, move, remove, convert or replace any electrical... system' — which covers EV charger/EVSE installation. Mapleton's Community Development Fee Schedule prices all such work not otherwise itemized (e.g., Solar/Wind, Basement Finish) under the general 'Building Permit Major' line: IBC valuation multiplied by a 0.005 factor.
See fee scheduleFire Sprinkler System Permit
Mapleton does not publish a distinct fire-sprinkler permit, fee, or plan-review process. The city's official FAQ states a building permit is required to 'erect, install, enlarge, repair, move, remove, convert or replace any electrical, gas, mechanical or plumbing system' — a fire sprinkler system falls within this general permit requirement rather than under any sprinkler-specific category. Mapleton's Community Development Fee Schedule (mapleton.org/Fee%20Schedule.pdf, checked in full, both pages) has no 'fire,' 'sprinkler,' or 'fire suppression' line item anywhere in it; the only fee mechanism that applies to any construction scope not separately itemized (Solar/Wind, Basement Finish, and Sign Permit are the only flat-fee exceptions) is the general 'Building Permit Major' fee (IBC valuation table x 0.005 multiplier). Mapleton maintains its own in-house Fire Department (not a contracted district) with a named Fire Marshal, Randy Crowther — (801) 400-9826 — listed in the Fire & EMS staff directory, but the department's official pages (Fire & EMS index, and the 'Business Fire Inspections' page) do not describe a fire-marshal plan-review step for new sprinkler systems; the 'Business Fire Inspections' page is specifically for scheduling annual/business-license-renewal fire safety inspections of existing occupancies via a JotForm link, a distinct function from a new-construction sprinkler permit, and is not cited here as if it were a sprinkler-permit fee source. Confirm directly with Community Development (801-489-6138) or the Fire Marshal (801-400-9826) whether/how fire-marshal review is incorporated into the standard building permit process for a specific project.
See fee scheduleFire Alarm System Permit
Mapleton does not publish a distinct fire-alarm permit, fee, or plan-review process. The city's official FAQ states a building permit is required to 'erect, install, enlarge, repair, move, remove, convert or replace any electrical, gas, mechanical or plumbing system' — a fire alarm system falls within this general permit requirement (as an electrical/detection system) rather than under any alarm-specific category. Mapleton's Community Development Fee Schedule (mapleton.org/Fee%20Schedule.pdf, checked in full, both pages) has no 'fire,' 'alarm,' or 'detection system' line item anywhere in it; the only fee mechanism that applies to any construction scope not separately itemized (Solar/Wind, Basement Finish, and Sign Permit are the only flat-fee exceptions) is the general 'Building Permit Major' fee (IBC valuation table x 0.005 multiplier). Mapleton maintains its own in-house Fire Department (not a contracted district) with a named Fire Marshal, Randy Crowther — (801) 400-9826 — listed in the Fire & EMS staff directory, but the department's official pages (Fire & EMS index, and the 'Business Fire Inspections' page) do not describe a fire-marshal plan-review step for new alarm systems; the 'Business Fire Inspections' page is specifically for scheduling annual/business-license-renewal fire safety inspections of existing occupancies via a JotForm link, a distinct function from a new-construction alarm-system permit, and is not cited here as if it were an alarm-permit fee source. Confirm directly with Community Development (801-489-6138) or the Fire Marshal (801-400-9826) whether/how fire-marshal review is incorporated into the standard building permit process for a specific project.

Tips & gotchas
- Mapleton's Building Division is open Mon–Thu 8:00 AM–5:30 PM and Fri 8:30 AM–5:00 PM — no midweek closure, but earlier Friday close than some Utah County neighbors.
- All building permit applications and inspection scheduling go through the MyGovernmentOnline (mgoconnect.org) portal — applicants must create an account before applying.
- Mapleton's 'Building Permit Major' fee uses an IBC-valuation-table x 0.005 multiplier methodology, distinct from Murray's tiered valuation table and Provo's 1997 UBC chart — confirm the exact current per-square-foot valuation snapshot with the Community Development Department (801-489-6138) before estimating a specific project's fee.
- A $55 Special Inspection / re-inspection fee applies if the site is not ready at a scheduled inspection time; further inspections are held until the fee is paid at the City Office (cash, card, or check).
- Effective March 1, 2024, only fire-restrictive drywall inspections are required under Utah HB64 — this is a statewide change reflected on Mapleton's own Building Inspection Summary page.
- No jurisdiction-published plan-review turnaround time (in business/calendar days) was located for any Mapleton permit type in official city sources as of 2026-07-08. For the Residential Building Permit and Basement Finish Permit (both covering one- and two-family dwelling work), the statutory floor in Utah Code § 10-20-909 (14 business days after a 3-business-day completeness screening) is applied. For accessory-scope permits (Solar/Wind, Sign) where that statute does not apply and no local SLA exists, reviewTimelineDays is honestly null with a note rather than estimated.
- Mapleton's Fee Schedule PDF also lists Sewer Connection ($250) and tiered Water Connection fees ($600–$2,280.67 by pipe size) that apply alongside a residential building permit for new construction — not modeled as separate permit types here but relevant to total project cost.
