Codes adopted
California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.
- THE PAGE IS WRITTEN IN THE FUTURE TENSE ABOUT A DATE THAT HAS PASSED. It reads "Effective January 1, 2026, the 2025 California Building Codes will go into effect", and separately names "the 2022 California Building Codes". Read literally on the date this record was made, that notice describes a change that took effect nine months earlier.
- The practical reading is that the 2025 California Building Codes govern now and the 2022 editions are superseded. But the city's own page has not been revised to say so, so a reader arriving today sees a pending-sounding announcement about rules already in force.
- THE CITY SET ITS OWN SUBMITTAL DEADLINE AHEAD OF THE STATE DATE: "Complete submittals must be received by December 15, 2025, at 5:00 PM PST" - roughly a fortnight before the 1 January code change, and specified to the minute with a timezone. That deadline has passed; it is recorded because it shows the city gates the transition on COMPLETE submittal rather than on the code date itself.
Permit types & fees
Turlock's permit history isn't searchable here yet
This page covers what the permit requires. What we don't have for Turlock yet is the record of permits actually issued — the history you'd search by street address. That is a gap in our coverage, not a statement about any particular property.
Your email, and the place — never an address. We only use it to tell you when Turlock lands. Privacy.
Tips & gotchas
- THE CODE NOTICE IS WRITTEN IN THE FUTURE TENSE ABOUT A PAST DATE. The page says "Effective January 1, 2026, the 2025 California Building Codes will go into effect" and also names "the 2022 California Building Codes". On the date this record was made that change was nine months old, so the page has not been revised since 2025. Treat the 2025 codes as in force and the page's tense as out of date.
- AN EXPIRED DEADLINE IS STILL PRINTED AS LIVE: "Complete submittals must be received by December 15, 2025, at 5:00 PM PST". That date has passed. It is recorded here because the mechanism is worth knowing - Turlock gated the code transition on a COMPLETE submittal received by its own earlier deadline, not on the statutory 1 January date - but the deadline itself no longer applies.
- THE INSPECTION LINE IS NOT THE MAIN LINE. Bookings go to "668-5542, ext. 2223"; the division's main number is "(209) 668-5560". Two numbers on one page is easy to conflate.
- THE INSPECTION DEADLINE IS THE DAY BEFORE, AT 4 PM: "call 668-5542, ext. 2223 by 4 pm on the business day prior to your inspection request". No same-day route is published on the page read.
- ONLY THREE SCOPES CAN BE SUBMITTED ONLINE: "residential re-roofs, heating & air conditioning change outs, and minor electrical upgrades". Everything else is a PDF submittal through the city's cloud link.
- NEW HOUSES HAVE NEEDED SPRINKLERS SINCE 2011 IN THIS CITY: "Since January 1, 2011 all new one and two family dwellings require installation of an automatic fire sprinkler system".
- AN OBLIGATION ATTACHES TO PRE-1994 HOUSING: "Effective January 1, 2014, all pre-1994 one and two family dwellings require non-compliant plumbing fixtures be replaced". WHEN that replacement must happen - on sale, on alteration, or outright - is NOT STATED on the page read.
- NO PLAN REVIEW TURNAROUND IS PUBLISHED, which stands out because the same page is precise to the minute about two other deadlines.
- NO FEE SCHEDULE OR AMOUNT appears on the page read for this record.
- THE DIVISION'S EMAIL ADDRESS IS OBFUSCATED IN THE PAGE SOURCE. It appears three times but never as readable text, so this record carries no address rather than a scraping placeholder. Use the published telephone numbers, or the city's contact form.
