Residential building permit
VerifiedPermit to build, alter or add to a house or other residential structure in Maple Valley, under the International Residential Code adopted at MVMC 15.05.050.

Requirements
- MVMC 15.05.050: “There is adopted and by this reference made a part of this chapter as though fully set forth herein, at length, that certain code, known as the International Residential Code (IRC), 2021 Edition, as adopted by the State Building Code Council in Chapter 51-51 WAC”.
- MAPLE VALLEY NAMES ITS YEARS AND PUBLISHES NO ROLLING CLAUSE, WHICH IS UNUSUAL IN THIS SET, AND THE ABSENCE IS MEASURED RATHER THAN ASSUMED. A regular expression for the usual rolling formulations (“as now or hereafter amended”, “hereafter be amended”, “as presently constituted”, “as the same exists”, “as now in effect”, “as amended from time to time”, “as now existing”, “subsequently amended”) returns ZERO matches across the whole of Chapter 15.05 (31,082 characters) AND the whole of Chapter 15.01 (12,306 characters). A control term fired 11 times in the first and 85 in the second, so the search was alive and the zero is real. Walla Walla taught that a roll can hide in a section of its own; that check was run here and found nothing. >>> SO THE ENTRY RECORDS TWO READINGS AND ADJUDICATES NEITHER. On its face the adoption is named-and-static: each section names an edition and nothing says it moves. But every adopting sentence also reads “as adopted by the State Building Code Council in Chapter 51-xx WAC”, and that reference can be read as incorporating the state chapter, which does move. USEFULLY, THE TWO READINGS AGREE TODAY, AND THAT IS CHECKED AGAINST THE STATE SOURCE RATHER THAN ASSUMED: Chapter 51-52 WAC is titled “STATE BUILDING CODE ADOPTION AND AMENDMENT OF THE 2021 EDITION OF THE INTERNATIONAL MECHANICAL CODE” and WAC 51-52-003 reads “The 2021 edition of the International Mechanical Code published by the International Code Council is hereby adopted by reference”, read at app.leg.wa.gov on 2026-09-16. The city's named 2021 and the state's current adoption are the same edition, so the ambiguity is not biting at present.
- MVMC 15.01.020 requires the City to “at all times keep on file with the City Clerk, for reference by the general public” copies of the adopted codes. With no rolling clause published, that filed copy is the practical way to establish which text the city is working from.
- MVMC 15.01.015 supplies a general reference-mapping rule: “Whenever reference is made to local authority, codes, jurisdiction, and similar concepts, within the codes adopted by reference in this chapter, interpretations rendered by such reference shall apply to the City of Maple Valley and its jurisdiction and authority.”
- SEVEN OF THE EIGHTEEN SECTIONS IN THE CONSTRUCTION CODES CHAPTER ARE PUBLISHED AS BARE “Reserved.” — MVMC 15.05.010, .015, .020, .030, .035, .140 and .150 — with no subject name attached. Like Pullman's bare “Repealed.” sections, these tell a reader that a number is held open but not what it was ever meant to hold. Walla Walla's reserved chapters, by contrast, keep their subject (“ELECTRICAL CODE (RESERVED)”).
- THERE IS NO ELECTRICAL CODE IN TITLE 15, AND THE ABSENCE IS BOUNDED BY TWO READINGS. Title 15 has exactly five chapters — 15.01 General Provisions, 15.02 Fee Schedule, 15.05 Construction Codes, 15.10 Signs and 15.20 Fire Code — and none is an electrical chapter. The full section list of Chapter 15.05 was read and its eleven live adoption sections cover the IBC, IRC, IEBC, UPC, IMC, IFGC, NFPA 54, NFPA 58, IECC, IWUIC and IPMC, with no electrical code among them. WHO ISSUES AN ELECTRICAL PERMIT HERE IS NOT ASSERTED — the usual Washington route is the Department of Labor and Industries under Chapter 19.28 RCW, but no such provision was found in Title 15 and the state route was not read. Walla Walla reaches the same end by publishing an expressly RESERVED electrical chapter; Maple Valley simply has none.
- THE CODE DISCLAIMS A DUTY TO ANY PARTICULAR PERSON. MVMC 15.01.010: the purpose is “to provide for and promote the health, safety, and welfare of the general public, and not to create or to otherwise establish or designate any particular class or group of persons who will or should be especially protected”. Inspection and approval are not a warranty to the permit holder.
- Appeal provisions sit at MVMC 15.01.035. This guide does not summarise them, so no appeal body, deadline or procedure is stated here.

- RequiredBuilding permit applicationFiled under MVMC Title 15. The Title adopts the International Building Code and International Residential Code by reference without republishing their administrative provisions, so the application, review and expiry mechanics come from the adopted code rather than from the municipal code; those provisions were not read for this entry.
- RequiredCurrent Development Fee ScheduleMVMC 15.02.010 makes every fee in Title 15 “as shown in the currently adopted Development Fee Schedule”. It is a separate document, not part of the code, and it is the only thing in this Title expressly kept current — ask for it by name rather than looking for amounts in the code, where none appear.

Commercial building permit
VerifiedPermit for commercial, industrial and institutional construction in Maple Valley under the International Building Code adopted at MVMC 15.05.040.

Requirements
- MVMC 15.05.040(A): “There is adopted … that certain code known as the International Building Code (IBC), 2021 Edition, as adopted by the State Building Code Council and as published by the International Code Council together with Appendix Chapters: H – Signs, and J – Grading”. TWO APPENDICES ARE NAMED, H and J.
- The International Existing Building Code is adopted separately at MVMC 15.05.060, the International Energy Conservation Code at 15.05.120, the International Wildland Urban Interface Code at 15.05.130 and the International Property Maintenance Code at 15.05.135. Those four sections were read by title only and NO edition year is asserted for any of them.
The city's named 2021 and the state's current adoption are the same edition, so the ambiguity is not biting at present.
- WITHIN THIS ONE CHAPTER THE EDITION YEARS SORT BY PUBLISHER, WHICH IS THE SECOND CITY TO SHOW THAT PATTERN IN ITS OWN TEXT. The ICC and IAPMO documents are all 2021 — IBC, IRC, UPC, IMC — while the NFPA document is 2020. Walla Walla shows the same split inside a single sentence. It is consistent with two standards bodies running separate revision cycles, and IT IS RECORDED AS A HYPOTHESIS AND NOT A FINDING, because University Place names NFPA 58 at 2021 and contradicts it, and because two cities agreeing is a sample of two.
- CHAPTER 15.10 IS TITLED “SIGNS” AND PUBLISHES NOTHING AT ALL. The Title 15 contents list it with NO SECTION RANGE, which in this project's experience is the tell for a chapter that is gone, and THE CHAPTER PAGE WAS OPENED RATHER THAN INFERRED FROM THAT: it carries the heading and then the site navigation, with zero sections and zero body paragraphs. There is no “Reserved” note and no “Repealed” note attached to it either — just a named chapter with no content and no explanation, which is less informative than any other rendering in this set. NOTE THAT SIGNS ARE NOT NECESSARILY UNREGULATED: IBC Appendix H (Signs) IS adopted at MVMC 15.05.040, and sign rules commonly sit in a zoning title. Where they live in Maple Valley is NOT asserted here — Titles 16 and beyond were not opened.
- MVMC 15.01.020 requires the City to “at all times keep on file with the City Clerk, for reference by the general public” copies of the adopted codes. With no rolling clause published, that filed copy is the practical way to establish which text the city is working from.

- CORROBORATED AT THE STATE SOURCE, WHICH IS RARE IN THIS SET AND WORTH RECORDING: Chapter 51-52 WAC is titled “STATE BUILDING CODE ADOPTION AND AMENDMENT OF THE 2021 EDITION OF THE INTERNATIONAL MECHANICAL CODE”, and WAC 51-52-003 reads “The 2021 edition of the International Mechanical Code published by the International Code Council is hereby adopted by reference with the exceptions noted in this chapter” — read at app.leg.wa.gov on 2026-09-16. Fuel gas permit
VerifiedPermit for fuel gas and liquefied petroleum gas work in Maple Valley, under the International Fuel Gas Code and the two NFPA gas codes adopted separately at MVMC 15.05.090 to 15.05.110.
Verified 2026-09-16 · Source
Requirements
- MAPLE VALLEY GIVES EACH GAS CODE ITS OWN NUMBERED SECTION, WHICH NO OTHER CITY IN THIS SET DOES: MVMC 15.05.090 International Fuel Gas Code, 15.05.100 National Fuel Gas Code (NFPA 54), and 15.05.110 Liquefied Petroleum Gas Code (NFPA 58). Elsewhere these standards are named inside a mechanical adoption sentence, if at all.
- NFPA 58 GETS ITS OWN NUMBERED SECTION HERE, WHICH NO OTHER CITY IN THIS SET DOES, AND IT NAMES 2020 WHILE EVERYTHING AROUND IT NAMES 2021. MVMC 15.05.110: “There is adopted … that certain code known as the Liquefied Petroleum Gas Code, 2020 Edition, as adopted by the State Building Code Council in Chapter 51-52 WAC, as published by NFPA.” The National Fuel Gas Code (NFPA 54) has its own section at 15.05.100 in the same form. >>> FIVE CITIES IN THIS SERIES NOW NAME AN NFPA 58 EDITION AND THEY SPLIT FOUR TO ONE: Lake Stevens, Issaquah, Walla Walla and Maple Valley say 2020; University Place says 2021. A MAJORITY IS NOT AN ADJUDICATION and this entry does not treat it as one — the error that started this thread was never a miscount, it was letting agreement end the search. >>> AND THE ATTRIBUTION IS CHECKABLE, SO IT WAS CHECKED, AND IT DID NOT CORROBORATE. Maple Valley attributes the 2020 edition to the State Building Code Council's adoption in Chapter 51-52 WAC. WAC 51-52-003, read at app.leg.wa.gov on 2026-09-16, adopts only “The 2021 edition of the International Mechanical Code” and contains NO occurrence of “NFPA”. THAT NEITHER CONFIRMS NOR REFUTES THE 2020 VALUE: the chapter's exception sections and the mechanical code's own referenced-standards list were NOT read, and NFPA 58 may reach the city through either. What is established is only that the section Maple Valley points at does not itself name NFPA 58.
- WITHIN THIS ONE CHAPTER THE EDITION YEARS SORT BY PUBLISHER, WHICH IS THE SECOND CITY TO SHOW THAT PATTERN IN ITS OWN TEXT.
