This is PermitBase’s published record for Page as of 2026-08-01. It has since been superseded — see the current record. A historical record reflects what PermitBase had verified at that time; it may not capture a real-world change the jurisdiction had made but PermitBase had not yet verified, and it includes any errors we later corrected. Codes adopted

Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The City of Page runs its own Building Safety Department and independently adopts and administers its own construction codes; it does not defer permitting to Coconino County. Commercial Building Permit

Verified

Required for new commercial building construction and for exterior remodeling/expansion of commercial uses in the City of Page, reviewed against the 2018 IBC and City amendments. Unlike residential construction, most commercial development must first pass Site Plan Review Committee (SPRC) approval — required by Zoning Code § 152.095(B) before any building permit can even be submitted — before the same generic City of Page Building Permit Application and Table 1-A valuation fee schedule used for every other permit type in this record is used to pull the actual building permit. Tenant improvement (interior remodeling of an existing commercial building) is not a separate permit type or fee schedule: it uses the identical Building Permit Application and Table 1-A fees as new commercial construction, and Zoning Code § 152.095(A)(1)(b) explicitly exempts 'interior remodeling only of commercial and multi-family structures' from the SPRC gate entirely (as does an exterior addition/modification under 500 sq ft or 10% of gross floor area, whichever is less, per § 152.095(A)(1)(c)).

Verified 2026-08-01 · Source

Requirements

  • Building permit required for all new commercial building construction and for exterior remodeling/expansion of commercial uses, reviewed against the 2018 IBC (Chapters 1-35, with City of Page amendments) and ICC A117.1 (2009) accessibility standards as adopted by the City of Page
  • 'Commercial development' is defined by Zoning Code § 152.095(B) as 'any residential development larger than a single-family detached residence on a single lot, and any commercial or industrial building or development'
  • Per § 152.095(A)(1) and (B): commercial developments (new construction, major subdivisions, and exterior remodeling/expansion of commercial uses) require Site Plan Review Committee (SPRC) review and approval before any building permit can be submitted for review. Exempt from SPRC (but not from the underlying building permit): interior remodeling only of commercial structures (§ 152.095(A)(1)(b)); exterior modifications/additions that do not increase gross floor area by more than 500 sq ft or 10%, whichever is less (§ 152.095(A)(1)(c))
  • Complete SPRC site plan package required per § 152.095(B)(1)-(2): a completed City of Page application for construction plan submittal; one electronic PDF of the complete site plan; two bound sets on 24"x36" white-background paper; supporting documentation/studies/reports; and, if the development requires fire sprinklers or fire protection, a third complete paper set for the Fire Marshal's review and approval. Partial or incomplete submittals, or submittals split across entities, are rejected and returned to the applicant at their expense
  • SPRC review covers: compliance with the Zoning Code, Maricopa Association of Governments (MAG SPEC) design standards, ADA specifications, and the adopted IBC (SPRC as a whole); street plans, drainage, and floodplain (Public Works Director); water/sewer and electric utilities (Page Utility Enterprises); easement work (Western Area Power Authority); rights-of-way/intersection design where the site abuts a state highway (ADOT); and Fire, Police, and Ambulance Departments as appropriate
  • Per § 152.095(B)(3), city staff schedule a formal SPRC meeting to be held within 14 days of determining the site plan application complete, held on the closest Thursday or another day the SPRC deems appropriate; the applicant or their civil engineer must attend in person or via videoconference to answer committee questions
  • Once SPRC (and the Fire Marshal and any other required outside agency) approve the site plan, the applicant works with the City's Chief Building Official (CBO) to pull the building permit(s) required for construction, submitted on the same generic City of Page Building Permit Application used for every other permit type in this record, with 'NEW' (or 'ADDITION'/'ALTERATION' for remodel/TI scope) selected under Class of Work
  • Per § 152.095(D): a site plan approval becomes void if a building permit has not been issued within one year of approval; a one-time three-month extension may be granted by the Director if requested before the one-year deadline, and additional extensions require Planning and Zoning Commission approval
  • Per § 152.095(G): the CBO may issue a Temporary Certificate of Occupancy (30, 60, or 90 days, at the CBO's discretion) or a final Certificate of Occupancy; no occupancy of any structure is allowed until all required improvements are complete and CBO-approved
  • Automatic fire sprinkler systems are required in any building (commercial included) exceeding 4,000 sq ft, per City Ordinances 548-09, 566-10, and 666-19 (City Code Chapter 92) — a threshold many hotel/hospitality and larger retail projects in Page will exceed
  • Hotel/Motel-specific zoning standards apply during site plan/SPRC review (Zoning Code Table 4.2 series): off-street parking is calculated as 1 space per guest room, plus 1 space per 4 persons of the banquet room's maximum capacity (if a banquet room is present), plus 2 spaces per 3 employees, plus 1 RV/boat/bus space per 6 guest rooms (3-space minimum); hotel/motel parking stalls are allowed a reduced 9-foot width; and 4 passenger loading/unloading spaces are required for a Hotel or Motel use (Table 4.2-4). 'HOTEL or MOTEL' is defined in the Zoning Code as 'a facility with continuous on-site management with nine or more sleeping rooms that are intended to be occupied by guests for a fee'
  • Owner/Builder permits are allowed for residential projects only (per this file's localAmendments); commercial project work must be performed by licensed contractors per A.R.S. § 32-1169

  • RequiredSite PlanMust show, at minimum, all buildings/structures/utilities, rights-of-way/easements/open space, sidewalks and travel ways, parking/driveways/loading areas, ADA parking and routes, landscaping, drainage/retention, signage, property boundaries, and topographic/geologic issues, per § 152.095(B)(2)
