Codes adopted

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

"Effective January 1, 2026, the 2025 California Building Codes are in effect. All new submittals received as of January 1, 2026, will be required to meet the 2025 California Code". The trigger is the date a SUBMITTAL IS RECEIVED - not issuance and not start of work.

Work is sorted into five bands - instant online issuance, same-day issuance at the counter, and 5, 10 or 20 working day reviews - and the handout that carries it lists the project types under each band by name. Two qualifications sit in the handout's own footnotes and both change the arithmetic.

Tips & gotchas

TRACY NAMES A REVIEW TIME AGAINST THE SCOPE OF WORK, NOT A SINGLE FIGURE. Its Review Time-Frames handout sorts work into INSTANT online permits, SAME DAY ISSUANCE, and 5, 10 and 20 WORKING DAY reviews, listing project types by name under each band. A reader can find their own project rather than guessing which figure applies to it.
THE REVIEW DAYS ARE NOT THE WHOLE WAIT. The handout's own footnote: "*Please allow 1-2 business days for processing intake and approvals." A 20-day review is therefore 21-22 business days from handing plans over, before any correction round.
THE INSPECTION CUT-OFF IS 5:30 AM, AND THE PHONE LINE OPENS AT 8:00. "All inspection requests must be submitted online no later than 5:30 am the date the inspection is desired." Because telephone requests are taken "between 8:00am - 6:00pm", the same-day route is the online one by definition - calling can never make the same-day deadline.
FRIDAYS ALTERNATE. The inspection request window is "Monday - Thursday between 8:00am - 6:00pm and every other Friday between 8:00am - 5:00pm". Which Fridays are open is NOT STATED on the page read.
REVIEW ROUNDS ARE FREE UNTIL THE FOURTH. "Submittals after the 3rd review and all Revisions are charged at an hourly rate with a 1/2-hour minimum." The half-hour minimum means even a trivial fourth-round correction carries a floor.
A RESUBMITTAL HAS ITS OWN BAND, AND IT SPLITS. "Most Resubmittals/Minor Revisions/Deferred Submittals" sit at 10 working days; "Major Resubmittals/Revisions/Deferred Submittals" sit at 20. What makes a revision major rather than minor is NOT STATED on the handout.
THE CODE CUTOFF IS KEYED TO WHEN THE SUBMITTAL IS RECEIVED: "All new submittals received as of January 1, 2026, will be required to meet the 2025 California Code". Nothing on the pages read says what governs an earlier submittal still under review.
EXPEDITED REVIEW EXISTS AND ITS PRICE DOES NOT APPEAR. "An expedited Plan Review is available for an additional Fee. Please Ask for details." For commercial work the Plan Review page adds that "There is an additional fee for an Expedited Fire Review as well". Neither amount is published on the pages read.
THE TIME-FRAMES HANDOUT CARRIES ITS OWN REVISION DATE: the footer reads "Revised 1/17/2026". That makes this version checkable against a later one, and dates the tiers above rather than leaving them open-ended.
