Residential Building Permit (New Construction)

Verified

Required for new single-family and two-family dwellings located INSIDE a Platted Subdivision in unincorporated Campbell County, governed by the 2024 IRC per Chapter 4 Section 4. Building Permits are NOT required for one- or two-family dwellings built OUTSIDE a platted subdivision (Chapter 4 Section 1.4.A.3) — see 'Building a Home on Rural Property' guidance — though electrical, mechanical, plumbing, and septic permits still apply in that case.

Residential Addition / Remodel Permit

Verified

Required for additions, alterations, and remodels to existing one- and two-family dwellings in unincorporated Campbell County. Governed by the 2024 IRC per Chapter 4 Section 4. Same no-fee structure and exemption logic as new construction applies (the platted-subdivision Building Permit requirement, and the rural-property exemption, both govern additions/remodels the same way they govern new construction).

Electrical Permit

Verified

Required for electrical installation, alteration, and repair work in unincorporated Campbell County. Per the Wyoming State Fire Marshal's 'LOCAL AND STATE JURISDICTIONS' chart, Campbell County holds delegated ELEC INSP/PR = L/L authority — the County's own Building Division issues and inspects electrical permits; it does NOT default to the WSFM statewide electrical program. Governed by NFPA 70 (National Electrical Code), 2026 Edition, per Chapter 4 Section 10.

Verified 2026-07-01 · Source

Requirements

  • Electrical Permit required for all new wiring, service changes, and alterations — required even when the associated Building Permit is exempt (e.g., rural/unplatted dwellings, farm/ranch structures, HUD manufactured homes, exempt accessory structures)
  • Farm/Ranch Operation electrical work: contractor must still obtain an Electrical Permit per W.S. 35-9-123(b) even though the structure itself is exempt from Chapter 4
  • Service disconnecting means must be installed at a readily accessible location within 50 feet, in plain view from outside the building (Chapter 4 § 10.A.1, amending NEC 230.70(A)(1))
  • County Building Division inspectors perform all electrical inspections locally (Chapter 4 § 10.B.5(a))
  • Mobile home electrical hookups follow the county's direct-bury/service-equipment standards (2-pole breaker sized to nameplate ampacity, grounding rods, conduit depth requirements)

Electrical Permit (residential)No feeChapter 4 Section 1.8.E 'All Other Permits: No fees.' — Campbell County charges no fee for residential electrical permits, unlike the WSFM's statewide $50 electrical permit fee that applies where the state program has jurisdiction. This fee-free treatment applies because Campbell County has delegated BOTH building and electrical authority and elected not to charge for residential trade permits.

Plumbing Permit

Verified

Required for plumbing installation, alteration, and repair work in unincorporated Campbell County. Governed by the 2024 International Plumbing Code (IPC) per Chapter 4 Section 6 — NOTE: Campbell County uses the IPC, not the Uniform Plumbing Code.

Roofing Permit (Reroof)

Verified

Roof replacement/reroofing on a residential structure in unincorporated Campbell County falls under the county's general Building Permit framework (2024 IRC, Chapter 4 Section 4). Campbell County has no separate published reroof-specific fee or permit type distinct from the general 'All Other Permits: No fees' rule — reroofing is charged under that same no-fee provision unless it triggers a Commercial Building Permit.

Verified 2026-07-01 · Source

Requirements

  • Reroofing of a dwelling located inside a platted subdivision requires a Building Permit under the general Chapter 4 framework; a rural (unplatted) dwelling's reroof falls under the same rural-dwelling Building Permit exemption (Chapter 4 § 1.4.A.3) as new construction
  • Roof design must meet Chapter 4 Section 1.6 snow load criteria: 35 psf (roofs ≤1:12 pitch) or 30 psf (roofs >1:12 pitch), no reductions, plus required ice barrier underlayment

Solar PV Permit

Verified

Rooftop or ground-mounted solar photovoltaic system installation in unincorporated Campbell County is permitted under the general Building Permit (structural/racking) and Electrical Permit (interconnection) framework — there is no dedicated 'Solar PV' permit type or fee schedule published separately by Campbell County; the county's general Chapter 4 permit types (Building, Electrical) and no-fee provision apply.

Verified 2026-07-01 · Source

Requirements

  • Structural/racking attachment to a residential roof is reviewed under the Building Permit (2024 IRC) framework where a Building Permit applies (platted subdivision) — Chapter 4 § 1.4.A.3's rural-dwelling exemption logic extends to the structural aspect for rural dwellings, but the interconnection work still requires an Electrical Permit
  • Electrical interconnection, wiring, and disconnects require an Electrical Permit under NFPA 70 (NEC) 2026 Edition, Chapter 4 Section 10
  • Structural design must comply with Chapter 4 Section 1.6 snow load (35/30 psf) and wind speed (100–120 mph by risk category) criteria for the roof-mounted array

EV Charger / EVSE Permit

Verified

Campbell County has no dedicated EV-charger/EVSE permit type or fee. Installing a Level 2 or DC fast EV charger requires a dedicated circuit or service equipment, which is administered under the county's general Electrical Permit (NFPA 70/NEC 2026 Edition, Chapter 4 Section 10) — the same permit used for any other electrical work, issued at no charge per Chapter 4 Section 1.8.E.

Verified 2026-07-20 · Source

Requirements

  • Electrical Permit required for the EV charger's dedicated circuit/service work — required even where the associated Building Permit is exempt (e.g., rural/unplatted dwellings)
  • Service disconnecting means must be installed at a readily accessible location within 50 feet, in plain view from outside the building (Chapter 4 § 10.A.1, amending NEC 230.70(A)(1)) if the install involves new/upgraded service equipment
  • Installation must comply with NFPA 70 (National Electrical Code), 2026 Edition, per Chapter 4 Section 10
  • County Building Division inspectors perform the electrical inspection locally (Chapter 4 § 10.B.5(a))

Re-checked the current Chapter 4 PDF (ccgov.net/DocumentCenter/View/211) on 2026-07-20 specifically for 'EV', 'electric vehicle', or 'EVSE' language — none exists; the general no-fee electrical permit provision is the only applicable mechanism.

Deck Permit

Verified

Deck construction in unincorporated Campbell County is exempt from a Building Permit if small and detached (a Zoning/site-plan review is still required in most instances); larger or attached decks require a full Building/Zoning permit under the currently adopted IRC. The county's dedicated deck guideline still references the 2018 IRC and has not yet been reissued for the 2024 edition — treat its specific span/footing tables as a baseline reference, not a substitute for current 2024 IRC deck provisions.

Requirements

  • EXEMPT from a Building Permit (Zoning permit still required in most instances) if ALL of: not serving the main/front exit door; 200 sq. ft. or less; not more than 30 inches above grade within 36 inches of the deck; not attached to the dwelling
  • Attached or larger decks require a full Building/Zoning permit
  • Footers: minimum 42 inches depth from finish grade to bottom of footing (per the county's guideline, consistent with Chapter 4's 42-inch building frost line depth), 8 inches thick, extending 2 inches beyond post sides
  • Posts: 4x4 (or equivalent) up to 8 ft. height; 5x6 required above 8 ft.; all posts pressure-treated or decay-resistant (redwood/cedar)

Sign Permit (Zoning Certificate)

Verified

Campbell County has no separate 'sign permit' fee or application form — signage is regulated under Chapter 7 Zoning Regulations Section 40.25 (Signs) and is administered through the Zoning Certificate process (Chapter 7 Section 10.25), a Review Process 1 (administrative, no public hearing) approval. Table 10.10-1 explicitly lists 'Sign Permits (Section 40.25)' as a Review Process 1 action decided by the Applicable Director (Director of Public Works, Building Official, or Planner/Zoning Administrator).

  • Sign Category F: all sign types listed above; the largest area allowances in Table 40.25-1 (e.g., 108 sq. ft. at 100 ft frontage)
  • Height limits: pedestal signs ≤10 ft, monument signs ≤16 ft, pole signs ≤35 ft above average ground elevation; wall-mounted/marquee signs may not project above the roofline

Fire Sprinkler & Fire Alarm System Permit

Fire sprinkler and fire alarm system installations in unincorporated Campbell County are NOT administered by the Building Division under Chapter 4's general Building/Electrical Permit fee structure — they are 'Fire Code Permits' under Chapter 4 Section 1.3.B, submitted directly to and issued by the Campbell County Fire Department, whose Fire Marshal's Office administers plan review and construction inspections under the adopted 2024 International Fire Code (Chapter 4 Section 8).

Reviewed 2026-07-22 · Source

Requirements

  • Where Construction Permits are required by IFC Section 105.6 (which covers fire protection/life safety systems including automatic fire-extinguishing/sprinkler systems and fire alarm systems), application must first be made to the Campbell County Fire Department — Fire Code Permits are issued by the Fire Department, not the Building Division (Chapter 4 § 1.3.B)
  • Plan review submittals must follow the Wyoming State Fire Marshal's Office (WSFMO) checklist for the applicable system: the Fire Sprinkler System Plan Review Checklist or the Fire Alarm System Plan Review Checklist
  • Incomplete submittals cannot be reviewed and will require a resubmittal
  • Construction inspections are scheduled directly with the Fire Department (307-682-5319) with a minimum of 48 hours advance notice
  • New commercial occupancies must have an approved Knox Box key box installed before occupancy/work approval is granted (IFC § 506.1 as locally amended, Chapter 4 § 8.A.5)
  • Central monitoring stations must notify the Campbell County Sheriff's Office Dispatch immediately of any fire alarm, fire-extinguishing system, or supervisory alarm activation (IFC § 401.3.2 as locally amended, Chapter 4 § 8.A.3)

Fire Code Permit / plan review — fire sprinkler and fire alarm systemsNot publishedThe Campbell County Fire Department's public Fire Marshal page (ccfire.us/fire-marshal-1) lists Plan Review, Fire Inspection, and Fire Permits sections, none of which show a dollar fee for sprinkler/alarm plan review or construction permits; its separate 'Fire Permits' list (Hotwork, Open Burning, Fireworks, Hazmat, LP Gas, Open Flames, Pyrotechnic, Temporary Event Structures, Special Event) also does not include sprinkler/alarm. Chapter 4 Section 1.8.E's 'All Other Permits: No fees' governs Building Division permits; Fire Code Permits are expressly routed to and issued by the separate Fire Department (Chapter 4 § 1.3.B), so it is not verified whether that Building-Division fee waiver extends to Fire-Department-issued permits. Call Campbell County Fire Department at (307) 682-5319 for a current fee quote — this is a genuine published gap, not assumed to be free.

Change of Use / Change of Occupancy Classification Permit

Verified

Campbell County has no standalone 'change of use' permit product or fee schedule. Per Chapter 4 Section 1.3.A, any Owner or authorized agent who intends to 'change the Occupancy Classification of a building or structure' must apply to the Building Division for the same Building Permit used for construction, alteration, or demolition — there is no separate application, fee line, or review track specific to occupancy/use changes. The technical compliance standard for such changes is set by the adopted 2024 International Existing Building Code (IEBC), Chapter 4 Section 9, whose own Chapter 10 governs Change of Occupancy determinations; Campbell County's local amendments to IEBC Section 9 do not modify that chapter.

Verified 2026-07-22 · Source

Requirements

  • A Building Permit application to the Building Division is required to change the Occupancy Classification of an existing building or structure (Chapter 4 § 1.3.A)
  • Compliance is evaluated against the 2024 International Existing Building Code (IEBC), adopted by reference under Chapter 4 Section 9, which governs change-of-occupancy technical requirements
  • For zoned parcels, an approved Zoning Certificate (Chapter 7 Section 10.25) confirming the new use is allowed in the applicable zoning district is required prior to permit issuance (Chapter 4 § 1.3.C.2)
  • If the change of use also involves new construction, alteration, or triggers Commercial Building Permit thresholds, the applicable Commercial Building Permit fee ($250, Chapter 4 § 1.8.A) and full commercial submittal package apply instead of the general no-fee provision
  • A Certificate of Occupancy is issued at the conclusion of a satisfactory final inspection confirming the new occupancy classification complies with applicable code (see the residential-building-permit entry in this file — no separate CO fee is published)
