Codes adopted
California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.
- THE CITY STATES THE EDITION AND TIES IT TO THE SUBMITTAL DATE, IN CAPITALS AT THE TOP OF ITS BUILDING PAGE: "2025 CALIFORNIA BUILDING CODES ARE IN EFFECT FOR ANY SUBMITTALS ON OR AFTER JANUARY 1ST, 2026".
- AND IT PUBLISHES A CARVE-OUT FROM ITS OWN CUTOVER, WHICH IS THE UNUSUAL PART: "**Excludes submittals that have a MASTER plan in place under 2022 Codes**". A project running against an already-approved master plan is not pulled forward onto the new cycle with everything else.
- THE SPECIFIC 2025 TITLE 24 PARTS ARE NOT ENUMERATED on the pages read - the city names the cycle rather than listing the Building, Residential, Electrical, Mechanical, Plumbing, Energy and Fire parts individually - so this record does not assert which parts were adopted or with what local amendments.
- Health & Safety Code 18938(b) provides that building standards in the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication." The 2025 edition was published 2025-07-01 and took effect 2026-01-01, which matches the city's date.

Tips & gotchas
- THE CITY MOVED DOMAIN AND RESTRUCTURED ITS PATHS, AND SEARCH RESULTS HAVE NOT CAUGHT UP. cityofmerced.org now 301-redirects to cityofmerced.gov, but the old paths do not survive the move: the former /departments/development-services/building-division returns a Page Not Found on the new domain rather than redirecting to the new location, which is /business-and-development/building-permits. Bookmarks and search hits from before the migration will land on an error page rather than on the building department.
- THE CODE CUTOVER HAS AN EXPLICIT EXCEPTION AND ALMOST NO OTHER CITY IN THIS CORPUS PUBLISHES ONE. Merced ties the 2025 codes to the submittal date like Mountain View and Murrieta do, then carves out "submittals that have a MASTER plan in place under 2022 Codes". If you are building from an approved master plan, the cycle change does not reach you - and that exception is stated on the page rather than left to a plan checker.
- NO PLAN-CHECK TURNAROUND IS PUBLISHED AT ALL, and the same page answers the fee question with a telephone number. Neither absence is hidden - the city simply does not commit to figures in public. Budget on the basis that you will have to ask, and ask early enough that the answer still helps.
- BUT THE INSPECTION SIDE IS UNUSUALLY OPEN: today's scheduled inspections AND today's results are both published with "no user account necessary". You can see the day's workload before you call about your own slot. Very few cities publish the results list at all.
- FULL INSPECTION HISTORY HAS A TWO-PART GATE that catches people who assume an account is enough: you need an account AND to be "a Contact on an existing permit". A contractor who is not listed on the permit sees only what the public sees.
- A REVISION TO APPROVED PLANS IS ITS OWN TRANSACTION. The city routes it through a Narrative form uploaded with the revised sheets - so a change after approval is documented as a change, not slipped in as a new upload.
- THE ACCESSIBILITY ANSWER IS UNUSUALLY COMPLETE FOR A CITY PAGE. Merced reproduces the CBC 11B-202.4 disproportionality test in full: the 20 per cent cap, the 20 per cent floor, the hardship definition, and the order to spend in - accessible entrance, then route to the altered area, then a restroom for each sex or a single-user or family restroom, then telephones, then drinking fountains, then parking, storage and alarms. An exemption needs "a written proposal for review by the Building Official".
- SOME ALTERATIONS ARE OUTSIDE THE ACCESSIBILITY TRIGGER ENTIRELY, and the city lists them: projects consisting only of heating, ventilation, air conditioning and re-roofing; electrical work not involving placement of switches and receptacles; and cosmetic work such as painting.
- A PROJECT OUTSIDE THE CITY LIMITS CAN STILL END UP AT MERCED CITY COUNCIL. Connecting to the city sewer from outside the boundary needs a Development Application, County Health Department agreement that a health hazard exists, and City Council approval BEFORE the connection application - a governance step, not a counter transaction.
- SEWER AND WATER CONNECTIONS ARE BUILDING-PERMIT-TRIGGERED. Both processes "begin when a building permit application has been submitted", so neither is a separate earlier errand, and a water connection is required for an EXISTING building too "if the service does not meet the current demand".
