• MISSING THE CUT-OFF COSTS TWO DAYS, NOT ONE: "all inspections must be requested no later than 3:30 pm on the business day preceding the inspection date requested. Any inspections requested after 3:30 pm will be scheduled for the second city working day." Most cities in this corpus push a late request to the next available slot; Manteca states the penalty explicitly, and on a Friday afternoon it means Tuesday.
• THE SENTENCE THAT GIVES THE INSPECTION WINDOWS IS CORRUPTED ON THE CITY'S PAGE: "AM scheduled inspections are generally between 8 amando no, and PM scheduled inspections are generally between noand to .4 pm". The intended reading is almost certainly 8 am to noon and noon to 4 pm - that is the pattern every comparable city in this corpus uses - but a guide that printed those hours as quoted would be passing off a repair as a quotation. Confirm on 209-456-8550. A second corruption in the same page runs two inspection-readiness items together: "as needOSHA-approvedproved ladder setup".
• A SYMBIUM SOLAR PERMIT IS ISSUED IN ONE SYSTEM AND INSPECTED IN ANOTHER: "Please note that all inspections are scheduled through the Citizen Access Portal." The instant permit does not carry its own inspection route, so an applicant who has only ever used Symbium still needs a Citizen Access account before the job can be signed off.
• AND REVISING A SYMBIUM PERMIT MEANS FILING IT TWICE, WITH A FEE EACH TIME. The city publishes both halves: revise in Symbium and "Pay the appropriate fee to Symbium", then in Citizen Access select "Revision/Addendum Request", confirm the permit "was previously approved through Symbium", upload the documents and "pay your fees" again. Two systems, two payments, one revision - and neither fee is published.
• MANTECA IS ON SYMBIUM, NOT SOLARAPP+, which splits this corpus two ways on automated solar. Lancaster is the other Symbium city; Oceanside, Pomona, Santa Clara, Visalia, Victorville and Carlsbad run SolarAPP+, and Clovis runs SolarAPP+ but bars owner-builders from it. The platforms are not interchangeable and neither are their instructions.
• PRINTED PLANS ARE A HARD PRECONDITION, NOT A COURTESY: "Without these plans and documents being onsite our inspector will be unable to complete the inspection, and the inspection will be rescheduled." The city explains the reasoning too - the printed set lets both the crew and the inspector "see what was approved by the City". Antioch charges a re-inspection fee for the same omission; Manteca reschedules.
• THE CITY PUBLISHES A CUSTOM PERMIT REPORTING TOOL TO ANYONE WITH A FREE ACCOUNT: "Once logged in, the site will allow you to run custom reports for any permit types and any date range." That is a genuinely open data facility - most cities in this corpus publish a fixed monthly report or a daily inspection list, not an arbitrary query over permit type and date range.
• FEE AND ZONING QUESTIONS ARE ANSWERED BY A THIRD PARTY, AROUND THE CLOCK: the city routes them to "the Open Counter Permitting Resource for Zoning and Fee Estimates" rather than publishing a schedule on the page. Useful at midnight, but it means the authoritative fee figure is not on the city's own site.
• THREE DOMAINS ARE IN PLAY FOR ONE CITY: the older ci.manteca.ca.us redirects to manteca.gov, and the permit portal sits at permits.manteca.city. Bookmarks and older correspondence will carry whichever was current at the time, and the .city address in particular does not look official at a glance.
• NO CODE EDITION IS NAMED ANYWHERE ON THE PAGES READ - only "state building codes" in general terms, plus Symbium's assurance that it checks "State and local regulations" automatically. Manteca is the fourth city in this California batch, after Redding, Citrus Heights and Hemet, whose permit pages leave the governing edition to be found elsewhere.
