Building Permit in Concord, California

Concord runs its permits out of Building D at 1950 Parkside Drive, applications through an Accela portal, and inspections through a request form with an explicit next-business-day rule. It is one of very few cities in this corpus whose published fee schedule carries a FEE BASIS COLUMN, stating for each fee whether it is a fixed amount, an hourly rate, a per-square-foot rate or valuation-based.

When you need this permit

  • Applications are filed through the city permit portal, an Accela Citizen Access site at aca-prod.accela.com/CONCORD.
  • INSPECTIONS MUST BE REQUESTED BY THE PERMIT HOLDER, not by anyone else on the job: "Inspections must be requested by the permit holder. Permit holders are required to submit a request via the Request an Inspection button above."
  • THE PERMIT CARD HAS TO BE THERE: "Please be sure to have the permit card on site at the time of inspection."
  • AND FOR CONTRACTOR WORK, SO DOES THE CONTRACTOR: "For contractor installed work, contractors must be on site for inspections, not just the home owners. If no one is present at time of inspection, a re-inspection fee will be charged."

Show full citationConcord publishes a Building Permit Fees schedule as Exhibit A to Resolution 26.6042.1, date of last adoption 2026-04-28, shown on the Fee Schedules page as effective July 1, 2026. Each row names its own basis. Counting the basis values across the schedule gives Fixed Fee 115 times, Valuation-Based 10, Per Square Foot 9, Hourly Rate 6, Per Hour 5 and Per Unit 4.
Published per fee, in a dedicated Fee Basis column.
Hourly rates (Building Division services, with overhead)These are the rates the schedule falls back on for work not covered by a fixed fee, including additional plan review beyond the one backcheck that the plan review fee includes.
Plan Check $230/hour; Inspection $192/hour; Administrative/Processing $140/hour.
Administrative fee on a permit applicationThe schedule states this applies to all permit and permit revision applications EXCEPT Solar Energy System building permits - solar is carved out of the administrative fee and out of the General Plan / Zoning Ordinance reimbursement fee as well.
A $70 fixed base fee plus a valuation-based component of 0.0789%, capped at $550.
State surcharges collected with the permit
The schedule cites Health & Safety Code sections 18930.5-18938.3 for the Building Standards fee and Public Resources Code sections 2700-2709.1 for SMIP, and applies both to all permit applications. Show full citationThe schedule cites Health & Safety Code sections 18930.5-18938.3 for the Building Standards fee and Public Resources Code sections 2700-2709.1 for SMIP, and applies both to all permit applications. These are valuation-based fees that ride alongside the permit fee rather than being the permit fee.
CA Building Standards fee $4 per $100,000 of valuation ($1 minimum); SMIP seismic fee $13 per $100,000 for residential 1-3 stories other than hotels and motels, and $28 per $100,000 for all other buildings ($0.50 minimum each).
Inspection penalties and out-of-hours workThe out-of-hours rate is half as much again as the standard inspection hourly rate, and the two-hour minimum means the smallest out-of-hours visit is $576 before anything else is counted.
Missed inspection $192 fixed; re-inspection $192 per hour; inspection requests outside normal business hours $288 per hour with a two-hour minimum.
Expedited plan reviewExpedited review is performed by outside consultants rather than by city staff, so the fee is a pass-through with a markup rather than a published rate.
Consultant cost plus 20% administrative charge; the schedule records the amount as varying.

Inspection process

  1. 1

Request it the day before - every request rolls to the next business day

Concord publishes the rule and then works an example, which removes the usual ambiguity: "All inspection requests are scheduled for the next business day. For example, a request submitted up to 11:59 p.m. on Thursday will be scheduled for Friday. A request submitted any time Friday through 11:59 p.m. Sunday will be scheduled for Monday. Holidays are treated the same as a weekend day." No same-day inspection route appears on the page.

  2. 2

Ask for AM or PM when you book; you will not get a time

"Requests for AM (8 a.m. to 12 p.m.) or PM (12 p.m. to 4 p.m.) time windows are made when submitting your inspection request", and the city is explicit that the window is a preference: "While we do our best to accommodate preferred time windows, we cannot guarantee a specific time slot." It also states the precondition plainly - "Work must be completed and ready for inspection prior to the inspection date."

  3. 3

The schedule firms up at 7:30 a.m. on the day

"Inspection are scheduled up until 7:30 a.m. the day of. If you check Today's Inspection Schedule prior to 7:30 a.m. and your inspection is not scheduled, please check back after 7:30 a.m." - the missing verb agreement is the city's own. After 7:30 a.m. the published daily schedule confirms both the inspection and its AM or PM window.

  4. 4

Inspection hours, and the two hours a day you can reach an inspector

"Inspection Hours: 8 a.m. to 4 p.m. Monday through Friday." Reaching a person is narrower: "You can call the inspectors at 925-671-3330 7 a.m. to 8 a.m. and 3 p.m. to 4 p.m. or Email the Inspectors to discuss general inspection questions as well as plumbing, mechanical, and electrical questions." In-person meetings with inspectors are by appointment only.

Tips

  • BOOK THE INSPECTION THE DAY BEFORE - every request rolls to the next business day, and a Friday-to-Sunday request lands on Monday.
  • THE INSPECTORS ANSWER THE PHONE FOR TWO HOURS A DAY: 7-8 a.m. and 3-4 p.m., on a different number from the Permit Center.
  • THE COUNTER CLOSES FOR AN HOUR AT NOON and shuts at 4 p.m., even though it is open all five days.

Frequently asked questions

Concord requires a building permit for: Applications are filed through the city permit portal, an Accela Citizen Access site at aca-prod.accela.com/CONCORD.; INSPECTIONS MUST BE REQUESTED BY THE PERMIT HOLDER, not by anyone else on the job: "Inspections must be requested by the permit holder. Permit holders are required to submit a request via the Request an Inspection button above."; THE PERMIT CARD HAS TO BE THERE: "Please be sure to have the permit card on site at the time of inspection."; AND FOR CONTRACTOR WORK, SO DOES THE CONTRACTOR: "For contractor installed work, contractors must be on site for inspections, not just the home owners. If no one is present at time of inspection, a re-inspection fee will be charged.". If your project isn't listed, confirm with City of Concord Building Division, Permit Center at 925-671-3107 (Permit Center); 925-671-3330 (Building Inspectors) before starting work.

It depends on the fee, and unusually the city tells you which is which: its schedule carries a Fee Basis column marking each fee as a fixed amount, an hourly rate, a per-square-foot rate, per unit or valuation-based. Most individual line items are fixed fees, with plan check and inspection billed hourly ($230 and $192), and valuation-based percentages applied for the administrative component and for state and program surcharges.

Concord does not publish a plan-review timeline for this permit. Contact City of Concord Building Division, Permit Center at 925-671-3107 (Permit Center); 925-671-3330 (Building Inspectors) for current turnaround.

Not on the route the city publishes. "All inspection requests are scheduled for the next business day", and the city works the weekend case through: a request made any time from Friday through 11:59 p.m. Sunday is scheduled for Monday, with holidays treated the same as a weekend day.

Apply through City of Concord Building Division, Permit Center at City of Concord Permit Center (Building D), 1950 Parkside Drive, MS/51, Concord, CA 94519. Phone: 925-671-3107 (Permit Center); 925-671-3330 (Building Inspectors), email: bldgpermits@cityofconcord.org. Office hours: THE COUNTER KEEPS A FULL FIVE-DAY WEEK AND SHUTS FOR ONE HOUR IN THE MIDDLE OF EACH DAY: "Monday through Friday 8 a.m. to 12 p.m. and 1 p.m. to 4 p.m.", "Closed on City Holidays". THE INSPECTORS ARE A SEPARATE AND MUCH NARROWER SERVICE, on their own number: "City inspectors are in the field daily. Office meetings are by appointment only. Inspectors are available by phone the following hours: Monday through Friday 7 a.m. to 8 a.m. and 3 p.m. to 4 p.m." So the counter is reachable seven hours a day and the inspectors two, and both inspector windows fall outside the counter's own opening hours.. Official information: https://www.cityofconcord.org/180/Building-Division.

In two one-hour windows a day. "Inspectors are available by phone the following hours: Monday through Friday 7 a.m. to 8 a.m. and 3 p.m. to 4 p.m." on 925-671-3330. Outside those, the city says inspectors are in the field, and in-person office meetings are by appointment only.

Yes. "If no one is present at time of inspection, a re-inspection fee will be charged", and for contractor-installed work the city requires the contractor on site, "not just the home owners". The re-inspection fee is $192 per hour under the current schedule, and a missed inspection is a further $192.

Not necessarily. The schedule footnote provides that where fees are valuation-based the rate applies to the value of the permitted work, that the Building Official may apply minimum valuations drawn from the International Code Council Building Valuation Data or from the Building Official's own published valuations by project type, and that the final total valuation is set by the Building Official.
