Fire Sprinkler & Fire Alarm Permit (Fire Construction Permit) in Tucson, Arizona

Tucson Fire Department (TFD) issues Fire Construction Permits for fire sprinkler systems, fire alarm systems, automatic extinguishing systems, fire pumps, standpipes, hood suppression and above-ground and underground storage tanks. The City of Tucson has adopted the 2024 International Fire Code effective September 1, 2024, with local amendments, and TFD requires plan submittals to meet the 2022 editions of NFPA 13, 13D, 13R and 72. Applications are made through Tucson Development Center (TDC) Online, the same portal used for building permits. Fire construction permit fees are set in the City's unified Planning and Permitting Fee Schedule under Section 4-06 FIRE — the City's own guidance states plainly that 'fire specific fees are found under Section 4-06.1.0 FIRE' of the fee schedule — and most fire permit fees are expressed in staff hours rather than flat dollars, charged at the adopted Standard Hourly Rate. Separately from these construction permits, TFD charges a percentage-of-building-permit fire review and fire inspection fee on commercial building permits.

Tips

  • SUPERSEDED HOURLY RATE — the single most expensive mistake on a Tucson fire permit estimate. TFD's own posted fee sheet is marked Rev. 07.01.25 and prints an hourly rate of $88.28. The FY27 Planning and Permitting Fee Schedule adopted by Mayor and Council on May 19, 2026 and effective July 1, 2026 sets the Standard Hourly Rate at $100.00 (Section 4-01.6.1). Since nearly every fire permit fee is expressed in hours, using the old sheet under-estimates the whole job by roughly 13%.
  • Fire permit fees live in the same fee schedule as building permits, not in a separate fire document. The City's own expedite handout says it outright: 'Fire specific fees are found under Section 4-06.1.0 FIRE' of the PDSD fee schedule.
  • Fire alarm modifications have a cliff at 21 devices. Under 20 devices the permit is priced as a 2-hour modification; at 21 or more, the fee schedule says the permit fee will be treated as a new system — 4 hours plus $0.01 per square foot. Splitting a job across that line is worth checking.
  • Sprinkler modifications are priced per head over 20: 2 hours plus $2.41 per head above the first 20. A small tenant reconfiguration that touches 40 heads carries about $48 in head fees on top of the base hours.
  • Expedite is available and priced: double fees for review up to 2 weeks, triple fees for review up to 1 week. You request it by typing EXPEDITE or DOUBLE EXPEDITE at the start of the permit description when you first submit in TDC Online, or afterwards by emailing TFD-Permit-Submital@tucsonaz.gov with the permit number and address.
  • The submittal checklists are not published yet. TFD's page lists Fire Alarm, Fire Sprinklers, Fire Underground, Fire Pump, Standpipe, Hood Suppression, Clean Agent Suppression and UST/AST checklists under a heading that reads 'Coming Soon.' Do not assume a checklist exists to validate your package against — ask TFD.
  • Design to the right standards: Tucson is on the 2024 IFC as of September 1, 2024, with City amendments, and TFD requires plan submittals to meet 2022 NFPA 13, 13D, 13R and 72. A package built to an older NFPA cycle will come back.
  • Do not confuse the construction permit with the review percentage. The 3% / 2.5% / 2% figures in Section 4-06.3 are fire review and inspection surcharges on the building permit fee for commercial work — they are in addition to, not instead of, the hour-priced sprinkler and alarm permits in Sections 4-06.4 and 4-06.5.
