Fresno requires a permit for plumbing system work, quoting California Building Code section 105.1: 'Any owner or authorized agent who intends to construct, alter, repair, move, demolish, or change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system shall obtain the required permit.'

Fresno's Inspection Services Division. An APPROVED INSPECTION also moves the permit expiration to 180 days from that inspection.
Tips
- GAS IS NAMED ALONGSIDE THE OTHER THREE in the provision Fresno quotes - electrical, gas, mechanical or plumbing - so gas work is inside the same permit requirement.
- REPLACEMENT AND REMOVAL COUNT. The provision covers erect, install, enlarge, alter, repair, remove, convert OR replace - a like-for-like swap is not outside it.
- PERMITS EXPIRE ON A 180-DAY CLOCK. Fresno quotes the code: 'Every permit issued shall become invalid unless work on the site authorized by such permit is commenced within 180 days after its issuance, or if the work is suspended or abandoned for a period of 180 days after the time the work is commenced.' An APPROVED INSPECTION resets it to 180 days from that inspection.
