Codes adopted

International Building Code (IBC) — adopted per Plain City Code § 9-1-1(A) pursuant to Utah Code Annotated § 58-56-4(2) and Utah Administrative Code R156-56-701, as modified by chapter 11 of the supplement to the IBC promulgated by the International Code Council, and amended per statewide amendments in Utah Administrative Code R156-56-704 (automatically updated per § 9-1-1(C) whenever the Division of Occupational and Professional Licensing/Uniform Building Code Commission adopts new statewide amendments). Per Utah Code § 15A-2-103, the statewide-adopted edition is the 2021 IBC (effective July 1, 2023), with the 2024 IBC taking effect July 1, 2026.International Residential Code (IRC) — adopted by reference within IBC standards per Plain City Code § 9-1-1(A) ('...together with standards incorporated into the IBC by reference, including...the international residential code (IRC) promulgated by the International Code Council'). Statewide-adopted edition is the 2021 IRC per Utah Code § 15A-2-103.International Energy Conservation Code (IECC) — adopted by reference within IBC standards per Plain City Code § 9-1-1(A). Plain City's Residential Building Permit Plan Submittal Requirements (Doc 475) additionally requires a REScheck energy analysis report showing compliance with the model energy code, passing by a minimum of 3% if using the Utah Energy Conservation Method.Statewide plumbing, mechanical, and electrical codes (IPC/IMC/NEC) apply uniformly across Utah municipalities under the State Construction Code (Utah Code Title 15A) but are not separately codified in Plain City's own municipal code sections located during this research; Plain City's plan submittal checklists (Docs 475, Accessory Building Doc) require electrical, plumbing, and mechanical plans as part of the IRC-governed construction drawings, consistent with statewide adoption rather than a distinct local ordinance.

Residential Building Permit

Required for new single-family and two-family residential construction and any work regulated by the adopted IRC/IBC in Plain City. Plain City's Building Department (independent of Weber County — staffed by its own Building Inspector) reviews plans against a detailed published submittal checklist, but no dollar-figure valuation-based fee table for building permits was locatable in any official Plain City source as of verification date, despite an exhaustive search of the city's Building Department page, general Fee Schedule (Resolution #2024-07), Residential Building Permit Plan Submittal Requirements, and the amlegal-hosted municipal code.

Commercial Building Permit

Required for new commercial construction in Plain City. Plain City requires Planning Commission approval of a Non-Residential Site Plan as a prerequisite to the building permit itself — the city publishes a detailed site plan checklist and a $200 Site Plan filing fee — but as with the Residential Building Permit, no dollar-figure valuation-based commercial building permit fee table could be located in any official Plain City source despite an exhaustive search as of 2026-07-19.

Commercial Tenant Improvement / Tenant Finish Permit

Required for tenant improvement / minor remodel work in an existing commercial building in Plain City where the use does not change. Plain City's process for this scope is its 'Site Plan Application (Existing Commercial Building - same use, minimal remodeling)' — a faster-track site plan review (7-day advance submittal) than the Non-Residential Site Plan Plat Checklist required for new commercial construction (30-day advance submittal).

Sign Permit

Plain City requires a sign permit from the Chief Building Official before any sign is erected, maintained, or remodeled on public or private property, per City Code § 10-12-5(J). The city's Sign Regulations chapter (Title 10, Chapter 12) sets detailed size, copy-area, clearance, and location standards, but Plain City's published Consolidated Fee Schedule does not break out a distinct dollar sign-permit fee — sign permits appear to be assessed under the same Council-set fee structure as other zoning/building permits.

Reviewed 2026-07-20 · Source

Requirements

  • It shall be unlawful to erect or maintain or remodel any sign upon or over public or private property within the city until a sign permit has been obtained from the Chief Building Official, per § 10-12-5(J)
  • Copy area of building facade signs or multiple copy signs shall not exceed 20% of the background facing to which it is applied, per § 10-12-5(C)
  • Minimum clearance of 10 feet between finished grade and the bottom of a projecting sign (nameplates, public necessity signs, and monument signs excepted), per § 10-12-5(B)
  • The following signs are exempt from a sign permit/zoning regulations: memorial tablets; nameplates ≤2 sq ft; nonilluminated real estate/construction signs ≤36 sq ft (max 1 per street frontage, erected no more than 30 days before construction and removed within 30 days after completion); nonilluminated religious/charitable/educational ground signs ≤12 sq ft; and nonilluminated professional/home-occupation signs ≤4 sq ft, per § 10-12-7
  • Specialty signs — wind signs, banner signs, portable signs, A-frame signs, and other specialty signs — are prohibited in the city, per § 10-12-9
  • Off-premise signs (billboards) are prohibited; legally existing off-premise signs made nonconforming by the current ordinance must be removed within 5 years of written notice, per § 10-12-10(A)

Plain City's Consolidated Fee Schedule (Resolution 2024-07 exhibit, revision 06/06/2024) does not list a distinct sign-permit dollar fee; Show full citation

Plain City's Consolidated Fee Schedule (Resolution 2024-07 exhibit, revision 06/06/2024) does not list a distinct sign-permit dollar fee; City Code § 10-1-6(L) states fees for examining plans, issuing permits, and inspections are prescribed by City Council resolution. A 2026-07-20 re-chase re-fetched and visually rendered the full Resolution 2024-07 fee table (every line item, Monthly Service Fees through RV Temporary Occupancy Permit) -- confirmed it is genuinely a single page with no Sign Permit or general Building Permit valuation-fee line item at all; checked Plain City's Forms/Applications/Fees page for a separate building-permit valuation fee table and found none published. Confirm the current sign-specific fee amount directly with the Plain City Building Department. A second re-chase on 2026-07-20 tried further avenues: (1) checked whether Plain City contracts building/sign permitting to Weber County (as some smaller Weber County cities do, e.g. Riverdale for some services) -- ruled out: Plain City Code § 9-1-3 confirms the city runs its own in-house process (application forwarded from the City Recorder to the city's own Building Inspector, who returns plans within 10 days), not a county-run process, so no county fee schedule applies. (2) Found and checked Plain City's alternate/mirror domain, plaincityutah.org (indexed alongside the .gov site, same CivicPlus-family platform), including its own 'Building' page (fetched via Wayback since the live domain did not respond) -- content matches the .gov site with no additional or different fee-schedule PDF. (3) Read Plain City Council's January 15, 2026 regular meeting minutes in full (245KB PDF) -- confirmed a real agenda item, 'A site plan was reviewed for a sign for Sunflower Assisted Living' (a Planning Commission report item), but the minutes record only that the site plan was reviewed, with no fee amount, resolution, or dollar figure discussed anywhere in the document. (4) Ran a full CDX (Wayback) sweep of plaincityutah.gov for every URL containing 'fee' -- confirmed only the same Resolution 2024-07 Fee Schedule and an unrelated Parks & Facilities Reservation Fees document exist; no separate sign or building valuation fee document has ever been published on the domain. No new dollar figure was recovered; this remains genuinely unpublished.

Solar PV Installation Permit

Verified

Plain City has a genuinely distinct Residential Solar Photovoltaic (PV) System Plan Submittal Requirements checklist (Doc 476) — a separate, solar-specific plan submittal list distinct from the general Residential Building Permit checklist (Doc 475) — but the underlying permit is still applied for and issued as a standard Building Permit Application through the city's Online Building Permit Portal, not as a separately named or separately priced permit type. No distinct dollar-figure solar-specific fee line is published, and Plain City's Consolidated Fee Schedule (Resolution #2024-07, Exhibit A, revision 06/06/2024) has no 'solar,' 'photovoltaic,' 'PV,' or general building-permit valuation line item anywhere in it. However, an independent second-pass re-chase (2026-07-21) found the actual governing fee mechanism the first pass missed: Plain City Municipal Code § 9-1-4, 'FEE SCHEDULE' (Title 9, Building Code, amd. Ord. 2025-08, 6-19-2025), expressly adopts Table 1-A of the 1997 Uniform Building Code as the valuation-based fee table governing all IBC-authorized building permit fees citywide — it is simply incorporated by reference in the municipal code rather than restated in the standalone Consolidated Fee Schedule resolution. See the fees array for the full table.

Independent second-pass re-chase (2026-07-21) of the original 'no fee found' finding. Show full citation

Independent second-pass re-chase (2026-07-21) of the original 'no fee found' finding. Plain City Municipal Code § 9-1-4, 'FEE SCHEDULE' (Title 9, Chapter 1, Building Code; amd. Ord. 2025-08, 6-19-2025) states: 'Fees authorized in the IBC for inspections, permits, certificates and other purposes shall be governed by table 1-A of the 1997 edition of the uniform building code promulgated by the International Conference of Building Officials, or as may otherwise be adopted by the state.' This is the actual governing fee authority for Plain City building permits (including solar PV, issued as a standard Building Permit per this entry's own findings) — it is not restated in the city's standalone Consolidated Fee Schedule (Resolution #2024-07), which is why that document alone showed no line item; the two documents govern different things and both had to be checked. Plain City's adopted building CODE itself is the current statewide-amended IBC (auto-updated per Utah Admin. Code R156-56-704, per Plain City Code § 9-1-1) — only the FEE table specifically still cites the legacy, nationally-standardized 1997 UBC Table 1-A, last reaffirmed by Ord. 2025-08 (6-19-2025), so this is current law, not a stale citation. Table 1-A's dollar figures (static and unchanged since 1997) were cross-verified against a government reproduction of the same table: Storey County, Nevada's official fee document (storeycounty.org/DocumentCenter/View/20579/Building-Fees), which lists the identical figures verbatim under the same 'Table 1-A - Building Permit Fees' title. Because actual system valuation varies per installation, no single dollar figure applies, but the governing calculation is now confirmed and cited rather than genuinely absent. Plain City's own 9-1-4 does not separately restate the table's numbers — for a hard invoice figure, submit the project's estimated valuation to the Building Department at (801) 731-4908 for their calculation.

EV Charger / EVSE Permit

Plain City has no distinct EV charger/EVSE permit type, and no dedicated Electrical Permit type either — EV charger/EVSE installation is electrical work that falls under the city's general Residential Building Permit. A fresh check of Plain City's Fee Schedule (Resolution #2024-07, Exhibit A) found no 'EV,' 'electric vehicle,' or 'EVSE' mention anywhere in the document, consistent with the city's broader gap in publishing any dollar-figure valuation-based building permit fee table at all — Plain City's Fee Schedule lists impact/utility fees (garbage cans, sewer, park impact fees, etc.) but no base building-permit fee. Because no fee figure of any kind (general or EV-specific) could be located, this entry is left with a partial confidence rather than an invented number.
