Codes adopted
California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

TWO 1997 UNIFORM CODES REMAIN ADOPTED ALONGSIDE THE 2025 SUITE: "The 1997 Uniform Housing Code" and "The 1997 Uniform Code for Abatement of Dangerous Buildings". These are ICBO-era documents used for housing standards and abatement rather than new construction. This record does NOT assert whether later editions of either exist; the 29-year spread between them and the 2025 codes is recorded as the city states it, and a reader should not assume the 1997 dates indicate neglect.
- Health & Safety Code 18938(b) provides that building standards in the California Building Standards Code "shall apply to all occupancies throughout the state and shall become effective 180 days after publication." The 2025 edition was published 2025-07-01 and took effect 2026-01-01, which matches the city's date.

- WHITTIER PUBLISHES ITS ENTIRE ADOPTED CODE LIST, APPENDIX CHAPTERS INCLUDED, which most cities in this corpus do not. Appendix chapters only bind where a jurisdiction adopts them, so "Appendix Chapters F and I" of the Building Code and "Appendix Chapter H" of the Residential Code are live requirements here that are absent in a neighbouring city that adopted the same edition without them.
- THREE DIFFERENT VINTAGES ARE IN FORCE AT ONCE AND THE SPREAD IS 29 YEARS: the 2025 California suite, the 2023 Los Angeles County Fire Code, and the 1997 Uniform Housing Code and 1997 Uniform Code for Abatement of Dangerous Buildings. Fire review runs against a county document on its own cycle. The 1997 codes are ICBO-era instruments used for housing standards and abatement rather than new construction; this record does not assert whether newer editions exist, and the dates should not be read as the city lagging.
- THE SAME COUNTER HOURS ARE PRINTED TWO WAYS AND ONE IS WRONG. The Building & Safety page says "7:30 a.m. and 4:00 p.m. Monday through Thursday"; the Plan Check page says "7:30 p.m. to 4:00 p.m." for the same counter. The a.m. version is the coherent one. It is a typo rather than a trap, but it is the sort of thing that sends someone to a closed building, and it is only visible if you read both pages.
- THE ONLINE-ONLY PERMIT NOTICE CARRIES NO YEAR: "Starting July 15th, Residential permits will be available Online Only for the following." There is no way from the page to tell which July, or whether the transition has already happened. Read on 2026-09-21 that date has passed in any candidate year, so treat the list as live and confirm before planning a counter visit for one of those permit types.
- A UTILITY GATES A CITY PERMIT. An electrical service upgrade requires "Edison (1-800-655-4555) approval of location" before the city will issue. That is a third-party dependency on somebody else's timetable, and it sits in a footnote rather than in the main text.
- PLANNING EVALUATES THE PROJECT BEFORE BUILDING PLAN CHECK EVEN BEGINS, and neither step has a published duration. A reader estimating a schedule from the building pages alone will start their clock in the wrong place.
- A COMMERCIAL PROPERTY OWNER IS LIMITED TO THE BUILDING PERMIT ITSELF. Mechanical, electrical and plumbing permits on a non-residential property "will only be issued to contractors that are appropriately licensed". The same owner doing the same work on a residential property faces no such restriction.
- THE JOB CARD IS A PHYSICAL DOCUMENT THAT THE INSPECTOR WRITES ON, and the city tells you to protect it "away from the sun and weather". Losing or bleaching it is losing the inspection record.
- AN EMPTY PERMIT-HISTORY SEARCH IS NOT PROOF OF NO PERMIT. Whittier is still scanning its paper archive, with "newly scanned permits being added weekly", so a property that shows nothing today may show a permit next month. For due diligence that distinction matters.
- ONE TELEPHONE NUMBER DOES EVERYTHING - (562) 567-9320 reaches inspections, appointments, Planning and every named officer from the Building Official to the permit technicians. The city publishes seven staff by name and email, which makes it unusually easy to reach a specific person once you know who you need.
- SOLAR ONLINE HAS A CARVE-OUT THAT CATCHES MODERN INSTALLATIONS: the online route covers "Solar (Excluding battery backup and solar roof)". A photovoltaic system with storage - now the common case - is outside the online path.
