Electric Vehicle (EV) Charging Station Permit

Verified

Tempe publishes no distinct EV charger or EVSE line item in its Table 2-A Building Permit Flat Fees schedule — that table lists flat fees for items such as residential electrical service upgrades and temporary power poles, but no EV charging station category. An EV charging station installation, whether a new circuit, subpanel or dedicated branch circuit for a Level 2 charger, is permitted as standard Electrical work under Tempe City Code Chapter 8, Article VIII (2017 NEC with Tempe amendments), applied for through the Citizen Access Portal, and billed under the valuation-based Table 1-A fee schedule, plus a 65% plan review fee where plan review is required. Note that SolarAPP+ (gosolarapp.org), which Tempe uses for eligible residential solar PV, does not process EV charger permits.

Requirements

  • Electrical work must comply with the 2017 National Electrical Code (NEC) with Tempe amendments (Tempe City Code Ch. 8, Art. VIII)
  • Apply electronically through the Tempe Citizen Access Portal (epermits.tempe.gov/CitizenAccess/Default.aspx)
  • Contractor Affidavit required (State of AZ requirement per AZ Department of Revenue)
  • Arizona Registrar of Contractors (ROC)-licensed electrical contractor generally required; owner-builder exemptions may apply under ARS 32-1121
  • No distinct EV-charger permit type exists — apply as a standard Electrical Permit and describe the EV charging station scope of work

Fire Sprinkler / Fire Alarm Permit (Fire Construction Permit)

Verified

Tempe Fire Medical Rescue Department issues fire construction permits for the installation of and modification to fire and life-safety systems, including automatic fire sprinkler systems (IFC 105.7.1) and fire alarm and detection systems (IFC 105.7.7). Tempe City Code Sec. 14-16 adopts the International Fire Code, 2024 Edition (Ord. No. O2026.24, Sec. 13(Exh. B), adopted June 4, 2026), and Sec. 14-17 provides that it 'shall be enforced by the Fire Medical Rescue Department of the City, under the supervision of the Fire Marshal'; the Tempe amendments create the Community Risk Reduction Division as the fire code official. Construction documents are submitted for review through the Tempe Citizen Access Portal using the Fire [FR] Application. Fees are time-based rather than flat: the adopted fee schedule sets a labor rate of $93.35 per hour plus a published base time in hours for each permit type, cumulative, with additional review or inspection time assessed at the hourly rate.

Requirements

  • Tempe City Code Sec. 14-16 adopts the International Fire Code, 2024 Edition, together with appendix chapters B, C, H, I, K, O and J
  • A construction permit is required for the installation and modification of fire and/or life-safety systems and equipment, and for a broad range of operations and systems involving hazardous materials (Tempe Fire Prevention, Fire Inspections page)
  • Construction documents are submitted for review through the Tempe Citizen Access Portal (epermits.tempe.gov/CitizenAccess/Default.aspx)
  • Use the Fire [FR] Application. Part 2 of the form requires the applicant to identify Automatic Fire Sprinkler System (Installation or Modification, with the number of sprinkler heads) and/or Fire Alarm and Detection Systems (Installation or Modification, with the number of devices)
  • Operational permit applications must be submitted at least 10 working days prior to the anticipated commencement date; a Fire Inspector then contacts the applicant for any additional documentation
  • Once a construction permit has been issued and work has begun, all permit inspections must be requested through the 24-hour Interactive Voice Response (IVR) system or scheduled online through the Citizen Access Portal
  • Tempe amends IFC Section 903.2 to remove the model code's area and occupant-load sprinkler thresholds: an automatic sprinkler system is required throughout buildings and portions thereof used as Group A-1, A-2, A-3, A-4 and A-5, Group B, Group E, Group F-1, Group M, Group R, Group S-1 and Group S-2 parking garage occupancies
  • Tempe amends IFC Section 903.2.11.3 to require an automatic sprinkler system throughout buildings located 55 feet or more above the lowest level of fire department vehicle access
  • Tempe adds IFC Section 105.6.26: a construction permit is required for installation of or modification to a Fire Fighter Air Replenishment System (FARS)
  • Tempe adds IFC Section 901.6.3.2: on completion of inspection, testing and maintenance of a fire protection system, a tag must be attached in a conspicuous location documenting the date, the contractor and AZROC license number, the individual who performed the work, and whether the system is compliant or deficiencies were noted

Change of Use / Change of Occupancy Permit

Tempe regulates change of occupancy but does not publish a separately named 'change of use' permit. A change in the building occupancy classification of an existing space is permitted as a commercial building permit, submitted on the Building Permit [BP] Application under 'TENANT IMPROVEMENT - COMMERCIAL' or 'ADDITION / ALTERATION - COMMERCIAL', and results in the issuance of a new Certificate of Occupancy. The City's Certificate of Occupancy page states that 'a change in the building occupancy class of an existing space' is one of the instances that will result in the issuance of a certificate of occupancy, and that buildings or structures shall not be used or occupied until the building inspector approves the final inspection and approves the building for occupancy. Tempe's adopted 2018 International Existing Building Code governs the change-of-occupancy work itself. Projects whose new use results in a change of occupancy for an existing building may also qualify for Tempe's Adaptive Reuse program.

Reviewed 2026-08-15 · Source

Requirements

  • Submit as a commercial building permit on the Building Permit [BP] Application, checking 'TENANT IMPROVEMENT - COMMERCIAL' or 'ADDITION / ALTERATION - COMMERCIAL' in the APPLICATIONS list
  • The application requires the Occupancy Group, Occupancy Area and Occupancy Load for the project, plus an estimated construction valuation at the time of initial application (Tempe City Code Sec. 8-109.3, printed on the application form)
  • Plans must be submitted electronically in accordance with the Electronic Plan (E-Plan) Review Submittal Guidelines
  • Commercial Plan Review verifies compliance with Tempe's adopted building codes, safety regulations and zoning requirements, and reviews for structural integrity, fire safety, accessibility and energy efficiency before permits are issued
  • A new Certificate of Occupancy is issued after all required inspections have been requested and approved; the certificate must be posted in a conspicuous place on the premises and may not be removed except by the building official
  • Buildings or structures shall not be used or occupied until the building inspector approves the final inspection and approves the building for occupancy
  • Optional Adaptive Reuse program eligibility: the building must have been constructed more than 20 years ago and be within city limits, be located within 100 feet of an arterial street, not exceed 5,000 square feet including proposed additions, and the new use must result in a change of occupancy for the existing building. The Community Development Director may approve projects meeting the intent of the program and two of the four criteria.
