The Permit Applications page states the same window as "Monday - Thursday: 8:00am - 4:00pm" with "Last sign in: 3:00pm". A Building Division handout whose PDF metadata is dated 23 October 2018, still reachable from the city's document centre, prints "Monday - Thursday 7:30 a.m. - 5:00 p.m." instead. The two live pages agree with each other; the handout does not agree with either.

Codes adopted

California publishes its building standards as Title 24, adopted by state agencies and republished on a three-year cycle. A city or county may change those standards only after its governing body makes an express finding that the change is reasonably necessary because of local climatic, geological, or topographical conditions, and no change becomes operative until the finding and the change have been filed with the California Building Standards Commission.

• "All projects submitted for permit application on or after January 1, 2026, must be designed in conformance with the new 2025 California Building Codes." The cutoff attaches to the date the permit APPLICATION is submitted - not to the date a permit is issued and not to the date work begins.

  The rule behind that date is printed on the city's Building Codes handout: "Structures are governed by the Code that was in effect at the time of application for building plan check or permit. Any building permit or in plan review under the previous code will be governed by that Code, provided that the application or permit does not expire." A project already in plan review keeps its original code edition - unless the application or permit lapses, which starts the question over under whatever edition is current then.

  El Monte issues building permits over a staffed counter at 11333 Valley Boulevard. The city publishes three separate application forms - building, electrical/mechanical, and plumbing/sewer - and directs applicants to submit on paper in person. No appointment is required; a waitlist governs the order in which people are served, and it closes an hour before the counter does.
