Codes adopted

Utah adopts construction codes statewide under Utah Code Title 15A (State Construction and Fire Codes Act), enforced by every jurisdiction. Chapter 4 of Title 15A codifies Legislature-enacted amendments for specific named jurisdictions (e.g., Park City, Salt Lake City, Sandy City) as part of the state construction code. Through June 30, 2026, the editions in force under Utah Code § 15A-2-103 are the 2021 IBC (with Appendices C and J), 2021 IRC, 2021 IPC, 2021 IMC, 2021 IFGC, 2021 IECC, 2021 IEBC, and 2021 ISPSC (residential provisions), together with the 2023 NEC. Effective July 1, 2026, § 15A-2-103 adopts the 2024 editions of the IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC; the IRC remains the 2021 edition and the NEC remains the 2023 edition. Note: residential energy requirements are modified by statewide amendments, and several Utah jurisdictions document their residential energy provisions at the 2015 IECC level rather than the adopted IECC year — confirm the applicable residential energy code with your local jurisdiction. Always confirm the edition in force with your local jurisdiction.

  • 2024 International Building Code (IBC) — Utah Code § 15A-2-103(1)(a); effective 2026-07-01, superseded the 2021 edition. NOTE (verified 2026-07-16): Lehi's own Building and Inspections page still lists 'Current Codes: 2021 I Codes' — the city's page has not been updated to reflect the 2024 editions that took effect statewide on 2026-07-01.
  • 2021 International Residential Code (IRC) — Utah Code § 15A-2-103(1)(b); unchanged by the 7/1/2026 code cycle
  • 2024 International Plumbing Code (IPC) — Utah Code § 15A-2-103(1)(d); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Mechanical Code (IMC) — Utah Code § 15A-2-103(1)(e); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Fuel Gas Code (IFGC) — Utah Code § 15A-2-103(1)(f); effective 2026-07-01, superseded the 2021 edition
  • 2023 National Electrical Code (NEC) — Utah Code § 15A-2-103(1)(g); unchanged by the 7/1/2026 code cycle. NOTE (verified 2026-07-16): Lehi's own Building and Inspections page lists '2020 NEC' — this is stale independent of the 7/1/2026 code cycle; the 2023 NEC has governed statewide since its own adoption (predating this fix and not caused by it).
  • 2024 International Energy Conservation Code (IECC) — Utah Code § 15A-2-103(1)(h); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Existing Building Code (IEBC) — Utah Code § 15A-2-103(1)(i); effective 2026-07-01, superseded the 2021 edition
  • 2024 International Swimming Pool and Spa Code (ISPSC), residential provisions — Utah Code § 15A-2-103(1)(n); effective 2026-07-01, superseded the 2021 edition
  • ICC/ANSI A117.1-2017 (Accessible and Usable Buildings and Facilities) — Lehi City Building and Inspections page
  • NOTE (verified 2026-07-16): The 2024 editions of IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC took effect 2026-07-01 per Utah Code § 15A-2-103, superseding the 2021 editions that governed through 2026-06-30. The 2021 IRC and 2023 NEC were NOT changed by this cycle. Confirmed directly against the version of § 15A-2-103 effective 7/1/2026 (superseded 1/1/2027) at le.utah.gov. Lehi's own page (lehi-ut.gov/departments/building-and-inspections/) was checked live on 2026-07-16 and still reads 'Current Codes: 2021 I Codes' / '2020 NEC' — it reflects neither the 2024 code cycle nor the separately longer-standing 2023 NEC.

Tips & gotchas

  • All Lehi permit applications must be submitted electronically through the Building Permit Submittal Portal at lehibuilding.portal.iworq.net — paper walk-in applications are not accepted.
  • Lehi uses 90% of the ICC Building Valuation Data (August 2024) as the basis for building permit fee calculations. Per-sq-ft valuation rates: Main Floor $149.47, Second Floor $149.47, Finished Basement $74.74, Unfinished/Semi-Finished Basement $37.37, Garage (Wood Frame) $59.83, Open Carports $47.86.
  • Lehi is a MUNICIPAL ELECTRIC UTILITY (Lehi Power). Solar applications must receive Lehi Power Department approval — including a Net Metering License Agreement and Net Metering Standards Application — BEFORE the Building Department will accept the permit application. Rocky Mountain Power is NOT the utility provider in Lehi.
  • Schedule all inspections at least 24 hours in advance by calling (385) 201-1035. Inspections will not be scheduled by voicemail, email, or online. Reinspection fees ($100) apply when a project is clearly not ready.
  • Approved plans are stamped digitally on each page. Contractors must print hard copies of approved plans and keep them on-site for every inspection.
  • Lehi's building page lists '2020 NEC' as the current electrical code — however, Utah Code § 15A-2-103(1)(g) adopts the 2023 NEC statewide. The 2023 NEC governs.
  • As of July 1, 2026: the 2024 editions of IBC, IPC, IMC, IFGC, IECC, IEBC, and ISPSC took effect statewide per Utah Code § 15A-2-103. The 2021 IRC and 2023 NEC continue in force, unchanged by this cycle.
  • NOTE (verified 2026-07-16): Lehi's own Building and Inspections page (lehi-ut.gov/departments/building-and-inspections/) still lists 'Current Codes: 2021 I Codes' and '2020 NEC' — checked live and confirmed stale on both counts (the 2021 I Codes reference predates the 2024 cycle that took effect 7/1/2026, and the 2020 NEC reference predates the state's own adoption of the 2023 NEC, a separate and older discrepancy).
  • Lehi's published Design Criteria (from the Building and Inspections page): Ground Snow Load 43 psf, Roof Snow Load 30 psf, Wind Speed 115 mph Exposure C, Seismic Design Category D2, Frost Line Depth minimum 30 inches.
