Codes adopted

Arizona has NO statewide mandatory building code floor for general construction — code adoption is a per-city/town/county authority under state enabling statutes (e.g., A.R.S. Title 9 for municipalities). The Town of Camp Verde's Community Development Department (Development Services) independently adopts and administers its own construction codes; it does not defer permitting to Yavapai County. Change of Use / Certificate of Occupancy (processed via Commercial Tenant Improvement Permit)

The Town of Camp Verde does not publish a standalone 'change of use permit' or a standalone 'Certificate of Occupancy permit' application. A change in occupancy/use of an existing commercial building is processed through the Commercial Tenant Improvement Permit Application, whose own Town description explicitly covers 'either new or existing tenants and/or changes in occupancy.' A Certificate of Occupancy is then issued as the final step of that (or any) building permit's inspection sequence, per the Building Division's published process flow chart, at no separate charge — a distinct fee applies only if a Temporary Certificate of Occupancy is requested before full completion.

Requirements

  • No distinct change-of-use or CO-only application exists; a change of occupancy/use in an existing commercial building is processed as a Commercial Tenant Improvement Permit Application — the same permit product used for minor improvements to existing commercial buildings for new or existing tenants
  • Commercial applicants must receive Development Standards Requirements approval from Planning & Zoning before submitting for construction
  • A licensed contractor is required on all commercial projects; plans require an Arizona Registered Design Professional's seal (one set requires an original wet seal) unless exempt under A.R.S. §32-144
  • Valuation for tenant improvement/change-of-use work is based on the bid price provided by a licensed commercial contractor
  • A deposit is due at submittal, equal to the sum of applicable plan review fees (Building, Engineering, Fire, Sanitary) plus the Zoning Clearance fee
  • A final Certificate of Occupancy is issued as the terminal step of the building permit's inspection sequence ('CERTIFICATE OF OCCUPANCY OR COMPLETION' per the Building Division flow chart) at no separate charge
  • A Temporary Certificate of Occupancy (requested before full completion) instead carries a one-time Temporary Issuance Fee
