Codes adopted
Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

Permit types & fees
Residential Building Permit
Required for new residential construction, additions, and structural alterations in Lehi City. Permit fees are valuation-based using 90% of the ICC Building Valuation Data (August 2024 edition) as the basis for project valuation.
Electrical Permit
Required for electrical work in Lehi including new circuits, panel upgrades, service changes, and new construction wiring. Governed by the 2023 National Electrical Code (NEC) as adopted statewide by Utah Code § 15A-2-103(1)(g). Lehi's fee schedule does not publish a separate flat-fee table for electrical permits; all permits use the standard valuation-based building permit fee schedule. All solar applications must be submitted to and approved by the Lehi City Power Department BEFORE being submitted to the Building Department. Solar Meter Connection Fee and interconnection study fees apply through Lehi Power.
Retaining Wall Permit
Required for retaining walls over 4 feet in height (measured from bottom of footing to top of wall) in Lehi. Lehi's FY 2026 Fee Schedule publishes a specific retaining wall permit fee separate from the general valuation-based schedule.
Basement Finish Permit
Required for finishing or remodeling an unfinished basement in Lehi, including framing, electrical, plumbing, and mechanical work. Processed as a building permit using the standard valuation-based fee schedule; finished basement space is valued at $74.74 per sq ft per the Lehi FY 2026 Fee Schedule.
Accessory Dwelling Unit (ADU)
Required for construction of a secondary dwelling unit on a residential property in Lehi, including internal (apartment) and detached ADUs. Planning application fee is $25 for both types; detached ADUs also trigger a $4,253 impact fee. Building permit fee is valuation-based per the standard schedule.
Deck Permit

Commercial Building Permit
Required for new commercial building construction in Lehi, including new shell/ground-up commercial structures. Governed by the 2024 International Building Code (IBC) as adopted by Utah Code § 15A-2-103, effective 2026-07-01. Uses the same valuation-based building permit fee table as residential (90% of the ICC Building Valuation Data), but plan review is billed at the Non-Residential rate of 65% of the permit fee (versus 40% for residential), plus a 1% state surcharge. Major commercial/industrial projects requiring third-party plan review are billed at third-party charges plus 10%.
Commercial Tenant Improvement / Tenant Finish Permit
Required for tenant improvement, tenant finish, or interior remodel work in an existing commercial space in Lehi. Uses the same valuation-based building permit fee schedule as new commercial construction, with plan review billed at the Non-Residential rate of 65% of the permit fee, plus a 1% state surcharge. Lehi does not publish a separate flat tenant-improvement fee.
Zoning Verification Request (Certificate of Occupancy / Use Verification)
A distinct, fee-bearing Planning Department service for an existing property with no active construction permit — used to confirm the current zoning district, whether the existing use is in compliance, whether that use is permitted or conditional, and any known or pending zoning violations. Commonly used for business license applications, tenant due diligence, and property sales. Per Lehi City's own application, it 'identifies the current zoning of the property and the status of the existing use' but 'does not verify that past uses are in compliance nor does it permit future uses' — it is a verification/lookup service, not an approval to change use.
Sign Permit
Required for constructing, erecting, or modifying most signs in Lehi, per Lehi City Development Code Chapter 23 (Signs), Section 23.060: 'the owner of each sign shall apply for and receive a sign permit from the City prior to commencing construction for a sign, erecting a new sign, or modifying an existing sign.' Many minor sign types are exempt. The city's FY 2026 Fee Schedule publishes a distinct 'Sign Permits' fee table covering temporary sign categories; no separate flat or valuation-based fee line was found for permanent signs.
Fire Sprinkler System Permit
Lehi City's own FY 2026 Fee Schedule publishes a dedicated 'FIRE' section (Lehi Fire Department) with a distinct fee table for Automatic Fire Sprinkler Systems, priced by sprinkler head count rather than a flat fee, plus a separate lower table for sprinkler system remodels/tenant finish work.
Fire Alarm System Permit
Lehi City's FY 2026 Fee Schedule publishes a distinct fee table for Fire Alarm Systems within its 'FIRE' section, priced separately from the Automatic Fire Sprinkler Systems table and split by new system, remodel, and additional-floor scope.

Tips & gotchas
- All Lehi permit applications must be submitted electronically through the Building Permit Submittal Portal at lehibuilding.portal.iworq.net — paper walk-in applications are not accepted.
- Lehi uses 90% of the ICC Building Valuation Data (August 2024) as the basis for building permit fee calculations. Per-sq-ft valuation rates: Main Floor $149.47, Second Floor $149.47, Finished Basement $74.74, Unfinished/Semi-Finished Basement $37.37, Garage (Wood Frame) $59.83, Open Carports $47.86.
- Lehi is a MUNICIPAL ELECTRIC UTILITY (Lehi Power). Solar applications must receive Lehi Power Department approval — including a Net Metering License Agreement and Net Metering Standards Application — BEFORE the Building Department will accept the permit application. Rocky Mountain Power is NOT the utility provider in Lehi.
- Schedule all inspections at least 24 hours in advance by calling (385) 201-1035. Inspections will not be scheduled by voicemail, email, or online. Reinspection fees ($100) apply when a project is clearly not ready.
- Approved plans are stamped digitally on each page. Contractors must print hard copies of approved plans and keep them on-site for every inspection.
- Lehi's building page lists '2020 NEC' as the current electrical code — however, Utah Code § 15A-2-103(1)(g) adopts the 2023 NEC statewide. The 2023 NEC governs.
- As of July 1, 2026: the 2024 editions of IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC took effect statewide per Utah Code § 15A-2-103. The 2021 IRC and 2023 NEC continue in force, unchanged by this cycle.
- NOTE (verified 2026-07-16): Lehi's own Building and Inspections page (lehi-ut.gov/departments/building-and-inspections/) still lists 'Current Codes: 2021 I Codes' and '2020 NEC' — checked live and confirmed stale on both counts (the 2021 I Codes reference predates the 2024 cycle that took effect 7/1/2026, and the 2020 NEC reference predates the state's own adoption of the 2023 NEC, a separate and older discrepancy).
