Sign Permit
VerifiedRequired in West Haven for most commercial and institutional sign types, per West Haven City Code (WHCC) § 157.759 (Permitted Signs) and § 157.760 (Application Process). West Haven regulates signs through a detailed sign-type table specifying which types need a building permit — awning, billboard, canopy, institutional, monument, pole, wall, and (in some cases) window signs require one, while banner, community, directional, flag, nameplate, notice, political, public necessity, real estate, snipe, suspended, temporary, warning, and wind signs generally do not. There is no standalone 'sign permit' product or fee distinct from the general Building Permit Fee — sign review is folded into the same WHCC § 151.15 Building Permit Fee mechanism used for other construction.
Verified 2026-07-20 · Source
Requirements
- Sign type checked against the WHCC § 157.759 table to determine whether a building permit is required, based on sign type, height, area, zone, and lighting
- Any sign with a foundation and/or footing requires a building permit regardless of its designation in the § 157.759 table
- No building permit will be issued for a sign involving electrical wiring/connections unless designed/built by a licensed electrical contractor, or for a sign requiring structural drawings unless those drawings are prepared and stamped by a licensed structural engineer, per § 157.759(C)(3)
- If signs are proposed as part of a new commercial site plan, they are not required to obtain a separate sign permit — review and approval of the site plan constitutes approval of the sign(s), per § 157.760(B)
- For any sign requiring a building permit: a plot plan showing the sign's relationship to buildings, property lines, setbacks, intersections, easements, and driveway accesses, plus properties within 300 feet; a scaled drawing showing color, dimensions, landscaping, materials, illumination type, and street view; construction details (electrical plan and foundation scheme); proof of a current city business license; owner/operator/contractor contact information; and the sign's value, per § 157.760(A)

Certificate of Occupancy / Change of Use
VerifiedWest Haven City Code (WHCC) § 157.691 (Certificate of Occupancy Required) provides that no land shall be used or occupied, and no building shall be used or changed in use (except for agricultural purposes), until a certificate of occupancy has been issued by the Building Inspector confirming the building or proposed use complies with the zoning ordinance; the same requirement governs maintaining, renewing, changing, or extending a nonconforming use. Under WHCC § 157.690 (Building Permit Required), the underlying use, construction, alteration, or occupancy itself also requires a written building permit from the City Building Inspector. West Haven does not publish a standalone certificate-of-occupancy or change-of-use application form or fee — per § 157.691, the certificate of occupancy 'shall be applied for coincidentally with the application for a building permit,' and is billed under the same general WHCC § 151.15 Building Permit Fee mechanism used for all other building-permit-triggering work in the city.

Requirements
- No land may be used or occupied, and no building may be used or changed in use (except for agricultural purposes), until a certificate of occupancy is issued by the Building Inspector, per WHCC § 157.691
- A like certificate is required to maintain, renew, change, or extend a nonconforming use, per WHCC § 157.691
- The certificate of occupancy application is filed coincidentally with the building permit application — West Haven does not publish a separate standalone certificate-of-occupancy or change-of-use application form
- The underlying use, construction, alteration, repair, removal, or occupancy also requires a written building permit from the City Building Inspector, per WHCC § 157.690, unless the work is minor in character as determined by the Building Inspector
- Certificate of occupancy is to be issued within 10 days after the erection or structural alteration of the building (or applicable part) is completed in conformity with the zoning ordinance, per WHCC § 157.691
Required documents
- RequiredBuilding Permit Application (CityInspect portal)Submitted online through West Haven City's CityInspect portal (utah.cityinspect.com); the certificate of occupancy is applied for coincidentally with this same application, per WHCC § 157.691. | Building Permit Fee | Established in WHCC § 151.15, as amended | West Haven City Consolidated Fees & Fines Schedule (Resolution, adopted September 17, 2025) was checked directly (live-fetched 2026-07-22) for a distinct 'certificate of occupancy' or 'change of use' application/issuance fee line; none exists. Certificate-of-occupancy review is folded into the same general Building Permit Fee mechanism used for all other building-permit-triggering work in the city, consistent with WHCC § 157.691's requirement that it be applied for coincidentally with the building permit. |
| Occupying Structure Prior to Obtaining Certificate of Occupancy (penalty) | $300.00 per day | West Haven City Consolidated Fees & Fines Schedule, adopted 9/17/2025, Re-inspection Fees subsection: 'Occupying structure prior to obtaining Certificate of Occupancy ... $300.00 per day.' This is a per-day penalty for occupying before the certificate is issued, not an application or issuance fee. |
