When you need this permit

  • EVERYTHING GOES THROUGH ONE PORTAL. The city lists the same set of actions against Civic Access: "Apply for all building permits, including uploading plans and documents", "Paying Fees", "Tracking permit, plan review and inspection status", "Permit issuance" and "Scheduling building permit inspections".
  • REVISIONS TO AN ALREADY-APPROVED PLAN HAVE THEIR OWN FORM: "Use the Narrative form and upload, along with your revisions or deferrals to the permit portal". A revision is not a fresh submittal and is not made by re-uploading the drawings alone.
  • A TENANT IMPROVEMENT IS DEFINED, AND THE SEQUENCE IS STATED: "A tenant improvement is any alteration, renovation, and/or remodeling of an existing commercial or industrial tenant space or structure. Before any tenant improvement construction begins, plans shall be submitted for review and approval and building permit issued, final inspection passed prior to occupancy." The city adds: "You are advised to check with the Current Planning Department for any zoning regulation."
  • A PROJECT OUTSIDE THE CITY CAN STILL NEED THE CITY. "If your project is not in the City of Merced, you may still connect to the Sewer System if you are in the service area and a health hazard exists according to the Merced County Health Department" - and that route runs through a Development Application, City Council approval, and only then a sewer service connection.
  • SEWER AND WATER CONNECTIONS ARE TRIGGERED BY THE BUILDING PERMIT, not applied for separately first: each "begins when a building permit application has been submitted". A sewer connection is required "for any new construction or any existing building in case of a septic tank failure"; a water connection "for any new construction or any existing building if the service does not meet the current demand".

Inspection process

  1. 1

Scheduled online, through the same portal

"Scheduling building permit inspections" is one of the listed Civic Access functions, alongside applying, paying and tracking.

  2. 2

Today's schedule and today's results are both PUBLIC, with no account

The Inspections page states it plainly: "You may use our Portal for the following, no user account necessary" - "See Today's scheduled inspections" and "See Today's inspection results". Most cities publish neither; Merced publishes both, to anyone.

  3. 3

Full inspection history needs an account AND a role on the permit

"Do you have an existing account and are a Contact on an existing permit? Log in to your account to view all inspection history." Being a registered user is not enough on its own - you must be a listed contact on that permit.

  4. 4

NOT PUBLISHED on the pages read: notice period, daily cut-off, arrival windows

No advance-notice requirement, request cut-off time or AM/PM window appears on the Inspections page or the Building Permits page. Confirm before relying on same-day or next-day scheduling.

Tips

  • IF YOU HAVE A MASTER PLAN UNDER THE 2022 CODES, SAY SO - it is the one documented exception to the 2026 cutover.
  • DO NOT EXPECT A TURNAROUND FIGURE; track your own job in Civic Access instead.
  • REVISIONS TO APPROVED PLANS GO IN ON THE NARRATIVE FORM.

The city does not publish a schedule on its building pages. Its own answer is "Contact the Inspection Services Department at (209) 385-4773 for permit fees."

Merced does not publish a figure. No plan-check turnaround, first-review time or resubmittal time appears on its building pages. What it does offer is live tracking - you can follow your own plan review status in Civic Access, and both today's inspection schedule and today's results are public. You can see where your job is, but not what normal looks like.

Yes, for today. The city states "no user account necessary" for viewing today's scheduled inspections and today's inspection results. Full inspection history is different: you need an account AND to be a listed contact on that permit.

Apply through City of Merced Inspection Services Department (Building Department) at NOT PUBLISHED on the pages read for this record. The Building Permits, Inspections, Permits FAQ and city Contact Us pages carry no street address for the building counter, and the Contact Us page's own "Inspection Services Department" link points back to the Building Permits page rather than to an address. Confirm the counter location before travelling.. Phone: (209) 385-4773 (Inspection Services); (209) 385-7373 (Planning); (209) 388-7000 (City switchboard), email: inspectionservicesweb@cityofmerced.gov. Office hours: NOT PUBLISHED on the pages read for this record. No counter hours appear on the Building Permits, Inspections or Permits FAQ pages.. Official information: https://www.cityofmerced.gov/business-and-development/building-permits.

The 2025 California codes if you submit on or after 1 January 2026 - the city puts it in capitals: "2025 CALIFORNIA BUILDING CODES ARE IN EFFECT FOR ANY SUBMITTALS ON OR AFTER JANUARY 1ST, 2026". There is one exception, and it is worth knowing: submittals that already have a master plan in place under the 2022 codes are excluded.

Use the Narrative form. The city's instruction is to "Use the Narrative form and upload, along with your revisions or deferrals to the permit portal" - a revision to approved plans is a documented change, not a quiet re-upload of the drawings.

Up to 20 per cent of the adjusted construction cost, and no further: "When the cost of full compliance with Section 11B-202.4 would exceed 20 percent, compliance shall be provided to the greatest extent possible without exceeding 20 percent." There is a floor as well as a ceiling - "In no case shall the cost of compliance be less than the 20 percent". Spend it in the city's stated priority order, starting with an accessible entrance and then the route to the altered area.

Merced's permit history isn't searchable here yet

This page covers what the permit requires. What we don't have for Merced yet is the record of permits actually issued — the history you'd search by street address. That is a gap in our coverage, not a statement about any particular property.

Your email, and the place — never an address. We only use it to tell you when Merced lands. Privacy.
